Timothy& Linda Pearson, Appellants, were not present at the hearing. Assessor Patti McLean was present. The Appellants stated on their petition that they purchased the waterfront five-acre parcel for$100,000. The Assessor provided four comparable sales which are also high bank acreage. The values, as adjusted, range from $205,000 to $250,000. The value of the subject parcel falls below this range. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $167,975 and improvements at$0 for a total of $167,975 for the subject parcel. Matthew Jeffries, Appellant, was not present at the hearing. Assessor Patti McLean was present. The Appellant stated on his petition that his value went up when he added an additional bathroom and there are no other improvements. He also noted that the detached"barn" is in poor condition and in need of repairs. The appliances on the inside are dated and need replacement. He also included one comparable sale, which is a larger home at 331 E Robbins Road, Grapeview, WA that sold on 3/15/2023 for$803,000. The Assessor provided three comparable sales, all from 2021. The values, as time adjusted, range from $964,950 to $1,206,336. The value of the subject parcel falls below this range. The Assessor also stated there is a 15% depreciation on the home and a 45% depreciation on the detached barn for a total amount of$101,810, which the Assessor stated makes up for the deficiencies. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $198,635 and improvements at$646,710 for a total of $845,345 for the subject parcel. The Assessor provided a corrected notice of value during the appeal period reducing the original improvement value to $735,065. The Board found no clear, cogent, or convincing evidence that the Assessor was in error. Therefore, the Board sustains the value for the land at $219,360 and improvements at$735,065 for a total of $954,425 for the subject parcel.
