(tax)425,398.2774 • Response Comment Letter prepared by Apex Engineering,PLLC,dated October 29,2008. • Storm Drainage and Erosion Control Report for North Mason Fiber Company by Apex Engineering,PLLC,stamp dated October 28,2008. • North Mason Fiber Company Plans (Sheets 1 through 3) prepared by Apex Engineering, EASTERN WASHINGTON PLLC and professional stamp dated October 29,2008. The review was performed to ensure that the documents and proposed improvements are in 300 Simon Street SE,Suite 5 concurrence with Section 14.48—Stormwater Management of the Mason County Code(MCC). MCC Section 14.48.100 adopts the latest edition of the Department of Ecology's Stormwater East Wenatchee,WA 98802 Management Manual(Manual) with the exception of the Minimum Requirements,Volume I, Chapter 2. The proposed project is a new,non-residential development that includes the creation or addition (tel)509.886.2900 of 5,000 square feet or greater of new impervious surface area and/or land disturbing activity of 1 acre or greater;therefore,the project shall comply with Minimum Requirement Nos. 1 through 11 in (tax)509.886.2313 subsections 3 through 13 of MCC 14.48.140. It should be noted that the proposed project lies within the Belfair Urban Growth Area;therefore,it is subject to the requirements of the County's Belfir Urban Growth Area Stormwater Management Plan. The following comments should be addressed prior to approval of the grading permit. KITSAP PENINSULA 1. The design infiltration rate was developed using the Environmental Protection Agency's (EPA) Falling Head Test Method. The Manual does not recommend this method because it 600 Kitsap Street Suite 101 is small-scale, tends to overestimate infiltration rates and is not considered reliable. The Manual recommends using a Pilot Infiltration Test (PIT) over the Falling Head Method, as Port Orchard,WA 98366 it is a larger scale test with a longer duration. We note that the actual design infiltration rate uses a conservative factor of safety of 9 to the 90 inches per hour identified by (tel)360.876.7960 GeoResources, resulting in a final infiltration rate of 10 inches per hour. (Note: GeoResourses identified a factor of safety of 5.5,although Apex used a factor of safety of 9 (fax)360.876.7988 in the modeling.) The EPA Falling Head Test Method is not recommended based on strict conformance with the Manual. Any risks associated with a failure of the infiltration facility are the responsibility of the property owner and/or design engineer. 2. The Storm Drainage and Erosion Control Report for North Mason Fiber Company does not appear to address criteria listed in Volume III,Section 3.3.7 of the Manual, Site Suitability Criteria 1, 2, 5 and 7. It is the duty of the design engineer to confirm that the specific setbacks have been met and state so in the drainage report. 3. The design engineer has not performed a downstream analysis using the premise that the proposed stormwater facilities will infiltrate 100 percent of the developed runoff. MCC Section 14.48.140(10) requires a qualitative downstream analysis to be prepared for projects,including those that propose retention facilities. Please provide the qualitative downstream analysis for compliance with MCC. GeoResources Reports 4. The October 17, 2008 memorandum provided by GeoResources and included as an appendix within Apex's Storm Drainage and Erosion Control Report shall contain a stamp of a licensed professional to make the recommendations supplied in the memorandum. This is generally the case any time that calculations or professional opinions are supplied. Desigg Plans 5. Sheet 1 of 3: The legend identifies a temporary sediment pond, although RH2 was unable to locate on the plan where the temporary sediment pond is proposed to be installed. A temporary sediment pond seems warranted for this project site, so please clarify the installation location. Also, please provide the design dimensions for the proposed sediment pond. 6. Sheet 1 of 3: Identify the proposed outfall location for the temporary sediment pond. (Me detail on Sheet 2 of 3 indicates that the temporary sediment pond will have a piped outfall,but does not indicate where or how that outfall will be placed.) 7. Sheet 1 of 3: General Notes on the plans indicate that, during construction and until the site is completely stabilized, no runoff shall discharge directly into the infiltration pond. It seems that this would require that runoff from the temporary sediment pond would need to discharge off the project site; therefore, a downstream analysis would be warranted. 8. Sheet 1 of 3: The project construction is shown with four phases;please identify how these phases will be implemented. For example,will all the grading be completed as a continuous construction process,with each subsequent phase immediately following the previous? Or will Phase 1 be completed and construction operations ceased for an indefinite period of time before Phase 2 is commenced, and so on? If the latter, please identify how the proposed infiltration pond will be brought online since runoff is not allowed to discharge to it during any construction processes. Also,describe how the temporary sediment pond will be located and/or relocated for each phase. 9. Sheet 1 of 3: Erosion Control Note No. 3 should be revised to indicate the 10-year peak flow due to the project size and construction duration. Also,identify what the peak flow is from the drainage report. 10. Sheet 1 of 3: Add a general note to remove Temporary Erosion and Sedimentation Control (TESC) measures once construction is complete and the site is stabilized. 11. Sheet 2 of 3, Sediment Pond Detail: The bottom of the sediment pond should be 18 inches below the dewatering orifice. The pond shall have a minimum of 3.5 feet of live storage between the dewatering orifice and the riser overflow. Provide sizing of the dewatering orifice. Sheet 3 of 3: The design engineer shall confirm that concerns regarding seepage and embankment failure between the infiltration pond and the wetpond have been reviewed and eliminated. This is in large part because the wetpond will continually have water in it whereas the infiltration pond will not, and the insitu material is indicated to have a substantially high degree of permeability. A qualitative response in the report indicating this has been reviewed by the engineer and the pond will perform adequately will suffice. 14. Sheet 3 of 3: The first cell of the wetpond should have 25-to-35 percent of the total pond volume per Volume V,page 10-6 of the Manual. 15. Sheet 3 of 3:The first cell of the pond should have a sediment depth monitoring device per Volume V,page 10-6 of the Manual. 16. Sheet 3 of 3: Maximize the flow path through the wetpond facility per Volume V,page 10-6 of the Manual. This may necessitate locating the wetpond inlet at the Phase 1-2 boundary line further south on the wetpond. 17. Sheet 3 of 3: The berm dividing the wetpond cells shall be keyed into the soil or the applicant shall provide a geotechnical recommendation that includes consideration that one of the two cells may be empty while the other remains full of water. 18. Sheet 3 of 3: Consideration might be given to a gravity drain for the wetpond facility per Volume V,Section 10.3,pages 10-8 to 10-9. This is not a requirement for permit approval, only a suggestion for maintenance considerations.
