DETERMINATION OF NONSIGNIFICANCE (DNS)
Description of proposal: This State Route 3 project titled Allyn Vicinity Slide Repair
proposes to repair SR 3 following a recent slide that caused significant damage to the site.
The roadway will be reconstructed to the previous horizontal and vertical alignments.
Drainage facilities will be constructed to convey stormwater under the roadway. A
retaining wall will be constructed on the east side of the roadway to prevent future slides
from occurring. A trench drain will be installed on the west side of the roadway to
decrease the subsurface water pressure upon the retaining wall.
There will be repairs done to North Bay Road, a portion of the slide detour. This portion
is 1.9 miles long. Sections of this roadway are within 200 feet of a shoreline.

under RCW 43.21 C.030(2)(c). This decision was made after review of a completed

There is no comment period for this DNS.

all governmental agencies to consider the environmental impacts of a

The purpose of the project is to repair SR 3 following a recent
slide that caused significant damage to the site. The
roadway will be reconstructed to the previous horizontal and

B. ENVIRONMENTAL ELEMENTS
1. Earth
a. General description of the site (circle one): Flat, rolling, hilly, steep
slopes, mountainous, other:

The site is steep, with a 25% slope.

The geotechnical report defines four units of soil found on
the site, in order from uppermost level to lowermost.
--Soil Unit 1 - Fill: This unit consists of embankment
material placed for the construction of the new alignment. It
is comprised of medium to very dense, brown and gray, moist,
poorly graded sand with gravel to well graded gravel with
sand. Pieces of asphalt may also be present within this unit.
--Soil Unit 2 - Disturbed Glaciolacustrine: This unit consists
of glacial lake bed sediments that are interpreted to be
disturbed by either this most recent slope movement, or
possibly ancient movement. It is comprised of soft to medium
stiff, gray with light brown mottling, wet, silt to fat clay.
The soil structure displayed obvious disturbance.
--Soil Unit 3 - Intact Glaciolacustrine: This unit consists of
glacial lake bed sediments that are intact and undisturbed
by slope processes. It is comprised of very stiff to hard, gray,
wet, silt to fat clay. The soil structure displayed is
homogenous or faintly bedded.
--Soil Unit 4 -Advance Outwash: This unit is interpreted to
be glacial outwash deposited in front of an advancing glacial
ice front, and subsequently overridden by the ice resulting in
a very compact deposit. It is comprised of very dense, gray,
moist, poorly graded sand with gravel to well graded gravel
with sand.
d. Are there surface indications or history of unstable soils in the
immediate vicinity? If so, describe.
Yes. . This project is a slide fix. A recent slide has caused
extreme damage to the roadway and surrounding area. The
geotechnical report indicates that this area is historically
susceptible to sliding.
e. Describe the purpose, type, and approximate quantities of any filling
or grading proposed. Indicate source of fill.
There will be approximately 18,000 cubic meters of cut, and
770 cubic meters of fill. For the roadway there will be
approximately 570 cubic meters of CSBC, 190 cubic meters of
ACP Leveling, and 120 cubic meters of ACP Wearing.
f. Could erosion occur as a result of clearing, construction, or use? If so,
generally describe.

Erosion could result from clearing, and during construction.
Erosion will be controlled by preparation and implementation
of a temporary erosion and sedimentation control plan
utilizing Best Management Practices.
g. About what percent of the site will be covered with impervious surfaces
after project construction (for example, asphalt or buildings)?
No impervious surfaces will be added, work will be restoring
area to previous conditions.
h. Proposed measures to reduce or control erosion, or other impacts to the
earth, if any:
Erosion will be controlled by preparation and implementation
of a temporary erosion and sedimentation control plan
utilizing Best Management Practices.
2. Air
a. What types of emissions to the air would result from the proposal (for
example: dust, automobile, odors, industrial wood smoke) during
construction and when the project is completed? If any, generally
describe and give approximate quantities if known.
Temporary construction related dust and vehicle emissions
could result from this project. Long term air quality will not
impacted.
b. Are there any off-site sources of emissions or odor that may affect your
proposal? If so, generally describe.
No.
C. Proposed measures to reduce or control emissions or other impacts to
air, if any:
Water will be used to control dust if necessary.
3. Water
a. Surface:
1) Is there any surface water body on, or in, the immediate vicinity of the
site (including year-round and seasonal streams, saltwater, lakes,
ponds, wetlands)? If yes, describe type and provide names. If
appropriate, state what stream or river it flows into.
An unnamed water course draining the adjacent wetland
crosses under the roadway in a culvert in the vicinity of
station 22+120.00. The wetland area is upslope from the
project.
2) Will the project require any work over, in, or adjacent to (within 200
feet) the described waters? If yes, please describe and attach available
plans.
Yes, the project will restore the culvert to previous conditions.
The wetland area will not be affected.
3) Estimate the amount of fill and dredge material that would be placed
in or removed from surface water or wetlands and indicate the area of
the site that would be affected. Indicate the source of fill material.
None.
4) Will the proposal require surface water withdrawals or diversions?
Give general description, purpose, and approximate quantities if
known.
Surface water from the adjacent wetland will be diverted to a
trench drain and culverts to prevent undermining of the
roadway. The wetland itself will not be drained.
5) Does the proposal lie within a 100-year floodplain? If so, note location
on the site plan.
No.
6) Does the proposal involve any discharges of waste materials to surface
waters? If so, describe the type of waste and anticipated volume of
discharge.
No.
b. Ground:
1) Will ground water be withdrawn, or will water be discharged to ground
water? Give general description, purpose, and approximate quantities
if known.
No.
2) Describe waste material that will be discharged into the ground from
septic tanks or other sources, if any (for example: Domestic sewage;
industrial, containing the following chemicals; agricultural; etc.).

Stormwater will be collected by curbs and ditches before
being directed to natural drainage channels.

minimize any potential impacts to water quality.

Determination of Nonsignificance on April 20`h for publication in the SEPA Register.
This addendum revises item A.I I (description of project). After the initial preparation of
the checklist, two additional items of work were identified as a part of this project. A
description of these additional items are included in the revisions to item A.11.
Consideration of the environmental impacts of the additional items of work does not
change the threshold determination for this proposal.

This Addendum revises item A.11 of the SEPA Checklist prepared for this
project. Two additional items of work have been identified as a part of this
project. They are noted in italics and underlined in item 11 (description of
project) as set forth below.
11. Give brief, complete description of the project including (but not
limited to) its size, general design elements, and other factors that will
give an accurate understanding of its scope and nature. There are
several questions in this checklist that ask you to describe certain
aspects of the proposal. You do not need to repeat those answers on
this page.
The purpose of the project is to repair SR 3 following a recent
slide that caused significant damage to the site. The roadway
will be reconstructed to the previous horizontal and vertical
alignments. Drainage facilities will be constructed to convey
stormwater under the roadway. A retaining wall will be
constructed on the east side of the roadway to prevent future
slides from occurring. A trench drain will be installed on the
west side of the roadway to decrease the subsurface water
pressure upon the retaining wall. A series of horizontal
drains will be installed into the hillside to the west o_f SR 3
within the area of slope instability to remove the excess
water.
There will be repairs done to North Bay Road, a portion of the
slide detour. This portion is 1.9 miles long. Sections of this
roadway are within 200 feet of a shoreline.
A 1.26 mile section of the Victor Cutoff Road, a portion of SR
302 which is being used as a detour route, will be preleveled
to a depth of 20 mm, and will receive pavement overlay of 45
MM.

Dear Mr. Borden:
Attached please find a copy of an addendum to the SEPA Checklist for the above referenced
project. After the initial preparation of the checklist, two additional items of work were
identified as a part of this project. A description of these additional items are included in the
revisions to item A.I I (project description).
Our JARPA form submitted to your office on April 20, 1999 also omitted these project
components. The installation of the horizontal drains will need to be considered in your review
under the Mason County Critical Areas Ordinance regarding geologically hazardous areas and
wetland buffers. In addition to the pavement repairs to North Bay Road which occur within 200
feet of North Bay, it appears that the pavement overlay of the Victor Cutoff Road (a portion of
SR 302)may end within 200 feet of the confluence of Coulter Creek and North Bay, and may
need to be considered in our application for exemption from Shoreline Substantial Development
Permit. Copies of the vicinity map, paving and drainage plans showing the horizontal drains, a
typical roadway section and plan showing the location of the soldier pile wall are also enclosed.
I understand that the application for Shoreline Exemption and Mason Environmental Permit
arrived without the fee attached. Enclosed please find a check in the amount of$137.00
(Shoreline Exemption - $27.00, Mason Environmental Permit- $110.00).
