East Wenatchee,WA 98802 MCC Section 14.48.100 adopts the latest edition of the Department of Ecology's Stormwater Management Manual (Manual) with the exception of the Minimum Requirements, Volume I, (tell509.886.2900 Chapter 2. The proposed development is new non-residential development that includes the creation or addition of 5,000 square feet or greater of new impervious surface area and/or land (fax)509.886.2313 disturbing activity of 1 acre or greater; therefore, the project shall comply with Minimum Requirement Nos. 1 through 11 in subsections 3 through 13 of MCC 14.48.140. It should be noted that the proposed project lies within the Belfair Urban Growth Area;therefore,it is therefore subject to the requirements of the County's Bepr Urban Growth Area Stormwater KITSAP PENINSULA Management Plan. RH2 recommends that the appropriate narrative reports be prepared and the plans revised to reflect any changes developed by those narrative reports. The proposed use of the site should also be discussed in the narrative reports, including a determination of whether the proposed site would be considered a "high-use" site as defined in the Manual. The ESC plan to be developed for the project shall be used by the applicant to obtain compliance under the Department of Ecology's General Stormwater Permit for stormwater discharges associated with construction activities. 2. It appears that the design may be proposing to use the simplified approach outlined in Volume III,Section 3.3.4 of the Manual for sizing the infiltration pond,although the assessment is incomplete.The Geotechnical Consultation—Stormwater Infiltration Letter does not comply with the requirements of Volume III,Section 3.3.5—Site Characterization Criteria of the Manual. In particular,the test pits excavated do not appear to be deep enough to meet the Subsurface Characterization requirements. Additionally, information should be provided to substantiate that the criteria identified in Volume III, Section 3.3.7—Site Suitability Criteria of the Manual has been met for the infiltration facility. RH2 recommends that the appropriate geotechnical investigations and engineering evaluations be performed according to guidelines in Volume III,Section 3.3 of the Manual to substantiate a long-term infiltration rate for the proposed infiltration pond. Once an appropriate long-term infiltration rate is established,it should resolve the large discrepancy between the lower infiltration rates identified in the Geotechnical Consultation—Stormwater Infiltration Letter (approximately 2.0-to-3.5 inches per hour) and the value used in the Stormwater Analysis Summary design modeling (10 inches per hour). 3. Proposed stormwater facilities for the project site must comply with Section 5—Regulatory Criteria of Belfair Urban Gmntb Area Stormnater Management Plan.These requirements include matching stormwater discharge to the pre-developed conditions flow duration values from half of the 2-year flow frequency through the 50- year flow frequency. It appears that the proposed design intends to comply with this criteria; however, the Western Washington Hydrology Model results may not have been updated since the Point of Compliance No. 1 failed the duration standard for flows of 1.11 cubic feet per second and greater. Please review the modeling results and ensure that the proposed facility will meet the duration matching requirement.
