Mr Cleveland was also informed that he needs to stop using the address of NE 900 Bear Creek Dewatto Rd as his site address in advertisements,web-sites,and news articles as the site has been assigned the address of NE 770 Holy Glen Shire Lane.Addressing stated that continuing to use the unassigned address could cause confusion to the 911 system. The referenced fence document is attached to this case: Hi Ron, Getting all the information together has taken more time than anticipated. Part of my research has taken me to Pierce County to verify how the castle facade/ticket gate has been addressed in the past. According to the chief plan reviewer the inspection of the structure has been covered under the temporary use permit and inspected for life-safety purposes by fire protection staff during inspections. This process has been discussed between myself,plans examiner Al Christensen,Fire Marshal,Craig Haugen and Fire Marshal representative Larry Waters. We all agree that,based upon your description of the Castle Gate,Mason County will also inspect all systems under the temporary use permit,consistent with Pierce County. During the meeting we also discussed the need for permits when a fence exceeds 6'0" in height. A copy of the fence policy is attached to this e-mail. Section 11.04.140 of the Mason County Code does provide a process w re landowners can earn an early release from a moratorium.The process includes mitigation(when necessary)to bring the work done under the original State logging permit up to the standards of a Coun ogging permit.The process also includes a public hearing,cost about$4,500 and takes a minimum of eight to ten weeks(often longer if mitigation is needed). The Parking Development Standards state that plans for every tract of land,lot or parcel,or portion thereof, to be used as public or private parking area for 4 motor vehicles or more,shall be submitted for approval. Plans shall show the proposed parking area,including location,size,shape,design,curb cuts,lighting, screening and other features as required.It appears that for events of this capacity,you will need to indicate whether you can meet the minimum standards for size being one stall per four seats or spectators and adequate parking for participants and staff. This Parking Ordinance applies whether or not structures are proposed.It has a specific listing for both"places of open assembly"requiring one stall per each 4 seats or one per each 50 square feet of floor area for assembly not having fixed seats and"places of amusement" requiring one per each 50 square feet of usable amusement area space.The parking ordinance contains Construction Standards,Access and Egress requirements,screening,Parking Lot Area design,Parking stall size and maneuvering aisle design criteria.All of these should be addressed within your submitted site plan. I am differentiating these two events from the already received Campground Permit,SEPA Checklist and Building Permit Applications other possible activities that may have been discussed at one time or another for this site. The Resource Ordinance may apply to the proposed parking,ingress and egress roads and proposed festival activities.It is unclear from the site plan provided for the pre-application meetings and the aerial where all the development is proposed in relation to the streams,property lines etc.In order to further review the proposals,staff will need the following information. 1) SITE PLANS—Accurate site plans for each event must be provided so that we may determine what review is necessary and if additional permits are required.The site plans must indicate where all ingress, egress,interior roads,parking and development for the festivals will occur.The setbacks and buffers from the streams should be indicated on the site plans.All temporary structures,including stages,and areas where crowds will assemble. 2) RESOURCE ORDINANCE- A Bald Eagle Management Plan may be required.
