If contamination of soil or groundwater is readily visible,or is revealed by sampling,Ecology must be notified. Proposed timing or schedule (including phasing, if applicable): Approval Fall/winter 2008. Clearing and Grading Spring 2009-2010. The property is divided into four phases. However, the impacts are evaluated collectively in this Checklist thus allowing for the work to be done all at once if the phasing is removed. 2. Do you have any plans for future additions, expansion, or further activity related to or connected with this proposal? yes If yes, explain. The clearing and grading of the site will likely enhance the opportunity for future commercial uses per the B-1 , Business Industrial zoning. No development other than clearing and grading is planned at this time. At the time of any future development additional reviews, likely including another SEPA checklist will occur. 3. List any environmental information you know about that has been prepared, or will be prepared, directly related to this proposal. Brad Bigggerstaff with GeoResources has performed an onsite geotechnical review, providing infiltration rates suitable for the design of the onsite storm water system. 4. Do you know whether applications are pending for governmental approvals of other proposals directly affecting the property covered by your proposal? None Known If yes, explain. III 5. List any government approvals or permits that will be needed for your proposal, if known. Land Modification Permit Approval, SEPA approval including ESA Listed Salmonids Checklist, NPDES permit, any other permits required by Mason County. 6. Give brief, complete description of your proposal, including proposed uses, size of the project, and site characteristics. The site is approximately 10 acres in size. Access is from the adjoining parcel to the North, parcel number 123211001070. The clearing and grading will allow for temporary storage of materials on portions of the site and will focus on preparing the property for future development. Stormwater will be directed to the north west portion of the site. It is anticipated that the stormwater system will be comprised of a 2-cell water quality pond which discharges to a separate infiltration pond. 7. Location of proposal, and directions to the site. Give sufficient information for a person to understand the precise location of your proposed project. The project site is located directly south of 431 NE Log Yard Road. From WA-16 W take the WA-3 S exit on the left toward Belfair/Shelton. From WA-3 turn north onto NE log Yard Road which comes to a T intersection, turn right to remain on NE Log Yard Rd, property is on the left. ENVIRONMENTAL ELEMENTS 1. EARTH a. General description of the site (circle one): flat, oiling hilly, steep slopes, mountainous, other: Generally slopes to the SW. b. What is the steepest slope on the site (approximate percent slope)? Approximately 16% C. What general types of soils are found on the site (for example; clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. The site is classified, per the NRCS Soil Survey of Mason County, Washington, the Belfair UGA stormwater manual figure 2-2 and per GeoResources geotechnical consultation as Indianola loamy sand (Ib), 5- 15%. Per figure 2-3 and table 2-3 of the Belfair UGA manual the hydrologic soil group for sub basin 160 is A, which is described with "High infiltration rate; low runoff; excessively drained". d. Are there surface indications or history of unstable soils in the immediate vicinity? No If so, describe. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. It is anticipated that the site will require over 80,000-140,000 CY of cut and fill material, ultimately balancing when rc�adinq is complete. Engineering plans will be reviewed and approved by Mason County Prior to any earthwork. f. Could erosion occur because of clearing, construction, or use? If so, generally describe. Minimal erosion could occur but is highly unlikely due to the soil classifications and minimal slopes. Detailed erosion control plans will be included with the construction documents. g. What percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? In this initial phase, no portion of the site is proposed to be covered with impervious surfaces. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Erosion control measures and BMP's as required by Mason County regulations will be incorporated into the project's erosion control and development plans, providing protection of off-site properties. Management of stormwater during construction will address such factors as compaction, slope treatment, drainage course maintenance and other considerations. A permanent vegetative cover is to be established on denuded areas at final grade if they are not otherwise permanently stabilized. 2. AIR a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors, and industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities, if known. Dust will come from clearinq and grading of the site. Also, exhaust fumes will be generated by construction equipment. b. Are there any off-site sources of emissions or odor that may affect your proposal? Yes If so, generally describe. A BNSF RR (U.S Navy Rail Road) is located adjacent to the west property line. While emissions from this use may affect the proposal it is not likely. C. Proposed measures to reduce or control emissions or other impacts to air, if any: All construction equipment will be in proper working order and within compliance of the State regulations regarding vehicle emissions. The site will be watered and the streets will be cleaned, as necessary to be in accordance with Mason County standards, to reduce dust emissions during construction. Emission from personally owned motor vehicles is regulated by the State. HVAC and similar residential equipment operate under manufacturer's warranty within the applicable allowance for air emissions, as regulated by other agencies. 3. WATER Surface: a. Is there any surface water body on or in the immediate vicinity of the site (including year-round and seasonal streams, salt water, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state the stream or river into which it flows. Yes. Manmade storm water ponds are located on the adjacent property to the north. These ponds are part of an engineered system to control stormwater on the parcel to the north and are maintained by the owner of that parcel. The Belfair Stormwater Management Plan figure 2-5 labels the nearest pond as POWHX (palustrine, open water, permanently flooded, excavated). b. Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans for this work. Yes, the proposed ponds along the north west property line will be within 200 feet of one of the existing ponds. C. Estimate the amount of fill and dredge material that would be placed in, or removed from, surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material and/or the disposal site. None. d. Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities, if known. No. e. Does the proposal lie within a 100-year floodplain? If so, note floodplain location on the site plan. According to FIRM panel 5301150135C the property does not lie within the 100 year floodplain. f. Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume of discharge. No. Ground: a. Will groundwater be withdrawn, or will water be discharged to groundwater? Give general description, purpose, and approximate quantities of withdrawals or discharges, if known. No. b. Salmonids are salmon, trout and chars, e.g. bull trout. For our purposes, "ESA Listed Salmonids" is defined as fish species listed as endangered, threatened or being considered for listing. If ESA listed species are present or ever were present in the water shed where your project will be located, your project has the potential for affecting them, and you need to comply with the ESA. The questions in this section will help determine if the ESA listings will impact your project. The Fish Program Manager at the appropriate Department of Fish and Wildlife (DFW) regional office can provide information for the following two questions. I. Are ESA listed salmonids currently present in the watershed in which your project will be located? YES 0 NO Please describe. According to the WDFW Salmonscape interactive mapping program and a phone discussion on August 25,2008 with Thom Johnson of the Washington Department of Fish and Wildlife Union River carries ESA listed salmon.Specifically Steelhead,summer chum as well as category 2 fall chinook.The ESU names for these species are Puget Sound Steelhead,Puget sound Chinook and Hood canal summer chum. 2. Current presence of ESA listed species infers past presence although historic information was not available to determine if more ESA listed species have ever been present in Union river. Union River is the nearest water body within the same basin as the property.Viola creek is 2. Name of nearest waterbody: geographically the nearest body of water 3. What is the distance from this project to the nearest body of water: Union River is approx.5,000 Ft.to the west;Viola creek is approx.2,000 Ft.to the South West. , Often a buffer between the project and a stream can reduce the chance of a negative impact to fish. 4. What is the current land use between the project and the potentially affected water body (parking lots,farmland,etc.)? Rail road tracks, and Single Family Residential SF4 between the site and Viola creek.The same is present between the site and Union River with the addition of Medium Density Residential SF-5. 5. The proposed stormwater system will manage the majority of the stormwater on site with the use of an infiltration pond. 7. Such impacts can cause problems for listed species. Water quality can be made worse by runoff from impervious surfaces,altering water temperature,discharging contaminants,etc. 1. Do you know of any problems with water quality, in any of the streams, within this watershed? YES 0 NO If yes, describe. The Department of Ecology completed a detailed implementation plan titled"Union River Fecal Coliform Water Cleanup",in 2003. Study Implementation Status is listed online as completed. Study Purpose is listed online as the following:"The Kitsap County Health District conducted water quality monitoring in the Union River Watershed to identify and correct sources of fecal coliform bacteria contamination from falling on-site septic systems and animal waste management.The project also included a public information education program for on-site septic operation and maintenance and adequate animal waste management practices". The project site is south of Kitsap County,in Mason County,downstream from the historic contamination area. 2. Will your project either reduce or increase shade along or over a waterbody?
