Call to Order—The Chairperson called the regular meeting to order at 9:00 a.m. 2. Pledge of Allegiance—Commissioner Jeffreys led the flag salute. 3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin Shutty; Commissioner District 3—Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Kevin Schmelzlen sent an application for the Solid Waste Advisory Board. 4.1.2 A petition was sent in regarding the changes proposed to Skokomish Valley Road. 4.1.3 Brian Kelly sent an application for the Mason County Civil Service Board. 4.1.4 City of Bremerton Mayor Patty Lent sent a letter of support for the Belfair Sewer Extension to Puget Sound Industrial Center. 4.2 News Release-Point in Time Homeless Census Count Staff: Ben Johnson 4.3 News Release-Mason County Parks and Trails Advisory Committee Staff: Jeff Vrabel Before reading the news release, Jeff announced the resignation of Linda Woytowich and said there are now 3 openings. 4.4 Public Works bid award information Staff: Melissa McFadden 5. Open Forum for Citizen Input— None 6. Adoption of Agenda - Cmmr. Neatherlin/Jeffreys moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye; 3-aye. 7. Approval of Minutes— December 19, 2016 and Jan 9, 2017 briefing minutes; December 20, 2016 regular meeting minutes Cmmr. Jeffreys/Neatherlin moved and seconded to approve. Motion carried unanimously. N-aye; S-aye;J-aye. 8. Approval of Action Agenda: 8.1 Approval to amend Resolution 25-15 designating the appointing officers from Mason County for the Washington Counties Risk Pool. (Exhibit A) 8.2 Approval to authorize Public Works to select and enter into an agreement for right-of-way services, as needed for the 2017-2018 calendar years from the County Municipal Research and Services Center(MRSC) Consultant Roster. 8.3 Approval to execute Amendment Number 3 for the agreement with MDG Wastewater &Water Treatment for an additional $25,000, to continue water and wastewater management services. 8.4 Approval to adopt the updated Mason County Comprehensive Emergency Management Plan (CEMP) for 2017. 8.5 Approval of Veterans Assistance Fund applications for: Necessity Items $500.00; Utilities $537.96; and Housing $2,645.55 for a total of 3,683.51. 8.6 Approval of warrants Claims Clearing Fund Warrant #s 8045510-8045536 $ 382,531.39 Direct Deposit Fund Warrant #s 37511-37900 $ 639,903.67 Salary Clearing Fund Warrant #s 70024620-7002502 $ 946,206.13 Total $ 1,968,641.19 8.7 Approval to nominate Jacqueline Earley to the Pacific Mountain Workforce Development Board of Directors. BOARD OF MASON COUNTY COMMISSIONERS' PROCEEDINGS Janaury 17, 2017 - PAGE 2 8.8 Approval to reappoint Susan Ickes to the Lewis-Mason-Thurston area Agency on Aging term ending January 2019. 8.9 Approval of Letters of Support from Mason County to Representative MacEwen, Representative Griffey and Senator Sheldon concerning an intersection improvement on State Route 3 at the new Mason Transit park-and-ride facility in Belfair. 8.10 Approval of Supplemental Agreement 1 to the contract with SCJ Alliance, authorizing a total; amount of$220,881.30 8.11 Approval of the January 2017 through December 2019 Collective Bargaining Agreement for Mason County Engineers Guild Employees. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
