I Like Enterprises Permit. The burn permit was issued March 12, 2008. The Land Modification
2 Permit and the Carnival Permit were not issued because there is a permit moratorium on the
3 site covered by the permits.
4 4. The Forest Practices Moratorium Chapter of the Mason County Code (MCC)
5 provides an application process for removal of a moratorium. See MCC 11.04.120 - .170.
6 5. As of the date of this Declaration no one has filed an application with Mason
7 County to remove the moratorium which has precluded issuance of the permits referenced in¶ 3
8 herein.

Dear Sir or Madame:
The Washington Renaissance Fantasy Faire is the largest annual theatrical event in the State of Washington
and currently one of the largest tourist destinations in Pierce County.
With a unique blend of Performing Arts,Living History and Education; it has expanded attendance to over
80,000 patrons per year, with nearly 60% of those traveling over 50 miles, some have come from as far
away as Russia and Germany..
The current site with a serious size restriction prevents further growth of the event and therefore we are
moving to a permanent site in Belfair.Although this move and the new site bring upon us the daunting task
of development, it also provides us the opportunity to obtain our goal to expand our Faire to eventually 6
full weekends, creation and promotion of The Washington Shakespearean Festival which will run for 6
weeks starting in April, work with the Highland Games Associations to bring Highland Games to the
Belfair site as well as a host of other community oriented events.
Faire with a run of three weekends currently has an economic impact on the Gig Harbor and Peninsula area
of about 4 to 5 million.When the site is fully developed,this site will become a tourist destination up to 33
weekends per year,as well as create a living history village year round. r
Our ten year growth plan will allow all events to generate an annual attendance of over 400,000 between
the months of March and November. Most of these attendees will be from outside a 50 miles radius. We
project an annual economic impact to the Mason and Kitsap Counties to reach 35 to 40 million dollars per
year.
The Washington Renaissance Fantasy Faire is a verified tourist draw and economic engine. We can provide
accurate documentation as to the draw we currently generate.Our plans for future expansion are sound and
our goals achievable.
Our request for grant assistance is to help offset the extraordinary cost of development of a new site as well
as the lose of a$35,000 Pierce County LTAC grant which must be forfeited with the move.
Our needs exceed that of simple advertising budget and include nearly one quarter million dollars in site
preparation.A large portion of that development money has been budgeted for faire through own resources.
However there is still a substantial amount we have yet to find sources for.
Any assistance by the LTAC would be appreciated,whether it be$35,000 advertising dollars that would
have come from Pierce County or whether it be assistance with some of the capital funding and
development costs.
With your help,we can make this site one of Washington States premiere tourist destinations.

Each year we print and distribute 90,000 color flyers, 6000 posters. Flyers are distributed at all major festivals
and events throughout Puget Sound and in Oregon. Hand carried by volunteers in Renaissance costume. All
vendors distribute flyers at every event they travel to.
The Little Nickel Prints 120,000 - 16 page programs and circulates over 100,000 throughout Puget Sound and in
Portland Oregon,they run 3 separate direct mailings of 135,000 each.Advertise our event for a five week period
in every location they cover. Additionally, we use many other print media, Gateway, Bremerton Sun, Discover
Magazine,ETC.
We work closely with KZOK,KBSG 97.3 and KMPS 94.1 radio. 2007 we had between our own advertisements
and those placed for us by Half Price Books and Venture Bank a total of 660 airtime spots. Through these
partnerships we produced a marketing campaign with a real cash value of$156,000.
Our website wvvw.washinatonrenfaire.com has a 7 rating on Google and Yahoo and receives around 100,000
unique hits per year.

Use of resources: The Washington Renaissance Faire has become the largest annual theatrical event in the
State of Washington. It requires between staff, vendors,performers and volunteers nearly 800 people to run the
show. We have been blessed with a strong volunteer base give hundreds of hours each year of their time to help
make this event happen.
Prior to faire,many of these are active in the hand distribution of flyers and posters. During faire there are some
200 plus part time staff who are paid for their efforts.
Community and business partnership: We have developed partnerships with many major business who have
stepped up and help share the co6u and burdens of the marketing and advertising campaign. The Little Nickel,
KZOK, KBSG, KMPS, KLYZ, KTTH, Half Price Books, Venture Bank, Harborstone Credit Union, Pierce
County Community Services,Gig Harbor Online and many more.

Timeline for outside Mason County marketing Activities: Promotion for faire is a year round process,
however the real push begins with events such as Mount Vernon Tulip Festival in mid April and covers all
major outdoor events throughout summer ending with the Seattle Highland Games in Enumclaw the last
weekend in July.
Advertising and Marketing techniques: Our single most successful method of promoting is the one on one
distribution of colored flyers at all major festivals and events in Puget Sound by nearly 200 volunteers and staff
in period costume. Although this is extremely time consuming, it nets a much higher return than any other
method used.
Our marketing outreach and partnerships has increased our advertising budget exponentially.We have been able
to leverage-additional dollars and sponsors by allowing them to join into our marketing campaign.
We have partnered this year with The Little Nickel. They have provided the following: '/a page full color,
placements in all regions of distribution including the Portland market. Strategically placed on the inside of front
page,this ad ran for 5 continuous weeks and appeared in the Puyallup Fair.Spring shows program.
Little Nickel has further sent out three direct mailing to 135,000 each to homes in this region and our full page.
Full color discount coupon is on page three and four. They have printed 90,000 full color flyers and 6000 11 x
17 posters,which we have distributed throughout the Puget Sound.Currently the Little Nickel is printing our 24
page program and will distribute it to 120,000 locations. They have placed us in the Destination Washington
Magazine and we are a premier placement on their website.
We are pleased that Half Price Books and Venture bank have returned once again to sponsor us with a combined
advertisement placements(tag lines)of over$50,000 in radio ads.
We have placed full color ads in the Discovery magazine. Multiple ads in the Key Peninsula News, Peninsula
Gateway,'Kitsap Sun,Tacoma News Tribune and many other print media publications.
With KZOK, KBSG,KMPS, KLYZ,KTTH, all running our ad as well as the tag lines on Half Price books and
Venture bank, we will have over 900 total placement spots over a four week period leading up to and into the
second week of faire.
The total package of advertising reaching the public has a real cash value of about $156,000.

How will this potentially generate overnight stays: The Washington Renaissance Faire currently places
between 1100 and 1400 heads in beds during the three weekends. When expanded to Six weekends and the
introduction of Shakespearean Festival, Highland Games and other events. Faire will have a very real impact of
about 4000 heads in beds annually.
The Washington Renaissance Fantasy Faire drew some 80,000 attendees in 2006 and 2007. Many of these
people traveled to our area from other countries, States and certainly from outside Mason County. Coming from:
Oregon, California, Nevada, Idaho, Missouri, Tennessee, Florida, Arizona, Texas, New Mexico, South
Dakota, Montana, Hawaii, Illinois, Michigan, Minnesota, Mississippi, New Jersey, New York, Alaska,
Oklahoma, Alabama, Colorado, Utah, Washington DC, Kentucky, Pennsylvania, Maryland, Wyoming,
Rhode Island,Alberta Canada,B. C. Canada,Nova Scotia Canada,Manitoba Canada,Tokyo Japan.
From within Washington a total of 107 Cities and towns over 50 miles from faire site including: Spokane,
Bellingham, Cashmere, Ferndale, Grape View, Blaine, Everson,Vancouver,Port Haddock,Port Townsend, Port
Angeles, Mt Vernon, Everett, Granite Falls, Snohomish, Monroe, Lake Stevens, Anacortes, Friday Harbor,
Kalama, Chimicum,Oak Harbor,Tenino,Key Port.
We have been able to track the demographics of our faire attendee's far more efficiently as the past three years,
we used an online ticket service and have accurate information for 7021 advanced ticket sales. We initiated an
onsite pole of patrons, where over 1000 patrons were asked how far they had traveled to attend faire and if out
of state, what was their point of origin. A graph of the results is attached. However in summery the following is
true: From the registration sheets of those camping, vendors,actors,volunteers, advanced ticket orders and those
polled on-site,there were a total of 9570 persons. 4485 of those came from outside the 50 mile radius,with 1038
coming from outside the state of Washington and 46 from outside the country.

Using the above multipliers,we can convert the attendance for the entire faire determining who came from more
than 50 miles away to be 37,440, from outside the State of Washington at 8720 and out of country to be 400
making this not only a regional tourist destination, but rather an international draw.
Impact on Mason County: With those participating in the faire, not patrons, nearly 300 stayed in the area, in
some cases a week before faire to a week after faire is over. Most of those stayed for 17 to 18 days at least. All
of these people bought food and supplies,most stayed in local lodging,many shopped in local stores and shops.
The numbers directly impacting the local community is dramatically increased on the weekends that faire is
actually underway. By contacting local business, through their feedback and by using the formula the State uses
to quantify economic effect, we have been able to confirm that the faire brought about$4,500,000 to$5,000,000
real dollars into the community. That does not consider the fact that the faire itself had an income of around
$400,000 and the vendors made about$750,000. Many of the vendors are local and all paid taxes to Washington
State and local government.
The faire spent around $165,000 in the local area to disposal companies, traffic controllers, sanitary services,
site rental, hardware and building supplies, heavy equipment, food, supplies, advertising, printing, law
enforcement and insurance. About$65,000 was paid to actors,performers and volunteers from the local area.

Organization expertise and track record: The Washington Renaissance Faire was founded in 1997 with an
attendance of 1500 people. It has grown to the largest theatrical event in the State of Washington and second
largest gated event in Pierce County next to the Puyallup fair. It has enjoyed steady and consistent growth with
the attendance in 2007 exceeding 80,000 over the six day run.
This gives us a 10 year track record of success. When we expand to full six weekends and introduce
Shakespearean Festivals as well as Highland Games to the new site we expect to grow to over 400,000 in
attendance annually.
The Washington Renaissance Faire is a unique experience which provides hours of family friendly
entertainment. Combining Living History, Theater, Education and Entertainment. Faire appeals to people of all
ages and background and draws patrons from not only all over the pacific Northwest, but from all over the
nation.

The acquisition of this beautiful piece of property provides us with an amazing

development and preparation, if we are to complete it in time for Faire in August

During our meeting today Mr. Cleveland stated that the Renaissance Faire uses 2-8'x20 structures called
the Castle Gate. The building is used by staff to sell tickets and is constructed as a modular structure in
4'x8' panels and are assembled at the beginning of the 3-weekend event and taken apart when the event
is over. Did you or other Pierce County staff determine that these structures did not require a permit?

Sent your inquiry to Tom Poste in the Fire Prevention Bureau (FPB) here. Normally we have only seen
special use permits issued by FPB. No BLDG permits. Not to say they wouldn't want to build a stage or
other structure you would likely want a permit for.

Dear Debbera:
As promised I have attached a drawing of the layout of the Castle gate and ticket booths. A Photo which
includes part of it is viewable through the link at bottom of this message..
The structure was designed and built to eventually be a permanent structure with 2 x 6 construction, full
headers and Joyce with proper load carrying beams. It was built in 4 x 8 and 4 x 4 theater style flats so it
could be disassembled and stored in our trailers.
Pierce county did not require us to have a permit since it was only on site for three weeks and they
classified it as a theater set. However if Mason County does require a permit for this structure. What do I
do next?
It will make my life much simpler to not have to tear it down after each show, that's for sure.

Getting all the information together has taken more time than anticipated. Part of my research has taken me to Pierce County to
verify how the castle facade/ticket gate has been addressed in the past.According to the chief plan reviewer the inspection of the
structure has been covered under the temporary use permit and inspected for life-safety purposes by fire protection staff during
inspections. This process has been discussed between myself, plans examiner Al Christensen,Fire Marshal,Craig Haugen and Fire

inspect all systems under the temporary use permit,consistent with Pierce County.
During the meeting we also discussed the need for permits when a fence exceeds 60"in height. A copy of the fence policy is

International Building Code Chapter 1,Section 105.2 requires a building permit for fences
over 6 feet (1829 mm) in height. Fences 6 feet and under do not require a building permit, but
may require shoreline view review.
The measurement for this determination shall be as follows:
Measured from the finished grade on the owner's property to the top of the fence. The term
'fence' will include all components of the fence. If there is a difference of elevation between
neighboring properties, the measurement application will be that of the owner's fence on the
owner's property. If there is mutual agreement between two property owners to construct the
fence on the property line, that agreement is the owner's responsibility and elevations will be a
part of their agreement.
The term 'finished grade' shall be that as defined in Chapter 5,Section 502, Grade Plane,
International Building Code. Where the finished ground level slopes away, the reference plane
shall be established by the lowest points within the area.
At no point shall fence exceed 6 feet above grade, if so a permit will be required.
In the following illustration, X shall be any distance measure as a difference of elevation.

Present will be Karin from the Mason Conservation District. a Squaxin Island
fisheries person, and Stephanie Kenny, MC water quality person. The latter
wanted to do water sampling anyway, but Karin is there to help me with the
critical area issues noted on this Event Permit:

Also am in communication with both habitat(Gloria Rogers)and bald
eagle (Shelly
Ament)folks from WA Dept of Fish &Wildlife. The bald eagle people told me
that they will look to see if a new eagle tree they discovered nearby is an
issue, but that if my events are occurring after August 15 (after which they
assume nests are empty)and don't involve taking down trees, it doesn't
sound like a problem.
btw, The stream in question is:
1) Tiny(year-round, but just a trickle in the summer).
2) Comes from an artesian spring in my ravine, so has no fish at all in it
(it erroneously appears on your maps as sourcing near Catfish Lake, but the
County has known for a while that the upper segment is seasonal --it is dry
right now-- which we will confirm again by walking up there tomorrow.
3) There are no wetlands near the stream (or anywhere on my property for
that matter)since the stream is in a depression or ravine with positive
flow the entire length.
4) There are no endangered, threatened, and sensitive species, or species
of local importance in the ravine/stream area, so the stream should be
exempt from A& B under definitions: 15.27.225 Fish and wildlife habitat
conservation areas (scroll down).
5) The ponds I have are farm ponds and therefore exempt under C,
definitions: 15.27.225.
6) Definitions D, E, F: 15.27.225 don't apply either, so this doesn't seem
like a stream WA Fish &Wildlife regulates.
Also, on a separate note: My traffic engineer finalized the TIS on Saturday
and will have the TCP done this week. He is working with Ms. Hess, etc,
WSDOT on this. That means we will submit about a month ahead of WSDOT's
Sept. 12 deadline.
Also, the site plan showing the elements requested (including detailed
parking drawings)will be ready this week. At the moment it appears we have
enough parking on site to accommodate 2,000 spectators (500 cars, including
a suitable number of handicapped spaces), not including other parking areas
for vendors and participants.

The Washington State Department of Transportation (WSDOT) has reviewed
the applications for the proposed Renaissance Faire & Extreme Sports
Festival events. These events are to be held on the property owned by
Gregg E. & Elisa K. Paisley located in the 4900 block of SR 3 mile post
7.75, left vicinity. The Renaissance Faire is scheduled for August 30
and 31, 2008 with an expected attendance of 5,000 to 10,000. The Extreme
Sports Event is scheduled for September 27, 2008 with an expected
attendance of 1,000 to 2,000.

WSDOT has serious safety and operational concerns with regards to the
impacts to SR 3 that will result from these events. The Renaissance
Faire is the most significant concern due to the expected attendance
levels and in that it will be held on Labor Day weekend. We are
requesting that the County require and condition the applicant and/or
property owner to provide WSDOT with Traffic Control Plans for each of
these events. These plans must be prepared by a licensed professional in
accordance with WSDOT's requirements. In the case of the Renaissance
Faire the plans are due to WSDOT for review no later than August 15,
2008. The due date for plan submittal for the Extreme Sports event will
be September 12, 2008. All submittals should be sent to my attention.
WSDOT will notify the State Patrol of these events. The County should
expect contact by the State Patrol directly or through WSDOT and they
may have requirements in addition to WSDOT's.
We respectfully request that the County not issue the permits for either
one of these events until the Traffic Controls Plans have been approved
by WSDOT.

Thank you for the email. I appreciate that you were able to work with Grace in my absence-on the
festival preapplication meetings.
You'll have to forgive me because I am still coming up to speed on this and your earlier not quite
completed applications for the campsite and associated structures. I know you and I have not talked
directly since a phone conversation earlier this year when you indicated you were working on getting
together associated supporting materials to go with the SEPA checklist for the project. Then I was going
to review the whole lot together, including permit applications -and let you know if there was anything else
you might want to consider adding.
Regarding tomorrow, unfortunately I am not able to be there at such short notice. Usually I've found it
works best for me if both the applicant and the area planner can discuss scheduling together, so we can
both make sure the timing works and our schedules in conflict with other activities. Having said that- I
would like to meet with you asap. What is your schedule for Friday August 15th? I would try to work other

Dear Ms. Wing:
The Washington State Department of Transportation (WSDOT) has reviewed
the applications for the proposed Renaissance Faire & Extreme Sports
Festival events. These events are to be held on the property owned by
Gregg E. & Elisa K. Paisley located in the 4900 block of SR 3 mile post
7.75, left vicinity. The Renaissance Faire is scheduled for August 30
and 31, 2008 with an expected attendance of 5,000 to 10,000. The Extreme
Sports Event is scheduled for September 27, 2008 with an expected
attendance of 1,000 to 2,000.
WSDOT has serious safety and operational concerns with regards to the
impacts to SR 3 that will result from these events. The Renaissance
Faire is the most significant concern due to the expected attendance
levels and in that it will be held on Labor Day weekend. We are
requesting that the County require and condition the applicant and/or
property owner to provide WSDOT with Traffic Control Plans for each of
these events. These plans must be prepared by a licensed professional in
accordance with WSDOT's requirements. In the case of the Renaissance
Faire the plans are due to WSDOT for review no later than August 15,
2008. The due date for plan submittal for the Extreme Sports event will
be September 12, 2008. All submittals should be sent to my attention.
WSDOT will notify the State Patrol of these events. The County should
expect contact by the State Patrol directly or through WSDOT and they
may have requirements in addition to WSDOT's.
We respectfully request that the County not issue the permits for either
one of these events until the Traffic Controls Plans have been approved
by WSDOT.

Good afternoon Gregg,
This email addresses the questions you asked about getting the stream crossings reviewed at the County
level. It also provides you with detail on the review process and timeline the Board of Mason County
Commissioners needs for your two event projects(EVE2008-00001 and EVE2008-00002, based on our
briefing with them today, and their review timeline requirements. This is being sent to you via e-mail in the
interest of speed.
TIMELINE FOR SUBMITTAL OF REQUESTED MATERIALS for EVE 2008-00001 and EVE2008-00002:
All materials requested by County departments will need to be submitted to the County by Friday August
22, 2008. This will allow the County a very short timeline to get their report to the Board of Mason County
Commissioners by Tuesday September 2, 2008 so that they can render their decision within three weeks,
at the latest by September 23, 2008. The Board has requested this timeline.
STREAM CROSSING ENLARGEMENT,AND STREAM CROSSING REPAIR
I've had a chance to review your previously submitted plans and SEPA for the Avery Township project,
and I do note that the two stream crossings are shown on the site plan. We understand you propose to
enlarge one of the crossings, and repair storm damage to the other one. Your existing plans do not have a
lot of detail, but they definitely show where crossings are.
If you propose to apply for the stream crossing revisions prior to the events you have proposed, we will
need the following to process the existing SEPA, and a Mason Environmental Permit for the stream
crossing expansion, and the stream crossing repair, per Resource Ordinance Fish and Wildlife Habitat
Conservation Area Chapter 17.01.110:
SEPA(required for stream crossings modifications and larger Avery Township project: A narrative as an
addendum to the currently submitted SEPA, to more specifically address your proposed modifications to
each stream crossing, because no detail is provided.
SITE PLAN for the Avery Township proposal (which includes the stream crossings: You indicated you
were revising the proposed site plan for the proposed campsite and associated development(MHP2007-
000001), and would get it to the County today. We will need this to issue the SEPA. The site plan must
also show the 100ft stream buffer, and additional 15ft building setback.
Please note that for detailed review of the project for actual Mobile Home RV park permit, you will need to
provide materials that are in sufficient detail and consistency-to meet the Mobile Home RV Park
Ordinance. We understand Planner Grace Miller went over that in the preapplication meeting earlier this
month, and provided you with a highlighted copy. We also understand that you likely would not have
everything in time for this SEPA issuance, however it has to clearly show your revised project, since that
is the SEPA we are issuing. If the revised project deviates from the revised site plan when you have your
completed Mobile Home RV Park materials in, we may have to revise the SEPA.
MASON ENVIROMENTAL PERMIT for stream crossings. Please provide a complete Mason
Environmental Permit application,together with plans and cross section for the two stream crossing you
will be working on. Because this stream is a Type Np stream, you will not be required to submit a Habitat
Management Plan.
STREAM CROSSING - DO NOTHING OPTION: If you do not propose to modify the stream crossings
before the two proposed events above,the SEPA and MEP would be reviewed subsequent to the events,
since no permanent construction would be proposed.

TEMPORARY PIPE STRUCTURE IN STREAM BUFFER: Last summer you erected a temporary metal
pipe shade structure within the stream buffer, for the music camp you held last summer. Staff has
confirmed that the County required that structure to be removed once the music camp was complete. At
our site visit on August 15th we noted that the structure had still not been removed. This structure will
need to be removed immediately.
Below are the other County departments' requirements for EVE2008-00001 and EVE2008-00002:
FIRE MARSHALL REQUIREMENTS:
Construction type: Temporary structures at this time.
Occupancy type/load: A-
Water supply & fire hydrants: Group"A"well(s) ". No fire hydrants.
Fire flow: Not available
Emergency vehicle access: Chapter 14.17 of the MCC. 20'wide all weather surface required. NO
PARKING IN THE ACCESS CORRIDOR.
Addressing: 14.28 0 currently posted.
Exits: Ensure exiting from temporary structures.
Fixedfire suppression sytem: Concession trailers may require fixed fire suppresion dependent on grease
laden vapors being produced.
Fire extinguisers: Type K and 3AOBC within 30'of cooking applicances.
Gas meters/tanks: Propane tanks to be secured utilizing, at a minimum, field fence post or equivelant as
a vertical post and secure with strap, or equivelent, to prevent the tank from falling over.
Other: Pre-event inspection for food, cooking, extinguishers, fire access, propane tanks secured, etc.
BUILDING DEPARTMENT REQUIREMENTS:
It was my understanding that there will be no permanent structure as part of this application. That only
temp. staging with no drapes or scenery will be used and that are part of a trailer transported in for the
event. Handicap parking with accessible routes of travel per chapter 11 of the IBC will need to be provided
and 1 out of 5 out houses will need to be handicap accessible. A pre-inspection once the event is ready to
open and to letting the public in is required.
HEALTH DEPARTMENT REQUIREMENTS
All food vendor permits will be required to submitted two weeks prior to event. Food plan review will
include menu, workers, #of meals served, dry and refrigerated storage, grease and solid waste removal
plan, and evaluation of floor plan of booth or trailer.
OTHER PLANNING DEPARTMENT REQUIREMENTS FROM PREAPPLICATION MEETING
PLANNING REVIEW NOTES FOR CASE#EVE2008-00001
ADDRESS: 4911 SR 3, Shelton.
EVENT: Avery Renaissance & Fantasy Faire
EVENT DETAILS: Event will take place on October 4th and 5th, 2008. Event will take place on a parcel of
50 acres. Alcohol will not be served or available. Plan on 100 vendors/booths. Plan on 75 volunteers/staff.
Plan on 1000-2000 spectators. Food will be served/available. There will be music playing during course of
entertainment with an amplified sound system. Potable water will be available. Use of 1-2 generators and
electrical power.
ZONING: Rural Tourist Campground.
MEETING DATE: July 31, 2008 at 1:00 PM
SITE PLANS : Accurate site plans for event must be provided to the Planning Department so that staff
may determine what review is necessary and if additional permits are required. The site plans must
indicate where all ingress, egress, interior roads, parking and development for the festival will occur. The
setbacks and buffers from the streams should be indicated on the site plans. All temporary structures,
including stages and areas where crowds will assemble need to be shown with dimesions, etc..
CRITICAL AREAS: The Resource Ordinance may apply to the proposed parking, ingress and egress

roads and proposed festival activities. It is unclear from the aerial photo/site plan that was provided for the
pre-application meeting where all of the development is proposed in relation to the streams, property
lines, etc.. In order to further review the proposal for potential impacts to critical areas, accurate site plans
indicating the locations of streams and all other critical areas as well as their their buffers in relation to all
proposed development must be submitted. All proposed setbacks should be shown.
The applicant will need to submit a Report prepared by a qualified environmental professional or Fisheries
Biologist addressing the Typing of the Streams under the current Mason County Resource Ordinance Fish
& Wildlife Habitat Conservation Areas Chapter. The information in the report should include a field
delineation. This needs to be done in order for staff to determine if this proposal meets the requirements
for Fish & Wildlife Habitat Conservation Areas on regulated streams and their buffers. The potential
impacts from the use of the site and the proposed parking, traffic and noise, etc. should all be considered.
If there are impacts to the FWHCA or their buffers, a Mason Conditional Environmental Permit may be
required. Staff must receive a site plan that shows all critical areas and their buffers with setbacks
indicated to all proposed development. If there are no impacts proposed this will need to be clearly
indicated on the site plans and the development description.
A Bald Eagle Management Plan may be required. Please contact Greg Schirato with the Washington
State Dept of Fish & Wildlife to determine if you will need to develop a Bald Eagle Management Plan. Mr.
Schirato can be reached at(360) 490-0781. It appears that your property is located within 400'of a Bald
Eagle Nesting Site. The Mason County Fish & Wildlife Habitat Conservation Area Chapter requires that a
Bald Eagle Management Plan be prepared and approved if applicable. If a Bald Eagle Management Plan
is needed for protection of the nest, Greg can assist you with how to have one developed for the festival.
The Mason County Resource Ordinance Fish & Wildlife Habitat Conservation Area Chapter designates
bald eagle management areas as critical areas requiring proper land management to protect their values
and function. The Bald Eagle is listed as a Threatened Species of Importance within Mason County.
SEPA: Event may be exempt from SEPA based upon staffs understanding that there is no permanent
construction associated with the event. Please let us know if this is true or not. Your site plan should show
the location and nature of any temporary or permanent construction.
PARKING STANDARDS: Ordinance No 815, dated November 2002. The Planning Department will need
an accurate site plan that indicates where all proposed event development is proposed such as parking,
handicap parking, ingress, egress from SR 3, interior roads, stages, vendor booths or buildings, etc.. The
site plan should indicate that the parking stalls will be marked and meet the standards required in the
ordinance. The Parking Standards state that the plans for every tract of land, lot or parcel or portion
thereof, to be used as public or private parking area, including location, size, shape, design curb cuts,
lighting, screening and other features as required. It appears that for an event of this capacity, you will
need to indicate whether you can meet the minimum standards for size and have the actual area. A
minimum of one stall per four seats or spectators and adequate parking for participants and staff. The
Parking Standards apply whether or not structures are being proposed. It has a specific listing for both
"places of open assembly" requiring one stall per each four seats or one per each 50 square feet of floor
area for assembly not having fixed seats and "places of amusement" requiring one per each 50 square
feet of amusement area space. The Parking Standards contain Construction Standards, Access and
Egress requirements, Screening, Parking Lot Area Design, Parking Stall Size, and Maneuvering Aisle
design criteria. All of these should be addressed within your submitted Site Plans and the Description of
Proposal.
PERMITS AND OTHER INFORMATION SUBMITTED TO DATE:
Pre-Application Application without site plan.
Planning staff has mailed separately to the applicant a copy of the Parking Standards, the Fish & Wildlife
Habitat Conservation Areas Chapter of the Mason County Resource Ordinance and a blank SEPA
checklist. Once the above information has been addressed and submitted to the Planning Department,
staff will be able to further review your application for the event/festival proposed in October of this year.

PUBLIC WORKS REQUIREMENTS:
Access:
Access off the parcel is onto State Route 3. Washington State Department of Highways Alana Hess (360-
357-2725) should be contacted for access issues.
Stormwater:
The development of this site needs to looked at as the whole picture, not piece mealing areas as they are
needed. Land disturbing of one acre or more of land and/or the creation of 5000 sq ft of impervious area
requires an engineered stormwater plan. Mason County Code Title 14 Section 14.48.
The site could be developed in phases along with implementing stormwater features for those phases if a
plan allows phasing of stormwater features.
It appears Fromm the meeting that the access road needs improvement/widening. The access road
improvements would fall under the Fire Marshall Road Standards. The parking area may need some
improvements.
