RE: BLD 94-1574. "Chet's Trusses" Minimum guidelines for stormwater management.
Inadequate permanent stormwater management plan.
Mason County has reviewed the proposed stormwater drainage plan prepared for "Chet's
.Trusses." The proposal does not meet minimum County requirements for commercial site
developments.
Commercial sites are required in the Mason County Parking Standards (Ordinance No. 815) to
retain surface water runoff on site or dispose of it into an area approved by the Mason County
Engineer. Recognizing that many areas of Mason County do not readily lend themselves to
infiltrating stormwater runoff, Mason County Public Works has allowed discharges from
commercial sites to occur if the rates of discharge from the site conform to Puget Sound Water
Quality Authority (PSWQA)downstream erosion control standards. These standards underlie the
requirements contained in the Stormwater Management Guidelines distributed by the Mason
County Department of Community Development.
The PSWQA Technical Manual (III-1.3 Minimum Computational Standards) requires;
1. For all computations, except for basin plans or equivalent, the minimum standard shall
be the Soil Conservation Service Unit Hydrograph (SCSUH) method (1) with the level
pool routing method, or equivalent hydrograph techniques, subject to approval of the
local government. The Santa Barbara Urban Hydrograph (SBUH) method is also an
acceptable method.
A computer simulation using the information submitted by Consolidated Engineering input into
the SBUH method, indicates that the proposed facility exceeds predevelopment discharge rates
by appreciable amounts.
Other concerns include;
1) In calculating the pre-development runoff, it appears to only address the runoff from
the front half of the property, then applies a 5 year event rain intensity to the site. It
would be to the proponents advantage to use the full site in determining pre-development
discharge rates. The employment of a 5 year storm event has little relevance in this site's
analysis.
2) Catch Basin #4 discharges stormwater from the site to the north without any control
feature.

3) The extent of material to be excavated/graded cannot be determined from the plan
sheets submitted. Sheet 2 of the drainage plans shows three elevation contour lines and
indicate that a 25 foot cut will be required for the building. Where this borrow material
is to be deposited is not indicated on the plans. If all the material is to be removed off
site, then the receiving site should be identified and permitted if necessary. There is a
remote possibility that the three contour lines fully describe the surface topography, but
there is no indication of the frequency of the contours or their relative elevations. The
contour lines need labeling. If the entire area contained within the contour line shown in
the northeast corner of the property were excavated 25 feet deep, the volume would be
approximately (1/2)x(70x8Ox25)/27=2,590 cubic yards.
In addition, there is no evidence for provision for temporary erosion and sediment control. At
a minimum: An P,SC plan should show limited construction access to the site, provide for the
covering of soils if they are to be exposed for more than 2 days, retention of sediment on-site
through the use of structural and source control BMPs, maintenance of erosion and sediment
control BMPs through regular inspection.
In summary, the stormwater plan needs further designing and information needs to be submitted
to facilitate calculation of earthwork quantities.

S U B J: Revised Stormwater Plan for Chet's Trusses

submitted a revised permanent stormwater plan for the proposed expansion of
Chet's Trusses manufacturing facilities near Belfair, Washington. The revised
plans prompted a site visit by myself to verify consistency between the
submitted plans and the actual site. A site inspection was conducted on
December 13, 1994, with myself representing Public Works and yourself
representing DCD. The site inspection revealed a number of concerns not
addressed in Mr. Ban's site plan, in particular;
(1) The berm and paved road paralleling the south boundary of the site are not
evident on the site and should be identified on the site plan as proposed.
(2) A residential structure appears to be sited in the location of the "new"
truss factory. This and any other structures to be removed during development
should be identified on the plan sheet.
(3) The property immediately south of the proposed improvements appears to be
a wetland area. The water table appears to be very near the surface of the
existing site(s) . Depth to water table for the site should be determined.
Storage proposed below the water table elevation will be viewed as dead
(permanent) storage.
(4) The "existing" 30 foot diameter pond Mr. Boughan proposes to use for
retention/detention appears to be an element of the stormwater plan
implemented for the existing improvements. This pond was observed to be full
of water on December 13, 1994. The storage Mr. Bohan has proposed appears to
be permanently filled, with no reserve capacity for detention available.
In addition to concerns with the physical site, Mr. Boughan has again employed
static analytic methods based on improper storm runoff curves. A computer
simulation based on the Santa Barbara Urban Runoff methodology indicates that
the storage capacities proposed by Mr. Boughan are not adequate and provide
little benefit or mitigation from increased runoff.
I feel environmental concern are not being adequately addressed in this
latest stormwater plan and that a SEPA checklist should be required of the
applicant. As a manufacturing activity, this proposal should be reviewed to

Pursuant to the Mason County Environmental Policy Ordinance and
State Environmental Policy Act (SEPA) , environmental review is
required for this development . I have enclosed an environmental
checklist which should be filled out and returned to the county at
your convenience. Please answer all questions as completely as
possible in order to eliminate potential delays in processing.
Upon receipt of the checklist and evaluation, a threshold
determination will be issued. Processing time is dependent on the
determination but will include posting of .the site and acceptance
of public comments .
