Mason County Resource Ordinance
The issuance of this permit will not result in a violation of the Mason County Resource
Lands and Critical Areas Ordinance. The site was inspected by Luke Viscusi, of the Mason
County Planning Department, who determined that any critical area buffer issues have
been sufficiently documented.All project activities are outside of wetland,stream, and
landslide hazard area buffers.

State Environmental Policy Act
This application for FPA2024-00003 has been reviewed for SEPA compliance under case
#:SEP2024-00016. The SEPA record number is 202403269.

Yes, issued by Luke Viscusi of the Mason County Planning Department on July 30,
2024. The SEPA Determination of Non-Significance was posted on-site on July 30,
2024, and emailed to the appropriate agencies on July 31, 2024. Two comments
were submitted during the 14-day comment period, which closed on August 14,
2024. One comment was submitted by Mason PUD 3 and the other comment
was comprised of multiple messages submitted by Nicholas Jones, a neighboring
property owner. Nicholas Jones stated that they didn't believe the project met
the SEPA requirements, they did not agree with the County's determination, they
questioned the ability of the applicant to flag the logging boundaries, and they
sought clarification on the specifics of the proposed septic system (though no
septic system had been applied for yet), as well as who the from the WA
Department of Ecology, or a certified point of contact, determined that the
septic system would be far enough away from Decker Creek.

Stormwater Management
An engineered storm water plan for Mason County Public Works is NIA due to converting
less than 0.75 acres of native vegetation to lawn or landscaped areas(32,670 sqft). The
site plan shows that land-disturbance will be 0.50 acres(21,200 sqft). The project
requires Minimum Requirements#1 through#5 of the 2019 Stormwater Management
Manual for Western Washington due to land-disturbing activities greater than 7,000
sqft. Narratives for Minimum Requirements#1 through#5 were submitted and meet the
standards of the Manual.

CONCLUSION
In conclusion, this application for Class IV-General Forest Practices Approval is consistent with

NOTE: Copies of all FPA Applications will be forwarded to Mason County Public Works for stormwater and erosion
control review. Projects which disturb more than one acre(regardless of total lot size)will require an engineered
stormwater plan consistent with the Mason County Stormwater Ordinance(Chapter 14.48.)and the 2012 WSDOE
Stonmwater Manual.Applicants will be charged for Public Works staff time to review these plans and applications.
Property owners should also be aware that the Washington State Department of Ecology(WSDOE)might ask for a
NPDES(National Pollution Discharge Elimination System)Permit.The threshold for such a permit is equivalent to
Mason County's threshold. WSDOE will notify applicants through SEPA review if a NPDES is required. An NPDES is
not a perquisite for FPA approval. It is the responsibility of the applicant to obtain this permit when required.

The project will include harvesting approximately 0.75 acres of timber on a 5.28-acre lot. An 150-foot
vegetative buffer area surrounding the Type F(fish bearing) stream that runs through the site will not be
cleared.The harvested area will be converted to a residential use,with a proposed septic system,
residence,shop building, and landscaped yard.The project requires no additional permits from other
government agencies that Mason County is aware of.
A SEPA Checklist and Stormwater Plan were submitted with the application for the project.All
documents relevant to this project can be requested by contacting the County staff member below.
This Class IV—General Forest Practices Approval permit will require a SEPA threshold determination and
a formal 14-day comment period through SEPA at a date yet to be determined. Public comments during
the SEPA comment period are welcome.Any comments or questions should be directed to the County

A decision on this application will be made within 120 days of the Date of Complete Application and
copies of the decision may be obtained by contacting Luke Viscusi.Any person aggrieved by the decision
of the administrator to approve or deny this proposal may appeal the decision to the Mason County
Hearing Examiner within 14 days following issuance of the decision.
This Notice of Development Application is required by Mason County Code 15.07.010.
