Project Description:
Realignment of approximately 2.7 miles of Bear Creek Dewatto Road.Three major
culverts will be installed as part of the project. Four Category III wetland areas totaling
9,962 sf will be filled as a result of project. The mitigation will compensate for impacts
by connecting a previously intact wetland which was divided by the construction of ", „
the existing road. The project will create and establish 21,631 sf of wetland, 13,677'sf
of buffer enhancement and 47,990 sf of buffer preservation.

This permit, with conditions is ranted pursuant to the Mason
P 9 P on County Resource Ordinance
(Chapter 17.01 MCC.) Nothing in this permit shall excuse the applicant from compliance with
any other federal, state, or local statutes, ordinances, or regulations applicable to this project.
This permit may be rescinded if the permitee fails to complete the project as proposed or fails
to comply with the standards of this ordinance.

Conditions:
1.) All upland areas disturbed or newly created by construction activities shall be seeded,
vegetated or given an equivalent type of erosion protection (silt fencing or straw matting).
2.) The applicant acknowledges that the project will be completed as proposed, so that the
project will be consistent with all applicable standards of the Mason County Resource
Ordinance.
3.) Temporary erosion control measures must be implemented to prevent water quality
degradation of adjacent waters or wetlands. Silt fencing must be installed and maintained
until upland vegetation has become established.
4.) The Mitigation Plan, dated October 2008, proposed by the Mason County Public Works
Department, must be implemented throughout project development. The mitigation
proposed would compensate for impacts to four wetlands adjacent to the road.
5.) Monitoring shall occur as proposed within the Wetland Mitigation Plan dated October
2008.

Bear Creek Dewatto Road Realignment
Proiect Description
The project involves the realignment of approximately 2.7 miles of the Bear Creek Dewatto
Road in northern Mason County. It is approximately four miles north of Belfair. The initial
phase of construction (clearing and grubbing the right of way) is scheduled for 2009. The
remainder of the construction will take place in 2010.
The existing two-lane road does not meet Mason County design specifications for vertical
and horizontal alignment, shoulder width and guardrail placement. The northerly 5,260 feet
on the project will primarily involve widening the road on its current alignment. The
southerly 6,100 feet of construction will involve significant horizontal realignment. This
realignment will be combined with de-commissioning approximately 4,700 feet of the
existing road. In addition, a 700-foot connecting road from the current Tiger Mission/Bear
Creek Dewatto Road intersection to a new intersection will be constructed. The project
location is shown on the enclosed maps.
Three major culverts will be installed as part of the road project. All three will re-locate
culverts that currently exist on the portion of the road, which will be decommissioned. One,
located at sta. 73+10, on Courtney Creek (west fork of the Union River), will be constructed
to allow fish passage. It is a ten-foot round pipe. It will replace an upstream culvert, which
is a barrier to fish passage due to an outfall drop. This culvert will be located at the lower
end of a riverine depressional wetland that drains into Courtney Creek. The other two
culverts are each three feet in diameter and will be installed on streams, upstream of any
documented fish presence (WDFW Priority Habitats and Species database). WDFW's
Salmonscape data base shows summer chum use ending one-half mile downstream of the
culvert on Courtney Creek. Coho use extends approximately one mile above the culvert
crossing. Fish use in the project vicinity is shown on the enclosed maps. Culvert
installation will take place between July 15 and September 30. At that time of year, the two
non-fish bearing streams will be dry and Courtney Creek, at most, will be pooled with no
surface flow. The fish passable culvert will be constructed to meet the Washington
Department of Fish and Wildlife's design standards for a "No Slope" culvert installation. The
installation will potentially benefit wintering coho by improving access to the wetland above
the stream crossing. Road construction detail and the culvert design for the crossing at Sta.
73+10 are shown on the enclosed drawings.
Four wetland areas totaling 9,962 square feet will be filled as a result of the project. All
four have been rated as Category III wetlands. Two are depressional wetlands with no
connection to a stream and are very small. Another is approximately 18 acres in size and
connects to Mission Creek via a 5,100-foot man-made ditch. The fourth is a riverine
depressional wetland under 7,000 square feet in size, which drains into Courtney Creek.
The fill in all four areas has been minimized to only that amount necessary to meet current
safety standards. Mason County will mitigate for the wetland fill by constructing an on-site
mitigation project.
The project will create approximately 50,740 square feet of new impervious surface. All
stormwater drainage from the completed project will be treated by retention in the designed
ditches. The ditches will be seeded with grass and will retain run-off for infiltration and
sediment removal before it is discharged from the ditch.
The road to be de-commissioned will have the asphalt removed initially. Once the existing
utilities are re-located, it will be scarified and seeded with grass.
Various BMPs, including silt fence, drainage control devices and mulching will be used to
minimize stormwater impacts to the surrounding area during construction.
