Call to Order—The Chairperson called the regular meeting to order at 9:02 am 2. Pledge of Allegiance— Steve Bloomfield led the flag salute. 3. Roll Call— Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin Shutty; Commissioner District 3—Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Susan Noyes-Mathers sent in an application for the Parks and Trails Board. 4.1.2 William Kysor sent in an application for the Planning Advisory Board. 4.1.3 Department of Natural Resources sent a letter about the State Forest Transfer and Purchase of Lands. 4.1.4 Mason County Fire District #1 sent in a letter regarding County Emergency Medical Service Council Representative. 4.1.4 The Economic Development Council sent in their 41h quarter report. 4.1.5 Freedom Foundation sent in a letter asking about Collective Bargaining meetings. 4.2 Recognition from Alliance for Healthy South Sound Presenter: Jeff Dickison 5. Open Forum for Citizen Input— Steve Bloomfield thanked Public Works for responding to the issues on the road he lives on. He said before the road was repaired, it was unfit for travel. 6. Adoption of Agenda - Cmmr. Jeffreys/Neatherlin moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; J-aye. 7. Approval of minutes-January 30, 2017 Briefing minutes; January 24, 2017 and February 7, 2017 Regular Meeting Minutes. Cmmr. Neatherlin/Jeffreys moved and seconded to approve. Motion carried unanimously. N-aye; S-aye;J-aye. 8. Approval of Action Agenda: 8.1 Approval to execute the resolution authorizing the County Engineer or the Engineering and Construction Manager the authority to legally bind Mason County for the sole purpose of requesting federal reimbursement. (Ex. A) 8.2 Approval of the interlocal agreement with North Mason Regional Fire Authority for the County to provide equipment or vehicle repairs, maintenance, upfit radios, and fueling services. 8.3 Approval to authorize the Road Operations &Maintenance/ER&R Manager to execute the Joint Powers Agreement between Mason County and National Joint Powers Alliance (NJPA) to access available contracts for goods and services from NJPA awarded vendors. 8.4 Approval to have the Chair execute the agreement with Washington State Association of Counties (WSAC), for the purpose of conducting fish barrier assessments on culverts located under Mason County road right-of-ways. 8.5 Approval of the resolution authorizing Support Services to voucher from the individual departmental budgets the Mason County cellular telephone bills excluding the Sheriff's Office. (Ex. B) 8.6 Approval to set a Public Hearing for March 14, 2017 at 9:30 A.M. to consider the proposed amendments to the Village Commercial District in the Allyn Urban Growth Area and Festival Retail District in the Belfair Urban Growth Area. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS February 14, 2017 - PAGE 2 8.7 Approval of Veterans Assistance Fund applications for: Necessity Items $400.00; Housing $1,030.00 and Burial $600.00 for a total of$2,030.00. 8.8 Approval of Warrants Claims Clearing Fund Warrant #s 8046255-8046322 $ 59,473.83 Direct Deposit Fund Warrant #s $ Salary Clearing Fund Warrant #s $ Total $ 59,473.83 David Windom asked that item 8.6 be removed for separate discussion. The draft submitted was the incorrect version and also had the incorrect title. He noted that Festival Retail in Belfair will not be addressed at this time. Cmmr. Neatherlin said that because this item is only to set the hearing, any corrections could be submitted in time for the hearing. Cmmr. Neatherlin/Jeffreys made a motion and seconded to set a Public Hearing for March 14, 2017 at 9:30 A.M. to consider the proposed amendments to the Village Commercial District in the Allyn Urban Growth Area. Motion carried unanimously. N-aye; S-aye; J-aye. Cmmr. Jeffreys addressed item 8.4 and discussed the great opportunity that Mason County has with these assessments. Cmmr. Neatherlin/Jeffreys moved and seconded to approve action items 8.1 through 8.5 and 8.7 through 8.8. Motion carried unanimously. N-aye; S-aye; J-aye. 9. Other Business (Department Heads and Elected Officials) Sheriff Salisbury read a letter prepared by staff recognizing Jeff Vrabel, the Facilities, Parks and Trails Manager. The letter thanked Jeff and his staff for their hard work on the jail update. 10. 9:30 a.m. Public Hearings and Items set for a certain time— No Hearings. 11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12. Adjournment—The meeting adjourned at 9:31 a.m. BOARD OF COUNTY COMMISSIONERS ATTEST: MASON COUNTY, WASHINGTON M lis env ry, Clerk of the Board Kevin Shutty, C air Terri Jeffreys, Col rj�, isvoner Randy atherlin, Commissioner Ex.A RESOLUTION NO. 7 IN THE MATTER OF DELEGATING SIGNATORY AUTHORITY TO LEGALLY BIND MASON COUNTY FOR THE SOLE PURPOSE OF REQUESTING FEDERAL REIMBURSEMENT WHEREAS, the County Engineer or Engineering and Construction Manager have been duly appointed by the Board of County Commissioners; and, WHEREAS,the Federal Highway Administration,through the State authorizes federal transportation funding to Mason County for transportation projects; and, WHEREAS,the Code of Federal Regulations,2 CFR 200.415(a)has been revised to ensure that final fiscal reports or vouchers requesting payment under Federal agreements must include a certification,signed by an official who is authorized to legally bind the non-Federal Agency; and, WHEREAS, in order to seek timely reimbursement for proper expenditures related to the Federally funded grant projects,the Board of County Commissioners delegates to the person appointed as the County Engineer or Engineering and Construction Manager the authority to legally bind Mason County solely for the purpose of requesting Federal Grant reimbursement; NOW THEREFORE,BE IT RESOLVED,by the Board of County Commissioners that the person duly appointed as the County Engineer or Engineering and Construction Manager shall be authorized to sign all grant reimbursement vouchers for grant funded transportation projects on behalf of Mason County to certify the following: 2 CFR 200.415(a): "By signing this report,I certify to the best of my knowledge and belief that the report is true, complete, and accurate, and the expenditures, disbursements and cash receipts are for the purposes and objectives set forth in the terms and conditions of the Federal award.I am aware that any false,fictitious,or fraudulent information,or the omission of any material fact,may subject me to criminal, civil or administrative penalties for fraud, false statements, false claims or otherwise.(U.S.Code Title 18, Section 1001 and Title 31,Sections 3729-3730 and 3 801-3 812)." B RESOLUTION NO. — A resolution authorizing Support Services Department to pay all County Cellular Telephone Bills excluding the Sheriff's Office WHEREAS, RCW 36.32.120 states "...the board of county commissioners...have the care of the county property and the management of the county funds and business..." WHEREAS, the Mason County Commissioners adopted Resolution No. 102-16, implementing a Cellular Telephone Policy that states Support Services will voucher payment from the individual departmental budgets; WHEREAS, it is necessary to authorize Support Services to voucher the cellular telephone bills from the individual departmental budgets; NOW THEREFORE,the Mason County Board of Commissioners does hereby resolve that Support Services shall have the authority to pay all cellular telephone bills for all Mason County Departments from the individual departmental budgets, excluding the Sheriff's Office, pursuant to Chapter 16.8 of the Mason County Cellular Telephone Policy.
