A copy of a recorded O&M Covenant for the proposed United Methodist Church in Belfair has
been received by Public Works, and Public Works' review and acceptance of the proposal is
complete.
I haver also had a conversation with Pat McCollough,the project engineer, and informed him
that I'd reviewed and accepted the proposal with a condition/recommendation that all of the
catch basins be equipted with emergency spill control oil water seperators. Pat indicated that he
didn't consider that an unreasonable condition and felt it was acceptable.
Please inform me, or have the applicant notify me when the stormwater control features are
completed so I can inspect and approve the completed facilities.

The Stormwater Site Plan(SSP)for the proposed United Methodist Church to be located in
Belfair, has been received and reviewed by Public Works, and determined acceptable with one
exception.
The parking and loading area runoff is directed to the proposed infiltration pond without any
treatment. I have discussed this with Pat McCullough,the project engineer. He has agreed to
incorporate Spill Control (SC)oil/water separators in the proposed catch basins (7 total). Pat and
I considered a single SC separator in the last catch basin located ahead of the infiltration pond,
but given the area of the parking and loading areas, a single separator might not be able to keep
contaminants from reaching the pond, so I am requesting SC separators at all catch basin
locations. Approval of the SSP should be conditioned on the installation of SC oil/water
separators at each of the catch basin locations.
An Operation and Maintenance Covenant accompanied the stormwater plan which I have
reviewed and edited. I am returning the O&M Covenant to Mr. Tom Miller,the church's
representative along with instructions for recording the document. I will inform you when the
O&M Covenant has been recorded and I received a copy of the recorded instrument.
