Activities Date Date Assigned Done Description Assigned Done Status To By SPI Letter- Field Review 03/21/2007 DONE AHB Pre-inspection for Scott Rich on Dec. 14,2006: The purpose of the pre-inspection was to evaluate issues related to this portion of two blocks in the Town of Allyn to provide area for future development or construction of a single family residences adjacent to Case Inlet and North Bay Rd.The property has a general slope of 5 to 10 percent to the North Bay Case Inlet shoreline.There is a small area in the northern most area that would be considered upland with evergreen and deciduous trees;the site was subject to fill and clearing in the past.The remainder of property is extensive wetlands and occupies the southern 80 percent of the property and many areas of estuarine vegetation at lower elevation in the tidelands of the bay. The zone designation for the site is Allyn Urban Growth Area R-1 zone. Standard building setbacks for this zone are a 20 foot front yard and rear yard setbacks, and 5 foot side yard setback(lot line setbacks). These setbacks are measured from portions of structures over 30 inches above grade such as roof overhangs, stairs,decks,fuel tanks, heat pumps etc. Landslide hazards:Generally,there are no steep slopes that exceed 15 percent associated with the low bank adjacent to the shoreline.The applicant does not need a geologic study as part of future development review. Shoreline development is guided by the Mason County Shoreline Master Program and Resource Ordinance Fish and Wildlife Habitat Conservation Areas standards.Any possible building would need to meet setbacks from the ordinary high water mark of the inlet, likly to be between 60 and 100 feet distance. Depending what development is proposed,additional public review permits set forth in these programs may need to be applied for and approval granted by the County Hearing Examiner. County review early in the process is very important in proposing development on these lands.The biologist evaluation is the important first step in planning any development on the property,especially for the determined vegetation buffer and setbacks. Due to the extent of wetlands present, it is likely that nearly all of the property will be affected by development standards stated above. Land uses without buildings or structures would still need to provide proper water supply and septage disposal and be located adequate distances from property lines and from shore or wetland critical areas. You would need to confirm with the Health Department about the adequacy of supplying water and connecting with the sewer system in the vicinity. General process: Future site development must include a site plan, showing all setbacks from property lines,wetland edge and proper buffers,and existing and proposed improvements;this site plan will be needed for building permit application submittal,as well as the environmental permit review.
