Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 3/19/2008 1 of 4 SP12008-00040 Site Inspection 3/19/2008 Case No.: SP12008-00040 Comments: Inspection for Washington Renaissance Faire on Mar. 11 , 2008: The purpose of the pre-inspection was to review development standards for two parcels (parcel numbers 12308-00-00000 and 12317-20-00000) along the Bear Creek Dewatto Rd. northwest of Belfair. The parcels are owned by Pope Resources and are timberlands now revegetated with evergreen and deciduous trees and shrubs. The applicant and Mason County are aware of six-year development moratoria on various areas of these large parcels. The northern parcel has the road access and driveway from Bear Creek Dewatto Rd. and the southern parcel has an access way from the north. Root wad removal has recently taken place on a portion of the northern parcel. The applicant is negotiating with Pope Resources for the purchase or lease of portions of these two parcels for use for the Renaissance Faire event. These findings state regulations in effect at the time of inspection, unless noted otherwise. The site is in the Rural Residential 20 zone. Standard building setbacks are a 25-foot front yard setback, and 20-foot side and rear yard lot line setbacks. These setbacks are measured from any structures or projections above grade, such as roof overhangs or gutters, balconies, stairs, decks, fuel tanks, storage buildings, or heat pumps. Resource Ordinance - Streams setbacks: The observed type 4 streams flow from north to south within the east half of section 8 and type 3 streams flow from north to south within the east half of section 17, and the channel areas have established streamside vegetation. Stream buffers and setbacks would be determined by the Mason County Resource Ordinance Section 17.01 .110 Fish & Wildlife Habitat Conservation Areas. These provisions establish buffer and building setback standards for streams; for a type 4 stream there is a 100-foot vegetation buffer and a 15-foot building setback and for a type 3 stream there is a 150-foot vegetation buffer and a 15-foot building setback, for total distances from the channel migration zone (CMZ) to proposed development. In accordance with the Resource Ordinance, buffers are to be retained in their natural condition. New residential or commercial development is not permitted within Fish and Wildlife Habitat Conservation areas or its buffers, except as approved through a variance request or reasonable use exception public review processes. Landslide hazards: The upper portion (250 to 350 feet) of the parcels have a 10 percent slope and are above the 45 to 60 percent slope that is generally stabilized by the red cedar, douglas 3/19/2008 2 of 4 SP12008-00040 Site Inspection 3/19/2008 Case No.: SP12008-00040 fir, and alder cover down to the stream channels. With slopes in excess of 45 percent adjacent to or within 300 feet of a proposed grading and event project, a Geotechnical Report would be needed to address slope stability and the other requirements of the enclosed landslide hazard chapter 17.01 .100 section E. 5. as required by the Mason County Resource Ordinance. The report must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the project will cause no significant environmental impact. The applicant shall have a qualified geologist or engineer visit the subject parcels and prepare a site analysis and geologic study specific to your proposed site development, based upon the ordinance criteria, addressing clearing, grading, building construction, and stormwater control. This geotechnical report / analysis would be submitted and evaluated at the time of building permit submittal. If any grading / excavation is proposed in or near slopes, a grading plan will be needed to show any proposed topographical changes, cuts, retaining walls, and proposed drainage and stormwater control; this plan is prepared by a qualified engineer and subject to Mason County Public Works Dept. review and approval. Mason County requires the applicant to request a Pre-Submission Conference where the health, building, planning, and public works departments ,with the fire marshal, discuss the scope of proposal and share the permit requirements to enact the Renaissance Faire land use. Much of the review will be guided by the submittal of an event site plan. Environmental Health shall review and approve proposed services for the event activities. Provision of public sanitation and restroom facilities and water for food service and sanitation will be critical aspects of review. The Planning Department will state the need for a special event permit review for a possible 2008 event and the need for a rezone for the relevant portions of this property for future events. The special event permit will require the information listed below that is typically part of the Special Use Permit review process, evaluated by the County Hearings Examiner. Public Works will need to evaluate accesses, a submitted traffic impact analysis, and grading plans, as well as the geological study noted above. The following additional information is required, as applicable, for applications for special use permits, to aid in analyzing the request, preparing necessary conditions, and providing consistency with dimensional and performance standards in these and other relevant county regulations. Including but not limited to: 1) the location and size of lot(s); 2) site plan with areas of proposed use; 3) access to state and county roads; 4) land uses on adjacent properties and potential impacts to those uses by the proposal; 5) provision of parking areas and stormwater facilities; 6) hours of operations; 7) anticipated sources of noise, glare, or odors from proposed use(s); 8) grading proposed; 9) stormwater and erosion control plans; 10) sanitation and support services provided; and 11) traffic studies from activities proposed. Mr Cleveland insists on addressing himself. I called him last week and told him what the procedure is for applying for and being assigned a proper address is. He filled out a pre inspection request today and put his address as 901 NE Bear Creek Dewatto. This has not been assigned by our department and as far as I can tell is also inaccurate by about 2/10ths of a mile. There is a crude sign and a carved stump at the driveway access to identify the location. You should not have a huge problem finding the site.
