Dear Manuel: Ecological Land Services, Inc. (ELS) has been contracted to provide consulting services to determine the location of Courtney Creek in response to Mason County concems about the landscape pile potentially within the stream buffer. The site visit was conducted on March 13, 2018 during which the location of the pile and stream were located using a handheld GPS unit. This document includes a map showing the actual location of Courtney Creek and the Mason County Critical Areas Map showing the mapped location of this stream system as well as photos of the landscape pile, the stream, and the topography between the pile and stream. Mapping Overview During assessment of Courtney Creek, maps were obtained from the Mason County GIS website and from the Washington Department of Natural Resources (WDNR), Forest Practices Activity Review System (FPARS). The Mason County GIS map shows Courtney Creek in the same location as the FPARS mapping so only the Mason County map is included with this document (Figure 2). These maps show Courtney Creek flowing near the southwest comer of this property but show no stream in the location observed during the March 13`h site visit. Site and Stream Observations This property is situated across Courtney Creek Lane with the home situated north of the road and landscaping company facilities south of the road (Photoplate 1). Currently, the landscape facilities consist of a large debris pile that will degrade into compost (Photoplate 2). The debris pile is situated in a low, bowl-shaped portion of the property, which slopes up on all sides. The area around the pile is composed of forest that includes western red cedar(Thuja plicata, FAC), red alder (Alnus rubra, FAC), bigleaf maple (Acer macrophyllum, FACU), salmonberry (Rubes spectabilis, FAC), Indian plum (Oemleria cerasiformis, FACU), red elderberry (Sambucus -\ racemosa, FACU), sword fem (Polystichum munitum, FACU), and trailing blackberry (Rubus J ursinus, FACU). A formal determination regarding the presence of wetlands was not conduct because the vegetation aroun e e n a occur at or less than 50 co percent of the time in wetlands. There was also no water in this area despite the precipitation earlier in the day on March 13`h. No stream channel or water flow was identified in the area near the pile and was not expected because of the slopes to the south and east(Photoplate 4). 1157•V Avenue Suite 220A•Longview,Washington 98632•Tel(360)578-1371 •Fax(360)414-9305 During the site visit, the ELS biologist was directed to the actual location of Courtney Creek, which is located across the north end of the property. The stream channel was noted across the north end and a single lane gravel driveway crosses a wood-plank bridge over the stream (Photoplates 2 and 3). This driveway heads north from Courtney Creek Lane just before it crosses the road (Photoplate 2). The ordinary high water mark (OHWM) of the stream was located by GPS at the bridge crossing and the remainder of the stream was laid in using Lidar topography(Figure 1). The stream crosses Courtney Creek Lane several hundred feet west of its intersection with Old Belfair Highway. The limits of the landscape debris pile were also located by GPS to determine its location in relationship the actual location of the stream. The distance between the stream and pile is at least 363 lineal feet (Figure 2) and there is additional separation by the slopes up to Courtney Creek Lane and the low ridge that lies just north of the road(Photoplate 2). Conclusions The Mason County GIS maps indicate a stream system flowing just offsite and southwest of this property. Based on this map,Mason County Department of Community Development personnel were concerned that the landscape debris pile was located within the buffer of the mapped stream. ELS biologists visited the property in March 2018 and determined that there is no stream located in the area mapped by Mason County and WDNR on their FPARS website. The same mapping sources do not show the location of the stream that crosses the north end of this property. Since the mapping was done using available geological maps, the topography shown on the maps may have indicated a stream channel near the southwest corner of this property but did not indicate the stream at the north end. This would lead to the stream mapping error that appears on the county and state maps. Based on the ELS site visit and GPS points, Courtney Creek is located across the north end of this property and is at least 363 feet from the landscape debris pile. The pile is being left to compost and will not have any adverse impacts on the stream because it is not in the location that appears on the maps and there are several topographic ridges between the stream and the pile.
