Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal, these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 8/16/2006 1 of 3 SP12006-00134 Site inspection 8/16/2006 Case No.: SP12006-00134 Comments: Pre-inspection for Mark Abad / Donn Hughes on June 30, 2006: The subject parcels are in the Belfair Urban Growth Area. Parcel 12320-44-00010 is zoned Long-Term Agriculture, is 17.21 acre in size, and has some 5 to 8 percent slope through of the property. Parcel 12321-33-00000 is zoned Residential 3, is 18 acre in size, and has some 5 to 8 percent slope through of the property. Parcel 12320-44-00020 is zoned Residential 5, is 21 acre in size, and has some 8 to 17 percent slope to the west through of the property. The sites are vegetated with mature evergreen and deciduous trees where not previously cleared. Extensive areas of pasture and wetland ponds occur on the west and central parcels. Access from McKnight Rd. reaches a residence and previously cleared area on the east parcel at the west side of the lot. Applicant is asking what limitations exist on the three properties that would affect a rezone request. Wetlands: Wetland areas with some associated runoff to the south exists in the south portion of 12320-44-00010 and 12321-33-00000 near the McKnight Rd. each area is least 450 ft. by 200 feet in area. This wetland is likely a category III wetland due to the low gradient, standing water, and the lush vegetation species comprised of cattails, sedges, salmonberry, cottonwood, alder, red cedar, and small willow. These wetlands will need an field determination regarding the boundary and category of this wetland area, as part of the evaluation of the property for proposed subdivision. The Resource Ordinance Wetlands Chapter sets forth the standards (setbacks and buffers) regarding proposed development depending on the category wetland determined. Landslide hazards: The east portion of 12321-33-00000 and most of 12321-33-00020 contain slopes at or above 15 percent adjacent to or within 300 feet of a proposed project (subdivision or construction). For these reasons, Geotechnical Assessment would be needed in project review to address slope stability and the other requirements as noted in the enclosed landslide hazard chapter 17.01.100 section E. 4., as required by the Mason County Resource Ordinance. The study must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the project will cause no significant environmental impact. You may have a qualified geologist or engineer visit the subject parcel and prepare a site analysis specific to your proposed site 8/16/2006 2 of 3 SP12006-00134 Site Inspection 8/16/2006 Case No.: SP12006-00134 development, based upon the past study and report, addressing clearing, grading building construction, and stormwater control. This amendment / analysis would be submitted and evaluated at the time of subdiviison review. If an grading / excavation is proposed in r y g g p p o near slopes a grading plan will be needed to show any proposed topographical changes, , cuts, retaining walls, and proposed drainage. Standard buildingsetbacks for these zones set forth a front r yard and Road right of way setbacks of certain distances from the edge of easement, and distances from property lines for sideyard and rear yard setback. These setbacks are measured from portions of structures over 30 inches above grade such as roof overhangs, stairs, decks, balconies, fuel tanks, and heat pumps etc. Specific standards for future development contained in County Codes may be found at the County website address http-//www.co.mason.wa.us.
