Page 1 of 3 CASE NOTES FOR FPA2017-00007 CONDITIONS FOR FPA2017-00007 1) ARCHAEOLOGICAL RESOURCES Archaeological or historical resources, such as ruins, sites, buildings, artifacts, fossils, or other objects of antiquity that may have significance from an historical or scientific standpoint, which may be encountered by the developer/contractor, shall not be further disturbed. If the developer/contractor encounters any such artifacts, he/she shall immediately stop work and notify Mason County and the Washington State Department of Archaeology and Historic Preservation. Failure to do so may result in civil penalties. 2) HOU/SOF OPERATION Noise associated with this application shall not exceed what is allowed under Mason County Code 9.36. Harvest operations shall start no earlier than 7:00 AM and sh nd before 8:00 PM on a daily basis. X TE 3) GEO"- CHNICAL A geological report has been prepared by Envirotech Engineering and the submittal checklist has been reviewed and found complete by Michael MacSems of Mason County Community Services Department. The applicant shall follow the recommendations of the sections 5.5 concerning a vegetation buffer for steep slopes. X. 4) SLAS ABATEMENT This Forest Practice Application indicates that forest debris resulting from the proposed logging operation may create an extreme fire hazard under RCW 76.04.600 and WAC 332-24-650. An extreme fire hazard could be created if one or more of the conditions found in WAC 332-24-650 is located within 100 feet of the running surface of a public road; or is within 500 of an existing structure and/or designated public use area, which is not owned by the owner of the fire hazard area. The land owner is fully liable in the event of fire, if he or she fails to appropriately abate the hazard. Extreme fire hazards shall be abated by removing the forest y other means approved by the Washington State Department of Natural Resources (DNR). Page 2 of 3 5) STORM WATER & EROSION CONTROL Escape of silty water or mud from this property shall be considered a violation of County and State storm water management regulations, and could subject the applicant(s)to civil fines or penalties. This project is represented as disturbing less than one-acre of ground and creating less than 5,000 sq. ft. of new impervious surfaces. FINDINGS The proposed FPA is compliant with the following conditions: The proponent has paid the prescribed fees. The proponent has filed a complete, signed application. A map has been received that complies with the requirements of 11.05.120: (I) Harvest boundaries and tree retention areas. (II) The approximate location of any structures. (III) The location of all existing and proposed streets, right-of-ways, easements, skid roads,haul roads, and landings within the proposal. (IV) The location of future land development including stormwater management facilities and vegetation to be retained for site landscaping, open space,wildlife habitat, screening, and/or buffers. Page 2 of 4 I:\Community DevelopmentTLANNINGTAC 2016-Permit Assistance Centefforest Practice updated 8/30/2016 f - FPA Construction SWPPP Elements Narrative: Project Description: The project involves the removal of all the merchantable timber, except for designated buffers, located on a 10-acre parcel. This project will involve eight (8) of the (10) acres. The property is located off the Old Belfair Hwy, and fronting on Courtney Creek Road, near Belfair, WA. This area is under Mason County jurisdiction. The property is served by an existing gravel roadway. No new road construction is planned. Soils in the timber harvest area are comprised of 71% Saxon silt loam; and 19% Everett gravelly loamy sand, and is moderately drained. The project start date is scheduled for October 1st and will take approximately 30 days to complete. Logging will occur in such a manner as to avoid the heavy seasonal downpours. If such a condition should occur the harvesting will cease until the ground allows operations to continue. The ground is basically flat with moderate slopes. The harvest will be accomplished by shovel logging; with a rubber tired skidder to assist. The shovel will also be utilized to load the log trucks on the designated landings. Limbs and debris will be lopped and scattered over the exposed soils. Firewood will be stacked on the landing areas. Expected use after logging will be a residential home site.. 1. The harvest area has been flagged with "Orange" ribbon. Courtney Creek 150 foot buffers, each side, are flagged with "Blue & White ribbon". 2. Construction access will utilize an existing driveway. All roads are gravel and Quarry spalls will be used if necessary to control sediment tracking. 3. Logging will take place on basically level ground. This parcel is basically flat with moderate slopes with moderate-draining soils. There will be no increase in runoff or erosion anticipated. Vegetative buffers are in place along the western property line adjacent to an offsite stream and wetland. Water bars will be created on the slopes where storm water runoff dictates. 4.
