Below you will find comments made regarding the proposed development and it ' s critical values . In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal ; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. A-7 Bremerton, Wa. 98310 Re: Shoreline pre-inspection, Union River, PN 123201302030. Dear Mr. Baldwin: Thank you for meeting with me out on site yesterday. The following should be taken into consideration with regard to bridge development. Shoreline Substantial Development and Conditional Use permits will be required for this project. The application process includes an environmental review which incorporates other agency concerns into the local decision. Total processing time is approximately 6 months assuming no appeals are filed. Approval at the local level must be followed by subsequent approval by the state Department of Ecology (as per the Shoreline Management Act) . The Mason County Shoreline Master Program Transportation Chapter guides the development of bridges. Following are the applicable use regulations: - Excavation for and placement of the sills or abutments and outside placement of stringers or girders shall be accomplished from above the ordinary high water mark, as a Conditional Use. - Bridge approach fills shall not encroach in the floodway of any stream or river. - All bridges shall be high enough (minimum of three feet above 100-year flood elevation) to pass all expected debris and anticipated high water flows from a 100-year flood. Evaluation of the Fe deral Emergency Management A g y g ement Agency cy (FEMA) floodplain maps (Floodway map; 530115 0135; 5/17/88) indicates that the floodway width in this area is roughly 200 feet. While the maps indicate that the Union River is centered roughly in the middle of this floodway, my site inspection seemed to indicate that the river is located somewhat east of center. Regardless of its precise location, it may be assumed that no fill would be allowed in this case, due to the floodway width, and that bridge approaches would have to be structurally designed. Recycled t Data on file in the Planning department may be sufficient to determine the height of the 100 year flood. The burden of proof is on the applicant, however, to verify that the bridge is the minimum 3 feet above that level . Usually a professional engineer or surveyor is employed to assist in this determination. The Mason County Building department will require professional engineering on the bridge itself to ensure it can safely withstand the weights of vehicles (including emergency vehicles) to be crossing it. In this case, where structural approaches would be required, engineering would be necessary for their design as well. If permit approval is obtained, it is valid for a period of two years with a one year extension possible. This extension must be granted by the County Commission. The permit is valid for five years. On site you mentioned that there is the possibility of obtaining an easement access into the back of the property. Due to the proliferation of bridges in this area of the Union River, we would strongly encourage pursuit of this access. It is possible that a permit could be denied unless all alternative non-river crossing possibilities had been explored. If you have any y questions regarding any of the above don' t hesitate to call.
