Call to Order—The Chairperson called the regular meeting to order at 9:02 am 2. Pledge of Allegiance— Kevin Shutty led the flag salute. 3. Roll Call— Present: Commissioner District 1 - Randy Neatherlin; Commissioner District 2— Kevin Shutty; Commissioner District 3 —Terri Jeffreys. 4. Correspondence and Organizational Business 4.1 Correspondence 4.1.1 Allan Borden and Kevin Schmelzlen sent applications for the Mason County Planning Advisory Commission. 4.1.2 Mason County Historic Preservation Commission a letter to consider revenue sharing with the Mason County Historical Society. 4.1.3 The Liquor and Cannabis Board sent a liquor license application for Third Generation Limerick Market E. 2100 Mason Lake Rd. Shelton, WA 98584 4.1.4 State of Washington Department of Ecology sent a letter thanking Commissioner Jefferys and Public Works staff for escorting them on the Waste Discharge Inspection Report. 4.1.5 Office of the Treasure sent RCW #36.48.010, Depositaries to be designated by Treasurer. 4.1.6 Email from Ken VanBuskirk requesting item 8.1 be removed for a separate vote. 4.2 Selection of 2017 Chair and Vice-Chair- Cmmr. N eatherl in/Jeffreys moved and seconded to nominate incoming Commissioner Kevin Shutty as 2017 Chair. Motion carried unanimously. N-aye; S-aye;J-aye. Cmmr. Neatherlin/Shutty moved and seconded to nominate Commissioner Jeffreys as 2017 Vice Chair. Motion carried unanimously. N-aye; S-aye; J-aye. 4.3 News Release- Mason County Solid Waste Advisory Committee member openings Staff: Jerry Hauth 5. Open Forum for Citizen Input— Marilyn Vogler welcomed Commissioner Shutty and thanked him for his commitment to service. Former Commissioner Steve Bloomfield echoed Marilyn Vogler's comments noting this is a time for change. City of Shelton Commissioner Kathy McDowell congratulated and welcomed Commissioner Shutty. 6. Adoption of Agenda - Cmmr. Neatherlin/Shutty moved and seconded to adopt the agenda as published. Motion carried unanimously. N-aye; S-aye;J-aye. Neatherlin/Shutty moved and seconded to approve. Motion carried unanimously. N-aye; S-aye;J-aye. 8. Approval of Action Agenda: 8.1 Approval to purchase UV bulbs and system repairs needed for the Belfair Water Reclamation Facility in the amount of $12,890.89. 8.2 Approval of Warrants Claims Clearing Fund Warrant #s 8044971-8045345 $ 2,610,002.91 Direct Deposit Fund Warrant #s 37124-37510 $ 694,294.86 Salary Clearing Fund Warrant #s 7002430-7002459 $ 497,043.21 Total $ 3,801,340.98 Claims Clearing YTD Total $ 33,944,979.82 Direct Deposit YTD Total $ 14,194,076.41 Salary Clearing YTD Total $ 14,936,453.96 Steve Bloomfield asked that item 8.1 be removed for a separate vote. Cmmr. Neatherlin/Shutty moved and seconded to approve action item 8.2. Motion carried unanimously. N-aye; S-aye; J-aye. Cmmr. Jeffreys noted that the totals under item 8.2 show year to date totals per request of a former commissioner. She asked if the current board would like to continue this or if changing the totals to only show the current week would be a better option. Cmmr. Neatherlin said he would prefer seeing the total for each week instead of year to date. Cmmr. Shutty agreed. Cmmr Neatherlin/Shutty motioned and seconded to change the approval of warrants to show weekly totals. Motion carried unanimously. N-aye; S-aye; J-aye (8.1) Bart Stepp from utilities explained the need to replace the bulbs in the Belfair Reclamation Facility and the purpose the lights serve. Marilyn Vogler asked Bart if there is any data in regards to life of the bulbs from the seller versus bulbs purchased from the manufacturer. Bart answered that he did not have that information. Connelly Watson asked about the size of the bulbs and the tools required to change them. Bart replied that no special tools are required. Steve Bloomfield asked if intensity monitoring is done. Bart said it is. Cmmr. Jeffreys asked about the report which states little maintenance had been done. Bart answered the bulbs were not changed in time by the previous operator. Steve Bloomfield testified that the bulbs are important to the system adding that he has confidence in future maintenance from the new staff. N-aye; S-aye;J-aye. 9. Other Business (Department Heads and Elected Officials)-NONE 10. 9:30 a.m. Public Hearings and Items set for a certain time— NONE 11. Board's Reports and Calendar-The Commissioners reported on meetings attended the past week and announced their upcoming weekly meetings. 12.
