FINDINGS FOR
MASON ENVIRONMENTAL PERMM
DATE: May 28, 1999

PROPOSED ACTION: Washington Department of Transportation.
(Portion of NWl/4 of Section 17 in R1W, 123N)
Repair of existing road alignment of State Route 3 Milepost 22.48 to 22.76
with soldier pile walls and improved surface and subsurface drainage systems;
work to occur in buffer of category wetland vegetation and in potential
landslide hazard area.
Proposed project: Construct 800 foot long soldier pile wall on downhill side of existing road
alignment; wall height varies from 3 feet to 20 feet but piles will be driven as deep as 70 feet
into the soil; surface and subsurface drainage piping will be drilled into adjacent uphill slopes
and ditches installed to capture drainage and direct to culverts placed beneath and across the
highway alignment; road shoulders will be graded to final contours; replanting of wetland
vegetation in buffers will reduce potential impacts of this proposal.
DEPARTMENT OF COMMUNITY DEVELOPMENT:
The proposal is located within the known landslide area north of the Town of Allyn. State
Transportation geotechnical engineers have analyzed the area and have worked closely in the
design of this project; their report of information and findings is included with their
application. Public Works has reviewed the information and finds the report satisfactory.
The project is also next to a category 3 wetland that extends 100 feet wide within the ravine
adjacent to the road alignment. The soils are saturated for much of the year and support
plant cover of willows, alders, and sedges. The road alignment constructed in 1994 has
already crossed the associated wetland buffer, and the proposed drainage facilities will be
placed where an existing ditch is located. Very little additional area is needed to install the
new ditch and culverts along the west side of the project area.
Two sections of the Mason County Resource Ordinance apply to this proposal: Landslide
Hazard Areas (Sec. 17.01.100) and Wetlands (Sec. 17.01.070). This permit will allow the
placement of the engineered soldier pile retaining wall on the downhill side of the road and
the current alignment to be used for the proposed repair of roadbed and drainage facilities
adjacent to the wetland. The retaining wall plans were accompanied by engineering
calculations and narrative that assures that the structure meets safety factors for construction
and stability of the project site. The use of erosion control revegetation measures and the
replanting of wetland vegetation along the west side of the project area will allow the project
to address the temporary impacts of road and drainage construction.

DEPARTMENT OF PUBLIC WORKS:
Public Works has reviewed the plans, calculations, and narrative from Department of
Transportation engineers and finds the data and report satisfactory to the Resource Ordinance
standards.
DEPARTMENT OF HEALTH (ENVIRONMENTAL HEALTH):
No review by Department of Health was needed for this proposal.
FIRE MARSHAL:
No review by the Fire Marshal was needed for this proposal.
COUNTY BUILDING OFFICIAL:
As the proposal is exempt from county building codes, no building permit was required for
this proposal.
OTHER COMMENTS:
In addition to the SEPA environmental review being carried out by the Washington
Department of Transportation, the Washington Department of Fish and Wildlife provided
input that erosion and sedimentation was minimized by controlling the runoff into the
proposed drainage facilities and by re-establishing wetland vegetation along the edge of the
wetland situated along the west side of the road alignment.
CONCLUSIONS:
Based upon the above review, this Department finds that the applicant (Washington
Department of Transportation) has presented a proposal to repair the existing road alignment
and improve area surface and subsurface drainage. In order to lessen potential impacts to the
wetland vegetation adjacent to the State Highway, implementation of erosion control
measures and temporary vegetation cover and replanting of wetland vegetation along the west
side of the project area will allow the project to address the temporary impacts of road and
drainage construction.
On this date Mason Environmental Permit RLC99-0074 is approved with the attached
conditions.

CONDITIONS OF APPROVAL
1) The applicant shall follow the specifications and construction standards of the
geotechnical report and construction drawings submitted with the project application,
including the surface and subsurface drainage system and erosion control measures during
construction and following project completion.
2) The applicant shall implement temporary revegetation measures (reseeding and matting)
following the preparation of final grades, and shall replant wetland plant species along the
west 50 feet adjacent to the drainage system at Milepost 22.59.
