1. Call to Order—The Chairperson called the regular meeting to order at 9:02 am
2. Pledge of Allegiance —Cmmr. Neatherlin led the flag salute.
3. Roll Call — Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin
Shutty; Commissioner District 3 —Terri Jeffreys.
4. Correspondence and Organizational Business
4.1 Correspondence
4.1.1 Timberland Regional Library sent a 2017 Final Budget.
4.1.2 Penny Pierce sent a letter titled"A way to save our communities"
4.1.3 Comments received from Ken VanBuskirk about item 8.4 on the action agenda
4.2 News Release-Mason County Housing Authority Vacancies Staff: Commissioner Jeffreys
5. Open Forum for Citizen Input— None
6. Adoption of Agenda - Cmmr.Jeffreys/Neatherlin moved and seconded to adopt the agenda
as published. Motion carried unanimously. N-aye; S-aye; J-aye.
7. Approval of Minutes—January 3 regular meeting minutes.
Cmmr. Neatherlin/Jeffreys moved and seconded to approve. Motion carried
unanimously. N-aye; S-aye; J-aye.
8. Approval of Action Agenda:
8.1 Approval of the Veterans Assistance Fund applications for: Necessity Items
$900.00; utilities $1,238.86; and Housing $330.00 for a total of$2,468.86.
8.2 Approval of warrants
Claims Clearing Fund Warrant #s 8045346-8045509 $ 740,548.51
Direct Deposit Fund Warrant #s 0
Salary Clearing Fund Warrant #s 0
Total $ 740,548.51
8.3 Approval to appoint Mark Carlson, Mike Oliver, Phil Wolff, Jeff Carey, and Jack Johnson to new
two-year terms on TIP-CAP. The terms end in 2019.
8.4 Approval of submittal of the 2017 Legislative Session Member Requested Local Community
Project Information Form and authorize the Chair to sign for the Belfair Sewer extension to Puget
Sound Industrial Center Project.
8.5 Approval to extend the contract to install synthetic turf on baseball fields 6&7 at the Mason
County Recreation Area with OSG Dozing LLC. This extension will be in the form of a change
order.
Cmmr. Jeffreys asked that item 8.4 be discussed in more detail. Bart Stepp from Utilities explained that a
funding request will be sent to legislation for the amount of$1.1 Million. The request would encourage
growth between the Puget Sound Industrial Center and the Belfair Wastewater Facility.
Cmmr. Neatherlin/Jeffreys moved and seconded to approve action items 8.1 through 8.5
Motion carried unanimously. N-aye; S-aye;J-aye.
Cmmr. Jeffreys discussed item 8.5 and how the synthetic turf will allow more tourism opportunities such
as the little league World Series.

9. Other Business (Department Heads and Elected Officials) - Cmmr. Jeffreys asked about current road
restrictions. Jerry Hauth, Public Works director, explained the reasoning for the restrictions. He added
that the schools are being worked with in regards to routes.
Connelly Watson questioned the reason busses were picking up a different locations near Harstine
Island. Jerry advised that most schools were using snow routes, which changes the location kids are
picked up.
10. 9:30 a.m. Public Hearings and Items set for a certain time—
10.1 Public Hearing to hear public comments on sale of surplus property and to consider the sale
of real property located at 111 E Lakeshore Drive E, parcel #22017-53-00039 for the price of
$4,200 to Barry and Neze LaRue.
Staff: Frank Pinter
Cmmr. Neatherlin described the process used by the County to purchase the property. No comments.
Cmmr.Jeffreys/Neatherlin made a motion to approve the sale of real property located at
111 E Lakeshore Drive E, parcel #22017-53-00039 for the price of$4,200. Motion carried
unanimously. N-aye; S-aye; J-aye. (Exhibit A)
11. Board's Reports and Calendar -The Commissioners reported on meetings attended the past week
and announced their upcoming weekly meetings.
12. Adjournment—The meeting adjourned at 9:38 am

RESOLUTION NO. 01" 17 Exhibit A
APPROVAL OF SALE OF SURPLUS PROPERTY
WHEREAS, Mason County owns the real property parcel #22017-53-00039, 111 E Lakeshore Drive E,
Shelton, WA 9858, that was declared surplus by Resolution No. 18-13 at a public hearing on April 9, 2003;
and
WHEREAS, the Board of County Commissioners, upon the recommendation of the Property Manager,
has determined that the property is surplus to the needs of the County; and
WHEREAS, Mason County has received an offer to purchase the property in the amount of$4,200
from Barry and Neze LaRue and a public hearing was held on January 10, 2017 to consider the offer;
NOW, THEREFORE, BE IT FURTHER RESOLVED by the Mason County Board of County
Commissioners that the property described above (parcel #22017-53-00039)is approved at the price of
$4,200 to Barry and Neze LaRue; and
BE IT FURTHER RESOLVED, that the proceeds of the sale of said property are to be dedicated first
to any delinquent property tax obligations and related penalties, expenses and assessments; and next to
reimbursement of the Property Management expenses; and finally to the Current Expense Fund; and
BE IT FURTHER RESOLVED, that Commission Neatherlin is authorized to sign the related closing
documents and the Property Manager initiate payment of 6% fee of sale price to the County's real estate
agent.
