Salmonids are salmon, trout and chars, e.g. bull trout. For our purposes, "ESA Listed Salmonids" is defined as fish species listed as endangered, threatened or being considered for listing. If ESA listed species are present or ever were present in the watershed where your project will be located, your project has the potential for affecting them, and you need to comply with the ESA. Our concern with this project is the increased size of the bulkhead footing which may encroach on State-owned aquatic land. We recommend the proponent conduct a survey to determine the exact location of the property line that separates private and public lands. DNR recommends that the new bulkhead not occupy land waterward of the existing one. If the bulkhead is on State owned-aquatic land, DNR will require a lease for use of the property, and the project proponent should complete and submit the Attachment E of the DARPA to DNR. To avoid this, the project proponent should consider rebuilding within the current bulkhead footprint or excavating landward so as to create room for the expanded bulkhead on their own property. I would like to take this opportunity to describe DNR's preference towards soft shoreline stabilization. DNR prefers the removal of failing, unnecessary, or ineffective structures over time, and the restoration of shoreline ecological functions and processes. DNR prefers using soft, non-structural methods when replacing shoreline stabilization. "Soft" armoring methods try to mimic natural systems and include techniques such as beach nourishment, slope reduction, the addition of vegetation, installation of engineered log jams or woody debris, or a combination of these. Together, these materials create a complex matrix that joins with the native bank materials to provide erosion protection and support natural sediment transport processes. DNR supports restoration of shorelines to recreate natural ecological conditions.
