The ramp and floats, and associated moorings shall be located to avoid shading of eelgrass and other aquatic vegetation. 4. If styrofoam float logs are to be used, they shall be fully encased in wood or other method of encasement to prevent the break up styrofoam. Other methods subject to Department of Community Development approval. 5. The applicant shall consider the use of alternative piling. MASON COUNTY DEPARTMENT OF COMMUNITY DEVELOPMENT STATE ENVIRONMENTAL POLICY ACT (WAC 197-11) MITIGATION MEASURES 1. No more than 20 percent of the total area of the float structure shall ground out on the beach. The grounded portions of the structure shall run parallel to shore and shall either be attached to the float or be molded into the float. The remainder of the bottom of the float structure shall be maintained a minimum of eight (8) inches above the substrate. 2. The pier, ramp, float and associated moorings shall be located to avoid shading of eelgrass and other aquatic vegetation. 3. Floatation for the structure shall be entirely enclosed and contained to permanently prevent the breakup or loss of the flotation material into the water. 4. The Mason County Department of Community Development discourages the use of such materials treated with creosote and recommends the use of steel, plastic, concrete or less- toxic alternative wood treatments. 5. Debris or deleterious material resulting from construction shall be removed from the beach area and project site and shall not be allowed to enter waters of the state. 6. Water quality is not be degraded to the detriment of the aquatic environment as a result of this project. 7. This project also requires a Hydraulic Project Approval from the Washington Department of Fisheries 8. Recreational piers shall be no higher than 11 feet above mean higher high water. Piers and docks shall have at least an eight foot span between pilings. 9. The surface.of floating structures shall be a minimum of eight inches above the surface of the water. 10. All floating structures shall include intermittent supports which run parallel to the shoreline to keep structures off the tidelands at low tide.
