Subject: Allyn Carey Water System, ID#AC55IN, Mason County; Water System Plan,
ODW Project#11-0702
Thank you for resubmitting the Water System Plan(WSP) for the above system received by the
Office of Drinking Water(ODW)on February 28, 2012. We have reviewed the response to the
comments issued on October 13, 2011 and have the following comments that need to be
addressed before ODW can approve the plan:
Chapter 1-Water System Description
1. Page 5 and the response letter discuss service agreements contracts. I was unable to find
these agreements in the revised plan. Please provide copies of these service agreements.
Chapter 2-Basic Planning Data
2. Page 8. Please provide a signed copy of the Local Government Consistency from
Mason County.
3. Page 9. Paragraph four in this section states that adjacent purveyors were not notified.
Adjacent purveyors must be provided access to this WSP and allowed to comment.
Please provide documentation that this WSP was made available to adjacent
purveyors and that any comments received were addressed. Include a copy of all
comments and responses.
Chapter 3-Water Use Efficiency Program
4. Page 13. When establishing Water Use Efficiency (WUE)goals, you must engage
customers and interested members of the public in a public meeting(WAC 246-290-
830(4)(a)). You can use ODW's webpage https://fortress.wa.gov/doh/opinio/s?s=1502 to
publicize this meeting. You must provide notice at least two weeks in advance of the
meeting. Please provide documentation showing the following:

• When the meeting was held.
• How the meeting was publicized.
• Agenda and sign-in sheet from the meeting.
• Goal adopted.
5. Page 14. Please clarify where the proposed leak detection survey has been
accounted for in the proposed six year budget. Is this activity included in Operations
and Maintenance?
Chapter 4-Wellhead Protection Program
6. Page 16. Please provide a restrictive covenant for the sanitary control area.
7. Page 17. Please provide documentation showing coordination with local emergency
incident responders(including police, fire,and health departments). This
documentation should include notification of wellhead protection area boundaries,results
of susceptibility assessment inventory findings, and contingency plan.
8. Page 17 and 18 discuss the use of the Allyn Fire District 5 Truck to provide emergency
water in the reservoir. Exhibit G4C-2 states Harbor Waters water truck will provide
emergency water in the reservoir. Please understand that water from a non-group A
source cannot be used for a Group A system and only approved water haulers(on OD W
list)may be used for Group A systems. Also,please be aware of the hauled water
requirement(fact sheet included). Please modify this section and clarify how
emergency water will be provided and include any agreement(s).
Chapter 5-System Analysis
9. Please include a description of how this system will operate. For example,explain how
this system will be pressurized, whether water from the reservoir will be delivered via
gravity feed or a booster station, how the well will be called,and how the well controls
will be designed to ensure that the well does not pump more than 1.7 hours per day [at 49
gallons per minute (gpm)rate it will take only 1.7 hours to pump 5,000 gallons].
10. Page 23. The letter from the Mason County Fire Marshall that is included in Appendix A
is addressed to the Port of Allyn. This is not directed to the Allyn Carey water system.
Also, it appears that the fire flow requirements will be supplied by the Port of Allyn.
Please provide documentation that the Port of Allyn has agreed to this arrangement.
11. Page 28. This section states that the storage will be used to equalize weekly fluctuations.
Is this referring to weekly fluctuations in demand? The water right limitation does not
allow for pumping more than 5,000 gallons in a single day. Will this system be pumping
this quantity every day and keep the excess in storage? Is this excess storage considered
the standby storage included in the calculations? Please clarify what is meant by
weekly demand fluctuations and describe how these fluctuations were determined.
Also, explain how the quantity of required storage was calculated.

12. Page 28. Table 5.4 shows that the operational storage and standby storage will be nested..
Nesting storage is only appropriately applicable for fire suppression storage. Operational
storage should be added to standby storage, dead storage, and equalizing storage to
determine the total storage. Please revise the calculations so that the operational storage
and standby storage are no longer nested. Revised the plan to reflect this change.
13, Page 29. Include a map showing the proposed location and size of the distribution
piping that was used for doing the hydraulic analysis. Also,the plan states that there
will be eight-inch mains for supplying fire hydrants. However, elsewhere in the plan it
states that no fire flow will be provided. Please clarify whether fire flow will be
provided by this system.
14. Page 29. The text states that the results for the hydraulic analysis were included in Appendix
F,but it does not seem to be included. Please submit the hydraulic analysis information.
15. Page 31. The text of the WSP states that the well is an exempt well. This means that the
well does not have a water right. However,the water rights self-assessment(WRSA) is
referring to the exempt well status as if it was a water right. The self-assessment form should
state the well is an exempt well and does not have to have a water right because the intended
use is less than or equal to 5,000 gallons per day(gpd). Please modify the WRSA.
Chapter 6-Operation and Maintenance
16. Page 35, Cross Connection Control(CCC)Plan. This system should establish a legal
authority and program policies and procedures before it implements its CCC Program
Plan. Prior to ODW approval of this WSP, this system must complete and implement at a
minimum, Elements 1-4 of the CCC Plan. Please provide documentation showing
these have been completed and implemented.
17. Page 37. The record keeping and tracking section references Appendix D, Exhibit
D61-13-15. There is no Exhibit labeled D6H3-15. Please discuss the record keeping
requirements for a Group A system per WAC 246-290-480 and how this systems
intends to comply with this requirement.
Appendix A
18. Appendix A, Water Facilities Inventory(WFI). Please contact Brad Brooks,WFI
Specialist,at(360)236-3049 to revise the WFI to show the most current number of
active connections and information for this system. Include a current copy of the WFI
in the revised WSP. As information changes please update the WFI and submit to ODW.
Appendix F
19. Page 20. The basic data shown on the storage capacity design figure is not consistent
with data presented in the rest of the document. For example,this figure shows a peak
hourly demand(PHD)of 58.5 gpm rather than the 41 gpm discussed in the rest of the
plan and it shows that equalizing storage will be provided when elsewhere in the plan it

states equalizing storage is not needed. Also,the figure is referring to fire flow and fire
hydrants, when the rest of the plan states that no fire flow or fire suppression will be
supplied. Please clarify the information and update the plan as needed.
Appendix H
20. Retail Service Area Map. Municipal water suppliers must identify their existing, retail,
and future service area on a map in all planning documents. The future service area may
or may not be the same as the retail service area. Please provide a service area map
that shows all three service areas.
MISCELLANEOUS COMMENTS
21. Before ODW can approve this WSP,we must receive a copy of a resolution passed by
the Association, or meeting minutes in which the Association voted to adopt this WSP.
Please provide this documentation.
22. Prior to ODW approval,this system must hold an informational meeting for the
consumers. Please provide documentation showing the time and date the meeting
was held, how the customers were notified, and if any comments were received.
23. As part of this WSP the system capacity was evaluated, but the engineering design of the
physical infrastructure was not submitted(for example,design for storage tank, source-
related components, well house piping, booster pumps, distribution system piping, and
layout). You have the option to include the engineering design with the WSP or to
submit a separate project report. If you decide to submit a separate project report for the
engineering design then this system can only be given additional connections after the
engineering project is approved.
RECOMMENDATIONS
24. Page 6. The procedures for issuance of water availability commitment/letters states that
the applicant tells the water system the expected volume of water needed. Rather than
have the customers ask for the water they need, we recommend telling them at the time of
application the water they have available.
25. Appendix D, coliforn monitoring plan. The plan included within this appendix meets the
requirements for a group B but could be further simplified, by removing the repeat
sample portion and state that resampling will occur at the routine sample location of the
unsatisfactory sample and at the well. There is no requirement for a group B to do five
samples after an unsatisfactory routine.
Once this system becomes a group A additional sampling requirement will be required.
The coliforn monitoring plan should be updated once this system becomes a Croup A
system. Below is additional information regarding coliform monitoring requirements.

downline,and a 4i°repeat from a site of their choice). A Groundwater Rule raw
water sample would need to be collected from SOI, Well.
b. Choice#2: Three distribution repeat samples(routine site with the unsatisfactory
sample result, from within five active connections upline and five actions
connections downline, and a Groundwater Rule repeat from SOI, Well.
ECOLOGY COMMENTS
On July 19,2011, a copy of this WSP was sent to the Department of Ecology(Ecology).
According to Ecology's e-mail comments(enclosed),this system is close to maximum capacity
from the exempt well. Please continue to work with Ecology regarding this system's water
rights. Please note that OD W's approval of this WSP will not provide any guarantee and should
not be considered to provide any guarantee concerning legal use of water or subsequent water
rights decisions by Ecology. Depending on Ecology's future actions on this system's water
rights, additional planning or other submittals may be required by ODW.
Ecology has not determined this WSP to be"not inconsistent"with the approved watershed plans
for WRIA's 14 and 15 the Kennedy-Goldsborough and Kitsap Watersheds.
We ask that you submit three copies of the revised WSP. To expedite the review of the revised
WSP, please summarize how each,of the required responses were addressed and where each
response is located(page numbers, appendices).
