be further disturbed. If the developer/contractor encounters any such artifacts, he/she shall immediately stop work and notify
Mason County and the Washington State Department of Archaeology and Historic Preservation. Failure to do so may result
in civil penalties.
* 2. STORM WATER& EROSION CONTROL:
Escape of silty water or mud from this property shall be considered a violation of County and State storm water management
regulations and could subject the applicant(s)to civil fines or penalties. No more than 32,670 sq. ft of ground disturbance for
development purposes, and no more than 5,000 sq. ft. of new impervious surfaces(not including roofs)is allowed without an
engineered stormwater and erosion control plan.
Applicant shall adhere to requirements of submitted Minimum Requirements 1-5.
The erosion and stormwater facilities shown on this plan (if any)are the minimum requirements for anticipated site
conditions. These facilities shall be upgraded as needed for unexpected storm events and to ensure that sediment and
sediment-laden water do not leave the site.

* 3. HOURS OF OPERATION:
Noise associated with this application shall not exceed what is allowed under Mason County Code 9.36. Harvest operations
shall start no earlier than 7:00 AM and shall end before 8:00 PM on a daily basis.
* 4. SLASH ABATEMENT:
This Forest Practice Application indicates that forest debris resulting from the proposed logging operation may create an
extreme fire hazard under RCW 76.04.600 and WAC 332-24-650. An extreme fire hazard could be created if one or more of
the conditions found in WAC 332-24-650 is located within 100 feet of the running surface of a public road; or is within 500 of
an existing structure and/or designated public use area,which is not owned by the owner of the fire hazard area.
The land owner is fully liable in the event of fire, if he or she fails to appropriately abate the hazard. Extreme fire hazards
shall be abated by removing the forest debris, or by other means approved by the Washington State Department of Natural
Resources (DNR).
* 5. STEEP SLOPES:
Consistent with the site plan submitted with this application, the steep slope area west of the home site shall not be stumped
and ground cover shall be as undisturbed as possible.

Per Mason County Ordinance 11.05, Section 11.05.120, a site map shall accompany this application which includes the
following information.
I Harvest boundaries and tree retention areas.
II The approximate location of any structures.
III The location of all existing and proposed streets,right-of-ways,easements,skid roads,haul roads, and landings
within the proposal.
IV The location of future land development including stormwater management facilities and vegetation to be retained
for site landscaping, open space,wildlife habitat, screening,and/or buffers.
V Site topography at contour intervals of 40 feet.
VI Critical areas and critical area buffers regulated pursuant to the Critical Areas Ordinance.
VII Drainage ways and culverts.
VIII Site area targeted for further harvest including proposed timing.

NOTE: Copies of all FPA Applications will be forwarded to Mason County Public Works for stormwater and erosion
control review. Projects which disturb more than one acre(regardless of total lot size)will require an engineered
stormwater plan consistent with the Mason County Stormwater Ordinance(Chapter 14.48.)and the 2012 WSDOE
Stormwater Manual.Applicants will be charged for Public Works staff time to review these plans and applications.
Property owners should also be aware that the Washington State Department of Ecology(WSDOE)might ask for a
NPDES(National Pollution Discharge Elimination System)Permit.The threshold for such a permit is equivalent to
Mason County's threshold. WSDOE will notify applicants through SEPA review if a NPDES is required.An NPDES is
not a perquisite for FPA approval. It is the responsibility of the applicant to obtain this permit when required.

Mason County has reviewed the above referenced application for Class IV General Forest
Practices and finds it in conformance with all applicable County land use regulations in
effect at the time of application.

Project Description
1. Project Location: Address is 721 NE Tiger Mission Road Belfair, WA 98528.
Parcel Number: 12305-51-00008
2. Parcel size is 2.11 acres. Approximately 0.7 acres will be logged.
3. No new road construction.
4. The eastern portion of the site running along Mission Tiger Road is generally flat. The
site is sloped on the western portion with the steepest slope being 38%. Envirotech
Engineering conducted a geological assessment of the site. The geological assessment
is attached for reference. Section 2.3 of the assessment notes stormwater runoff is
minimal. Significant scour, erosion and sediment transport are not apparent near the
site. The site is composed of undisturbed native soils.
5. The project is expected to be completed between September 1 and October 15, 2022.
6. Trees will be harvested using saws. After logging, a manufactured home will be installed
on the property as a primary family residence.
Element 1: Mark Clearing Limits
To protect adjacent properties and to reduce the area of soil exposed to construction, the limits
of construction will be clearly marked before land-disturbing activities begin. Trees that are to be
preserved, as well as all sensitive areas and their buffers, shall be clearly delineated, both in the
field and on the plans. In general, natural vegetation and native topsoil shall be retained in an
undisturbed state to the maximum extent possible.
Construction area boundaries will be marked with stakes and flagging. The sloped critical area
where no stump removal is to occur will also be marked with stakes and flagging.
Element 2: Establish Construction Access
Construction access has been obtained via a road access permit. Access is located on Tiger
Mission Road. Access is stabilized with a culvert. If sediment is tracked off site, public roads
shall be cleaned by shoveling or sweeping at the end of the day to prevent sediment from
entering surface waters.
Element 3: Control Flow Rates
N/A. The increase in runoff and/or erosion due to logging will be negligible. The majority of
construction and logging will be located on the level eastern portion of the property. Vegetation
and topsoil will be preserved on the sloped portion of the property with no stump removal in
critical areas. Natural vegetation buffers at site perimeter will prevent an increase in stormwater
and erosion.
Element 4: Install Sediment Controls
N/A. Natural vegetation boundaries will prevent the discharge of sediment laden water.
Element 5: Stabilize Soils
N/A. Project does not include new road construction.
Element 6: Protect Slopes
No stump removal will be permitted on the sloped western portion of the site to preserve natural
vegetation and topsoil. Envirotech Engineering evaluated the impact of tree removal on the
sloped portion of the site and determined slope stability would not be impacted. See attached
letter from Envirotech Engineering.
Element 7: Protect Drain Inlets
N/A. No storm drain inlets will be impacted by logging at this site.
Element 8: Stabilize Channels and Outlets
N/A. No site runoff is to be conveyed in channels or discharged to a stream or other natural
drainage point.
Element 9: Control Pollutants
All onsite pollutant sources shall be handled and disposed of in a manner that does not cause
contamination of stormwater. Good housekeeping and preventative measures will be taken to
ensure the site will be kept clean, well-organized, and free of debris.

Element 10: Control De-Watering
N/A
Element 11: Maintain BMPs
N/A. Elements 3-8 require minimal controls.
Element 12: Manage the Project
Erosion and sediment control BMPs for this project have been designed based on the following
principles:
0 Design the project to fit the existing topography, soils, and drainage patterns.
• Emphasize erosion control rather than sediment control
• Minimize the extent and duration of the area exposed
• Retain sediment on site
• Thoroughly monitor and maintain all ESC measures
In addition, project management will incorporate the key components listed below:
• Seasonal work limitations: From October 1 through April 30, clearing, grading, and other
soil disturbing activities shall only be permitted if shown to the satisfaction of the local
permitting authority that silt-laden runoff will be prevented from leaving the site through a
combination of the following:
o Site conditions including existing vegetative coverage, slope, soil type, and
proximity to receiving waters; and
o Limitations on activities and the extent of disturbed areas; and
o Proposed erosion and sediment control measures.
• Based on the information provided and/or local weather conditions, the local permitting
authority may expand or restrict the seasonal limitation on site disturbance.
Minimum Requirement #3: Pollution Source Control

Minimum Requirement #4: Preserve Natural Drainage Systems and
Outfalls
Natural drainage features will not be significantly altered by construction on site. Natural
vegetation boundaries will preserve stormwater drainage. See description in SWPPP.
