These control measures, must be effective to prevent soil from being carried into surface water by stormwater runoff . sand, silt, and soil Will damage dqUdtiC habitat and are considered pollutants. Causing or allowing pollutants to enter state waters carries a maximum penblty of $10, 000 Per day. The applicant should check with solid waste officials, garbage haulers, and rouyQIers to locate recycling services tha't are available locally. The local comprehensive solid waste management plan may identify recycling programs and requirements . The facility should be designed to accommodate recycling. opportunities for recycling aluminum, other metals, glass, newspapor, corrugated containers, plastics, office paper and other materials should be as convenient as throwing them out. space should be provided to accommodate the storage of these materials both inside the building and at a centralized location out,E5.i.de the building. During the construction phase of the project, we encourage the applicant to use products made from recycled materials wherever possible. Products containing recycled materials include insulation and other building materials. During the landscaping phase of the projer-t, we recommend using recycled materials. Compost from recovered organic waste can be used as a soil amendment in landscaping. Chipped woody debris can be used to mulch ornamental beds, and to control eroszoil oil slopes, We also recommend rh�at c,rganic T andscapi.ng debris generated on-site be used on-rite. During the construction y)hase of the projer,t, we encourage the applicant to recycle construction debris and to reduce construction waste whc nc>ver possible. Box 578 Shelton, Washington 98584 (206) 427 9670 Re: Environmental Impact Checklist comments concerning the Diocese of Olympia's Episcopal Church at E. 280 Wheelwright Street in Allyn Washington Mason County Public Works Engineering review of the Environmental Impact Checklist for the above referenced facility raises the following concerns; (1) On page 3 of the EIC item B-1(f) the proponent alludes to a detention pond designed to protect against erosion. The plan submitted has been reviewed and is considered inadequate. The preparation of a stormwater plan is considered to be an engineering practice as defined in Chapter 18.43 of the RCW and is required to be performed by an engineer licensed by the state of Washington. The plan submitted appears to have been prepared by Mr. Ken Large, a landscape architect. His license does not authorize him to practice engineering. An IDC from engineering dated March 29, 1993 directed to Mrs. Grace Miller requested that a permanent stormwater plan and an erosion and sediment control plan be prepared for the proposal designed to what are essentially DOE/PSWQA downstream erosion control standards. It is therefor requested that a permanent stormwater plan and an erosion and sediment control plan prepared and stamped by a professional engineer licensed in the state of Washington be required. (2) On page 11 of the EIC item B-14(c) the proponent states the completed project will include 63 parking stalls. The architect's plans show seating for 327 people. Mason County Ordinance No. 815 (Mason County Parking Standards) section 9.03 (1) requires 1 parking stall for every 4 seats. This would require (327=4;zz�82) 82 spaces. This concern was also raised in the IDC dated 3/29/93 and has not been remedied. Until these concerns are satisfactorily addressed, Engineering approval of this proposal cannot be given.
