HomeMy WebLinkAboutSWG Letters / Memos - 2/21/1975 MEMORANDUM TO: Marjory Dilworth, Thurston-Mason Health District 7� AAFltil 111 ltilttlt _ - FROM: Dick Rile DepartmentU(' Yllllllt'I if Y. of Ecolo Ecology o(ll roll};\ SUBJECT: Status of Approvals from the Department of Ecology for the Alderbrook Inn Sewage System DATE: February 21, 1975 On February 18, 1975, I and Ron Robinson of this Department, met with you, Patrick Fosse, Elden Reed, Don Leaf, Wes Johnson and Francie Johnson to discuss, among other things, what information is needed by the Department of Ecology before construction of the subject sewer system can begin. In February 1969, the Department of Ecology approved an engineering report that recommended installation of an extended aeration treatment plant at Alderbrook. This approval still stands. However, because of many changes in the law, in the technology for treating sewage, and in the project itself, this Department would require that the engineering report be updated when and if Mr. Johnson decides to build. As is the standard procedure (under RCW 90.48.110) when the design parameters have been determined, those parameters and the detailed plans and specifications for the sewerage system would be submitted to this Department for review and approval. This approval must be given before construction of the system can begin. A few of the things that have changed since the conceptual approval of the treatment system was given (and things Mr. Johnson will want to address in updating the engineering report) are as follows: 1. The Department of Ecology requires that the system be owned, operated and maintained by a public entity upon startup. Only under the most unusual con- ditions would other arrangements be considered. 2. Provision must be made for advanced waste treatment on any sewage treatment system discharging to Hood Canal. 3. Box 746 Shelton, WA 98584 Re: Sewage Treatment at Alderbrook Inn - Mason County Dear bon: The engineering report on sewerage for Alderbrook Inn was approved by the State Health Department in 1969, with the provision that final plans for sewage col- - leetion, treatment, and disposal facilities along with the outfall analysis and design be submitted and approved prior to construction of the sewerage system. We have communicated with Mark Spahr and Eric Slagle of the Department of Social and Health Services. Enclosed are memoranda from Richard Riley of DOE and Eric Slagle, DSHS. The concensus appears to be that approval for construction will be granted when plans and specification have been received and approved. Since a building permit appears to be permission to start construction we feel that it should not be issued, as such, until all plans and specifications for the entire project have been received, properly reviewed and approved. To expedite processing of these approvals we will make it our highest priority when the required information is received.
