A site inspection was conducted on December 6, 2007 due to activity caused by
overwhelming rainfall activity.
Inspectors noted that this site experienced severe erosion. As a result, the Union River
has eroded the bank located in the rear of the property, which was caused by heavy rains on
December 3, 2007. The erosion has undermined the pier/bulkhead that supports the carport and
around the well head. The area around the pier/bulkhead needs to be refilled and installed.
I have also notified Mason County Health Department in regards to the issues with the
well, which have also been compromised due to the erosion.
You have been given approval to begin emergency construction in the absence of a
permit with the intent to apply for the required permit(s) within one week of the date of this
letter. Emergency repair work is necessary due to damage caused by the storm.
Pursuant to Mason County Code, Title 14 Building and Construction, a permit and final
inspection for repair and replacement work is required under the 2006 International Building
Code.
In order to bring this site into compliance, it will be necessary for you to apply for the
appropriate after-the-fact repair or replacement permits for pier/bulkhead. Additional permits
may be required to be obtained due to this permit. Failure to contact our office to make the
necessary arrangements will result in enforcement actions.

Site and Reach Analysis: y
This location is just South of the Union River Bridge on the Old Belfair Highway. c
Fence Upstream of the bridge,there is a river meander with several river front homes 0 0 CD
!p on the outside of the meander bend. Several of these properties have been cleared a)
Wedge Add'l LWD into existing Log Jam of large woody vegetation along the stream bank,and have rip-rap bank protection
installed. Downstream of the bridge,the meanders appear to be extending,causing

toe scour on the outside of the meander bends. This results in the lengthening of U
the river channel and recruitment of sediment and LWD. At the project location,
the gravel bar also appears to be extending. The outside of this meander bend,to }
include the project property, have all been cleared of large woody vegetation. Just to
upstream of the project location,there are several LWD pieces and structures,some Q
which appear to have formed naturally, and others that have been cabled into place.
These appear to provide increasing protection to the outside of the meander bend as p
the opposite gravel bar extends. 4-
/ House The upper soils at the project location are sandy and cohesionless. The soils at and G

It appears that meander extension upstream of the project location will eventually
reach equilibrium in uninhabited areas between this property and the bridge. CC
" The stream banks downstream of this property appear to be relatively stable. C
The proposed installation is expected to provide shade,cover,and flood refuge for fish
in this reach,all of which have been degraded due to past clearing activity.

The union river has eroded the bank located in the rear of the property.The erosion has underminded the pier that is supporting the carport and around the wel l head.The area around the pier needs to be
refilled and the pier reinstalled.A permit is required for the rock bulkhead that needs to be installed and the Mason County Health department needs to be notified of the issue with the well.
