Description of Proposal: The proposed plan is to clear, de-stump and grade about 14 acres
using the existing topography of the land. Once cleared and
graded, said land will be planted with grass. For about 85% of the
time, the site will remain only grassed open areas and forest.

The Lead Agency for this proposal has determined that it does not have a probable significant
adverse impact on the environment. An Environmental Impact Statement (EIS) is not required
under RCW 43.21 C.030(2)(c). This decision was made after review of a completed
Environmental Checklist and other information on file with the Lead Agency. This information is
available to the public upon request. MITIGATED MEASURES ARE ATTACHED.
Please contact James Scholz at ext. 294 with any questions. This DNS is issued under WAC
197-11-340(2). The Lead Agency will not act on this proposal for 14 days from the date shown
below, when the determination is final. Comments must be submitted to Dept. of Community
Development, P.O. Box 279, Shelton WA 98584 by 5/26/2008. Appeal of this determination
must be filed within a 14-day period following this final determination date, per Mason County

CONDITIONS OF THIS DETERMINATION
1) All construction best management practices must be strictly adhered to during the grading
phase of this proposed development.
2) Residential developers and individuals shall be required to control erosion during
construction. Removal of vegetation should be minimized and any areas disturbed should
be restored to prevent erosion and other environmental
impacts.X
3) Water quality is not to be degraded to the detriment of the aquatic environment as a result
of this project. X
4) All future development of the proposed site will be subject to the conditions that are listed.
However, this does not exempt future proposals from further review through the SEPA
process.
5) A Stormwater Site Plan (SSP) will be created and implemented prior to development,
clearing, grading, or construction of any portion of the proposed segregation.

All work on road and parking area must be completed by July 30d',2008 to permit
the use of site for summer event. Future plans will include permanent structures,
but this will begin in 2009 and 2010 at which time all other options and plans will
be presented for permits.
7. Do you have any plans for expansion, of further activity related to or connected
with this proposal: If yes explain.
There are plans for serious expansion in the future, however until we have secured
funding to actually acquire the land, all events will be using tents and temporary
stages,no permanent structures.
8. List any environmental information you know about that has been prepared, or
will be prepared, directly related to this proposal.
A storm water and drainage study has been prepared and submitted by Jim
Bottem, civil engineer. A Geo-report completed and submitted by Phil Haberman
of Krazan and associates a licensed geotechnical engineering firm.

other proposals directly affecting the property covered by your proposal?If yes,
explain.
There are no other governmental approvals pending except those requested by
Mason County regarding a grading permit.
10. List any governmental approvals or permits that will be needed for your proposal,
if known.
Grading permit,health department permits to cover food safety. I do not know of
any other permits immediately needed,but seek your advice.
11. Give a brief, complete description of your proposal, including the proposed uses
and the size of the project and site.
The Renaissance Faire is a soft site event. The proposed plan is to clear, de-stump
and grade about 14 acres using the existing topography of the land. Once cleared
and graded, said land will be planted with grass. For about 85% of the time,the
site will remain only grassed open areas and forest.
12. What is the location of the proposal?
The site will be within the boundaries of parcel 123080000000 and
123172000000 off Bear Creek Dewatto Rd. in Belfair. It consists of 206 acres
total property which lies approximately 1/2 mile inside said parcel, south of the
Bear Creek Dewatto Road.
Property has been assigned an address of 770 NE. Holy Glen Shire Lane, Belfair.
Section 8 and 17, Township 23, Range 1 W on the west side of Bear Creek
Dewatto Road.
Site map is attached.
B. ENVIROMENTAL ELEMENTS
1. EARTH
a. General description of the site: circle one: Flat,rolling. Hilly, steep slopes,
mountainous,other
Site under consideration is generally flat with a 1 to 2 degree slope north to south
and a 5 to 8 degree slope east to west. The site borders a ravine with in excess of
45 degree slopes on the east border of the project area. The area has a natural bern
the entire length of the site with two outlets only.
b. What is the steepest slope on the site(approximate percentage slope)?
The stream bed on the east side of the proposed parking area has a slope that may
exceed 45%.
C. What general types of soils are found on the site(for example, clay, sand,
gravel,peat, muck)? If you know the classification of agriculture soils,
specify them and note any prime farmland.
The soil is categorized as Alderwood Gravelly sandy loam. It is not agricultural
soil. Refer to Storm Water Drainage Study(attached)
d. Are there surface indications or history of unstable soils in the immediate
vicinity: If so,describe.
There is no visible sign of surface instability anywhere on the proposed event site.
e. Describe the purpose,type, and approximate quantities of any filling or
grading proposed. Indicate source of fill.
The entire project is designed to remove the existing stumps and backfill holes.
All fill will be done with the existing surrounding dirt. There will be no
transported fill in the parking area. Some fill will be moved to accommodate the
widening of existing road.
f. Could erosion occur as a result of clearing, construction,or use: If so,
generally describe.
There is no reason to assume erosion should or will occur. Silt fencing will be
placed at the two existing outlets and a double pond silt drainage retention area
with outlet will retain all such waters as per study by Jim Bottem.
g. About what percent of the site will be covered with impervious surfaces
after project constructions(for example,asphalt or buildings)?
None of the site will be covered with impervious surfaces. Even road will be built
using only native soil,no crushed or compacted rock. Parking will be a grass open
area.
h. Proposed measures to reduce or control erosion, or other impacts to the
earth, if any.
All precautions advised and recommended in the Storm Drainage Analysis Report
and plan will be followed as prescribed in plan.
2. AIR:
a. What types of emissions to the air would result from the proposal(i.e.
dust, automobile, odors,industrial wood smoke)during construction and
when the project is completed? If any, generally describe and give
approximate quantities, if known.
There will be smoke caused by the burning of stumps during development,this
will be done in conjunction with the policies and regulations associated with the
burn permit. During event there will be some camp fires when burn conditions
permit, none when burn ban is in effect.
Additionally,there will be two diesel generators and one refrigerator trailer
running 24/7 during the 6 days of faire and 3 days leading up to faire weekends.
Some three thousand cars will come and go over the six days of faire.
b. Are there any off-site sources of emissions or odor that may affect your
proposal?If so,generally describe.
There are no off-site emissions or odors that will effect our proposal.
C. Proposed measures to reduce or control emissions or other impacts to air,
if any.
Emissions from burning will be control by adhering to requirements laid out in
the burn permit. I know of no way to control emissions from the additional traffic.
3. WATER:
a. Surface:
1. Is there any water body on or in the immediate vicinity of the site
(including year-round and seasonal streams, saltwater, lakes, ponds,
wetlands)? If yes, describe type and provide names. If appropriate, state
what stream or river it flows into.
There is no standing water any where near the proposed faire site and parking.
There is,however,the class 4 stream to the east of the proposed parking and faire
site. This is set back by 150 feet border.
Additionally on the west side of the parking area and immediately down the
center of the entire site is what becomes a seasonal area of water flow. It retains
no standing water at this time and is in the moratorium area.
2. Will the project require any work over, in, or adjacent to (within 200 feet)
the described waters? If yes,please describe and attach available plans.
The very edge of the parking area and north end of faire site are within between
160 and 180 feet from stream to the east. See attached site overview.
3. Estimate the amount of fill and dredge material that would be placed in or
removed from surface water or wetlands and indicate the area of the site
that would be affected. Indicate the source of fill material.
No fill or dredge will be used in or near the existing stream beds.
4. Will the proposal require surface water withdrawals or diversions? Give
general description, purpose, and approximate quantities if known.
There shall be no diversion with exception of the silt drainage retention pond.
5. Does the proposal lie within a 100-year floodplain? If so, note location on
the site plan.
The entire area lies outside the flood plain described on Mason County flood
control map as Zone C.
6. Does the proposal involve any discharges of waste materials to surface
waters? If so, describe the type of waste and anticipated volume of
discharge.
There is to be no discharge or release of waste water at all.
B. GROUND:
1. Will ground water be withdrawn, or will water be discharged to ground
water?Give general description,purpose, and approximate quantities, if
known.
There will be no ground water withdrawn or discharged. Future plans will include
a Group"A"well,but that is planned for a much later date and will be in
compliance with and engineered to both State and County specs and requirements
at that time.
2. Describe waste material that will be discharged into the ground from
septic tanks or other sources, if any(for example; domestic sewage,
industrial, containing the following chemicals..., agricultural, etc.).
Describe the general size of the system,the number of such systems, the
number of houses to be served(if applicable),or the number of animals or
humans the system(s)are expected to serve.
There will be no sewage or septic system the first year. All waste and grey water
will be collected and removed by NW Cascade. In future when a septic system is
needed, it will be approved by and in compliance with all regulations by Mason
County.
C. WATER RUNOFF (including storm water)
1. Describe the source of runoff(including storm water) and method of collection
and disposal, if any(include quantitirs, if known). Where will this water flow?
Will this flow into other waters? If so,describe.
Water run off and management thereof will be in accordance with the
recommendations of the Storm Drainage analysis Study by Jim Bottem. Refer to
the study for particulars.
2. Could waste materials enter ground or surface waters: If so, generally describe.
Silt drainage screening at the two outlets from proposed development site. And
two pond silt drainage ponds with outlets according to plan developed by Jim
Bottem.
D. Proposed measures to reduce or control surface, ground,and runoff water
impacts, if any.
Measures to control surface ground water. All steps and recommendations of the
Storm Drainage analysis Study by Jim Bottem will be applied and adhered to.
4. PLANTS:
a. Vegetation consists of the following:
Fir, Hemlock, Alders,Maple, Cedar and others. Ground cover is Rhododendrons,
huckleberry, silie and some grass. Removal of ground covering plants will be
replaced by grass only.
There is no pasture,or crops,wet land plants or other such vegetation in proposed
development area.
b. What kinds and amount of vegetation will be removed or altered?
Stumps and ground coving plants along with fir and hemlock that were planted 6
years earlier will be removed or altered.
C. List threatened or endangered species known to be on or near the site.
We have had plant salvage person from the UW come out to the site to remove
and salvage any endangered plants.None were found.

Landscaping generally will be done with native plants and some garden areas with
newly introduced flowering plants.

We have observed hawks, pheasants, song birds, deer, and coyotes. Thus far we
have seen no other wild life in three months of occupation of the site.

We are not aware of any endangered species on the site. Department of Fish and
Wildlife weren't aware of any such animal in the vicinity.
C. Is it part of a migration route?If so, explain.
It is not a migration route site.
d. Proposed measures to preserve or enhance wildlife, if any.
We propose to leave the central core of the entire property undeveloped and allow
it to grow to provide habitat for animals and birds. We are working with wildlife
to bring and release pheasants on the site.
6. ENERGY AND NATURAL RESOURCES.
a. What kinds of energy (electric,natural gas, oil,wood stove, solar)will be
used to meet the completed projects energy needs?Describe whether it
will be used for heating, manufacturing, etc.
For the first year or two, electricity will be provided by one or more diesel
generators and a propane heater will be used to heat the caretaker's trailer.
b. Would your project affect the potential use of solar energy by adjacent
properties: If so, generally describe.
No effect on adjacent properties.
C. What kinds of energy conservation features are included in the plans of
this proposal?List other proposed measures to reduce or control energy
impacts, if any.
The use of energy during our first two to three years would not match the normal
consumption of a single family dwelling.
7. ENVIROMENTAL HEALTH
a. Are there any environmental health hazards, including exposure to toxic
chemicals,risk of fire and explosion, spill, or hazardous waste that could
occur as a result of this proposal? If so, describe.
There are no risks of hazards,no chemicals, no hazardous waste. The only
chemical supply is two drums of diesel fuel. These are stored in a plastic lined
containment berm to prevent spills.

For any emergency, we will be working with Mason county Dist. 2
to develop a fire and emergency plan.

There is an increase of traffic so there will be increased road noise
on the service streets coming to faire.

There is no noise factor that should carry beyond the faire site. None
of the stages have high power amplifiers. Some have small speakers
to allow those in the immediate area to hear well. Most stages can
not be heard from over 150 feet.

associated with the project on a short-term or a long-term basis(for
example: traffic,construction, operation, other)?Indicate what
hour's noise would come from the site.
There should be no noise impact beyond the bindery of faire site.

The adjoining properties are timber land belonging to Pope Resources and a
gravel pit to the south east about %z mile away.

The tallest structure would be the castle gate and will be 12 feet high. All
structures are theater sets and are set up and removed each season.

The site is to appear as a renaissance village. Sets and facades are
designed and constructed to give the most aesthetically pleasing visual
possible.

There is no increase or change in light and glare caused by this project.

The site is well inside what has been a timber forest and there are no recreational
opportunities in the immediate vicinity.

describe.
Faire will not displace any recreational uses. However faire itself becomes a
major recreational event for the region.
C. Proposed measures to reduce or control impacts on recreation, including
recreation opportunities to be provided by the project or applicant, if any.
Faire has a positive effect on recreation,providing a major event in the area.
13. HISTORICAL AND CULTURAL PRESERVATION
a. Are there any places or objects listed on, or proposed for, national, state,
or local preservation registers known to be on or next to the site? If so,

b. Generally describe any landmarks or evidence of historic, archaeological,
scientific or cultural importance known to be on or next to the site.
This project is on land that has been part of the Dewatto tree farm for over 100
years. There is no specific historical significance attached to the location of the
project or the immediate surrounding area.

14. TRANSPORTATION
a. Identify public streets and highways serving the site and describe
proposed access to the existing street system. Show on site plans, if any.
Public roads will serve to access the site. Both The Old Belfair hwy and NE. Bear
Creek Dewatto Road will see increased traffic flow. The average day during the 6
days of faire annually will increase the flow by between 3000 and 3500 vehicles
daily. With existing flow in the area, peak traffic would obtain a flow equal to 1
between 1/3`d and '/z of the normal daily traffic found on Hwy 3.
b. Is site currently served by public transit? If not,what is the approximate
distance to the existing street system? Show on site plans, if any.
The site is not currently served by public transit. We are negotiating with Kitsap
and Mason county transits to provide service from the ferries in Bremerton. First
Student Transportation will be providing hourly shuttle service. We have already
started the planning phase with Mason County Sheriff to provide traffic control in
the impacted areas. Unlike our previous site, we will have sufficient parking to
accommodate all patrons. There will be no one standing waiting on the road for
parking space.
C. How many parking spaces would the completed project have?How many
would the project eliminate?
Faire will have nearly 20 acres of parking with a %2 mile of two lane road off
existing road surface for delaying traffic to stand. There should be no delays on
the existing surface streets.
Parking will be in a grass field. Lanes are provided to meet fire codes and orderly
control of parking area. The field will support 1800 vehicles. Common daily
attendance has historically turned 3 times per day in the parking area. Site will be
able to support 4200 vehicles per day.

The project will require the widening and improvement of existing road using
same street access. Road will be private and maintained to driveway standards.

Maximum anticipated vehicles would be between 3000 and 3500. Peak arrival
traffic would occur between the hours of 10:00 am and 1:00 pm with departure
traffic peaking between 4:00 pm and 6:30 pm. All traffic would be on Saturday
and Sunday.
g. Proposed measures to reduce or control transportation impacts, if any.
We are arranging shuttles from the Bremerton ferry docks and encouraging those
whose situation permit take the walk on ferry from Seattle to Bremerton and ride
the shuttle to faire gate. We are working with Mason County Sheriff to provide
traffic control at sensitive intersections.
15. PUBLIC SERVICES:
a. Would the project result in an increased need for public service(for
example: fire protection,police protection,health care, schools, other)?
Traffic control will require increased law enforcement manpower. This faire has
agreed to provide the service at its expense. There will be no cost to the County
for increased service. Fire service has agreed to provide a dedicated aid car and
paramedic for the event. This service as with the law enforcement shall be paid
for by the faire and will not create a burden on the county budget.
b. Proposed measures to reduce or control direct impacts on public services,
if any.
Expenses for extra public services needed by project will be paid for by the faire
and will not create a burden on the county budget.
16. UTILITIES:
a. Circle utilities currently available at the site: electricity, natural gas, water, refuse
service, telephone, sanitary sewer, septic system, other.
There are no utilities currently on site. Power will be provided during the days of faire by
two diesel generators. Water will be transported to site in accordance with a water safety
plan used and created with assistance from Pierce County Environmental Health. Copy of
plan attached.
Sanitation and grey water removal will be provided by NW Cascade(Honey bucket)
Saturday, Sunday and Monday mornings each weekend of faire.
b. Describe the utilities that are proposed for the project,the utility providing the
service, and the general contractor activities on the site or in the immediate
vicinity which might be needed.
Future plan is to bring electricity from the road to site and drill and maintain an approved
Group"A" well,but all of those concerns are to be addressed in years to come. No
immediate plans for said utilities are being made at this time. Such future plans will not
be needed for at least 3 years.

Thank you for the opportunity to comment on the mitigated determination of nonsignificance for The
Washington Renaissance Fantasy Faire project(SEP2008-0005 1) located at 770 Northeast Holy Glen
Shire Lane in Belfair as proposed by Washington Renaissance Faire. The Department of Ecology
(Ecology)reviewed the environmental checklist and has the following comment(s):
WATER QUALITY:Roberta Woods (360) 407-6269
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of
Chapter 90.48 RCW, Water Pollution Control, and WAC 173-20 1A, Water Quality Standards for
Surface Waters of the State of Washington, and is subject to enforcement action.
Erosion control measures must be in place prior to any clearing, grading, or construction. These
control measures must be,effective to prevent stormwater runoff from carrying soil and other
pollutants into surface water or storm drains that lead to waters of the state. Sand, silt, clay particles,
and soil will damage aquatic habitat and are considered to be pollutants.
Proper disposal of construction debris must be on land in such a manner that debris cannot enter the
streams,natural stormwater drainages,Hood Canal or cause water quality degradation of state waters.
During construction, all releases of oils,hydraulic fluids, fuels, other petroleum products, paints,

solvents, and other deleterious materials must be contained and removed in a manner that will prevent
their discharge to waters and soils of the state- The cleanup of spills should take precedence over
other work on the site.
After completion of this project, there is likelihood that stormwater runoff will contain increased
levels of grease, oils, sediment, and other debris. It is recommended that stormwater treatment
devices be installed so that any discharge will be appropriately treated to remove these substances.
Soil in stockpiles should be stabilized or protected with sediment-trapping measures to prevent soil
loss. All exposed areas of-final grade or areas that are not scheduled for work-,whether at final grade
or otherwise, shall not remain exposed and un-worked for more than two days,between October 1
and April 30. Between May I and September 30,no soils shall remain exposed and un-worked for
more than 7 days.
Clearing limits and/or any easements or required buffers should be identified and marked in the field,
prior to the start of any clearing, grading, or construction. Some suggested methods are staking and
flagging or high visibility fencing.
A permanent vegetative cover should be established on denuded areas at final grade if they are not
otherwise permanently stabilized-

Properties adjacent to the site of a land disturbance should be protected from sediment deposition
through the use of buffers or other perimeter controls, such as filter'fence or sediment basins.
All types of sediment control, such as sediment ponds or traps, should be constructed as a first step in
grading and be made functional before'any upslope disturbance takes place.
Cut and/or fill slopes should be designed to minimize erosion. Methods such as slope roughening,
terraces, or pipe slope drains may be used.
All temporary erosion control systems should be designed to contain the runoff from the developed
two year,24-hour design storm without eroding.
Provision should be made to minimize the tracking of sediment by construction vehicles onto paved
public roads. if sediment is deposited, it should be cleaned every day by shoveling or sweeping.
Water cleaning should only be done after the area has been shoveled out or swept.
Wash water From paint and wall finishing equipment should be disposed of in a way which will not
adversely impact waters of the state. Untreated disposal of this wastewater is a violation of State
Water Quality laws and statutes and as such,would be subject to enforcement action.
Coverage under the National Pollution Discharge Elimination System (NPDES) and State Waste
Discharge General Permit for Stonnwater Discharges Associated with Construction Activities is
required for construction sites which disturb an area of one acre or more and which have or will have
a discharge of stormwater to surface water or a storm sewer. An application can be downloaded from
Ecology's website at htt ://www.ecv_wa, ov/ ro rams/w /stormwater/constriction/4A lieation or
you can contact Joyce Smith at(360)407-6858 for an application form. To avoid project delays,we
encourage the applicant(s)to submit a completed application form and to publish public notice more
than 60 days before the planned start of the project.

The seasonally ponding water described in the submitted checklist may be a wetland. Has a wetland
reconnaissance been conducted for this site? I recommend the applicant conduct a wetland survey for
the project site if one has not already been completed.. Although there are no structures currently
planned for the site, any wetlands and associated buffers should be established as areas where no
activity Should occur.
