Plans for the package sewage treatment plant must be reviewed and approved by DOE prior to construction. 2. Provisions must be made for doing the required laboratory testing. 3. Since this is a discharge to shellfish waters, the effluent limit for total coliforms is 70 (MPN) and for fecal coliform is 14 (MPN). 4. The primary method of disinfection must use a chlorine gas system. A back-up system is required. The existing hypochlorite system is an acceptable back-up system provided it is in good working condition. 5. Water must be supplied to the treatment plant site for purposes of washdown. 6. A flash mixer must be provided- ahead of the chlorine contact basin. The attached material describes what is an acceptable flash mixer. If hydraulic mixing is applied, a Froude number of 4.5 must be achieved. 7. DSHS requires that the dock area be posted to inform users of that facility that treated sewage effluent is being discharged in that area. 8. We recommend that you run collection line "A" straight into the manhole without any deflection. 9. Construction of the sewage treatment plant must be complete prior to May 31, 1978. The time of completion of construction sho ill be _ specified in the specifications. KK (, E IV E D 11 OV 171977 TNuaSTON MASON Southwest Washington Regional Headquarters Olympia.
