PROJECT DESCRIPTION SCJ Alliance was asked to assess potential stream conditions on the future Mason Transit Authority Park and Ride site, located inside of Tax Parcel number 12321-41-00000 near the intersection of Highway 3 and Log Yard Road, about a mile northeast of Belfair,WA(Figure 1). Mason County GIS maps indicate a potential stream crossing through the MTA development site, however, no streams were clearly documented in the past. To answer the question,SCJ Alliance staff—Patrick Holm, P.E. and Lisa Palazzi, CPSS, PWS—visited the site on January 16, 2019 to evaluate culvert crossings and look for evidence of continuous surface flow pathways. RESULTS AND DISCUSSION SCJ Staff visited the site on January 161h, 2019 to assess potential stream conditions. The weather was 45 degrees and clear, but antecedent rainfall conditions were within normal range. the range of normal. The definition of a regulated stream per Mason County Code is the same as the state definition—WAC 222-16-030: "Streams: Those areas where surface waters flow sufficiently to produce a defined channel or bed. A defined channel or bed is an area which demonstrates clear evidence of the passage of water and includes,but is not limited to, bedrock channels, gravel beds,sand and silt beds and defined channel swoles. The channel or bed need not contain water year round. This definition is not meant to include irrigation ditches, canals,storm or surface water runoff devices or other entirely artificial watercourses, unless they are used by salmon or used to convey streams naturally occurring prior to construction. " For purposes of this project,we focus on the definition of a Type Ns Stream (non-fish,seasonal): "Type Ns Streams"are all segments of natural waters within the bankfull width of the defined channels that are not Type S, F, or Np Waters. These are seasonal, nonfish habitat streams in which surface flow is not present for at least some portion of a year of normal rainfall and are not located downstream from any stream reach that is a Type Np Water. Ns Waters must be physically connected by an above-ground channel system to Type S, F, or Np Waters." Therefore,for a seasonal flow channel to be regulated as a stream,the surface flow pathway must surface flow into other streams or wetland systems. To make this determination,we walked the existing logging road that crosses through the project site and marked (with handheld GPS waypoints) locations of two culverts and associated flow pathways in the road in the �i vicinity of the mapped stream channel (Figure 2). The presence of culverts suggests that there was •�•• some surface flow in the past. �.` We assessed surface flow pathways upstream and p•••. downstream at each culvert crossing. There was •s'• no flow or even evidence of past flow through the culverts on the day of the field visit. The areas upstream and downstream at each culvert crossing were dry with no scour marks or evidence of ponded water. Downstream of both culverts,there was what appeared to be an old excavated channel for about 20-30feet, but neither channel showed evidence of flow or ponding, and both were vegetated with mostly upland plants—including Scotch broom,salal, sword fern, bracken fern and Oregon grape. Photos in tables below provide visual evidence of lack of regulated stream conditions-- no continuous surface drainage course downstream. R t A A 4 ' I Technical Memorandum TO: Mr. Patrick Holm, PE, SCJ Alliance FROM: Lance Levine, PE, and Benjamin Ford, PE DATE: September 3, 2019 RE: Pilot Infiltration Test Evaluation Mason Transit Authority Belfair Park-and-Ride Improvements Belfair, Washington Project No. 1174015.020.021 Introduction This technical memorandum summarizes the results of geotechnical engineering services provided by Landau Associates, Inc. (LAI) in support of the Belfair Park-and-Ride Improvements project, located southeast of Log Yard Road and State Highway 3 near Belfair, Washington (site; Figure 1). This technical memorandum has been prepared based on information provided by representatives of SO Alliance (project civil engineer)and the results of LAI's field explorations and geotechnical analyses. Project Understanding Mason Transit Authority(project owner) proposes to construct a park-and-ride facility on a 7-acre site near the border of Mason and Kitsap Counties.The site will be part of a larger commercial/industrial development. Proposed site improvements include a 1,500-square-foot office building, two bus shelters, illumination (i.e., light poles), paved parking lots and drive lanes, and stormwater management facilities in the southwestern portion of the site.The site layout will be finalized during design. The stormwater manual that will be used to design the infiltration facilities has not been chosen at the time of this writing. Geologic Review Geologic information for the site was obtained from the Geologic Map of the Belfair 7.5-minute Quadrangle, Mason, Kitsap, and Pierce Counties, Washington (Polenz 2009).Vashon glacial ice-contact deposits (Qgic) are mapped at the site,with Vashon till (Qgt)to the east. Ice-contact deposits are described as sand,gravel, lodgment till, and flow till with minor silt and clay beds. The deposits were formed by debris-laden meltwater streams coursing beyond the glacier margin.This unit is often accompanied by stagnant-ice features, such as kettles, eskers, and subglacial outwash channels.The soils observed in LAI's July 2019 explorations are consistent with the mapped geology. 14 LANDAU ASSOCIATES 955 Malin Lane SW,Suite B • Tumwater,Washington 98501 • (360)791-3178 Landau Associates Pilot Infiltration Test To support expansion of an existing stormwater infiltration pond, LAI completed one small-scale pilot infiltration test (PIT) evaluation at the approximate location shown on Figure 2.The PIT evaluation was completed in general accordance with the Washington State Department of Ecology's 2005 Stormwater Management Manual for Western Washington (2005 SWMMWW). On July 31, 2019, Howard's Construction and Excavating, subcontracted by LAI, excavated a test pit that measured 13.63 feet (ft) long by 8.13 ft wide and 4 ft deep. Summary logs of the subsurface conditions encountered are presented on Figures 3 and 4. During the 2-hour soak period, a water level of at least 24 inches was maintained at the base of the excavation.The water level corresponds to the maximum designed ponding depth. Following the soak period,water levels were monitored with a measuring rod, and recorded at regular intervals. After the flow rate had stabilized, a constant head was maintained for 1 hour, and the flow rate was recorded at regular intervals with an electric flow meter. Following the constant head test, a falling head test was conducted. Water levels were monitored until the water had infiltrated completely, and the excavation was empty.The excavation was extended an additional 5 ft to observe for mounding on restrictive soil layers. Groundwater was not observed to 9 ft below ground surface (bgs; the maximum depth explored). A field infiltration rate of 2.49 inches per hour was calculated by dividing the measured inflow of water by the area of the excavation base. Volume III of the 2005 SWMMWW provides recommended correction factors to reduce in situ infiltration rates and calculate design infiltration rates.The correction factors account for influent control (CH = 2), site soil variance (CFv= 1.5), and maintenance of the facility(CFm = 2). When correction factors were summed and applied,the field infiltration rate was reduced to 0.45 inches per hour. The Washington State Department of Transportation's 2019 Highway Runoff Manual may be used to design the infiltration facilities. For stormwater design, the manual references the most current version (i.e., 2019) of the SWMMWW, which uses correction factors for test method (CFt =0.4), site variability(CFv= 1), and facility maintenance (CFm =0.9). When correction factors were applied,the field infiltration rate was reduced to 0.90 inches per hour. Conclusions Using correction factors from the 2005 SWMMWW, the factored infiltration rate from the PIT evaluation (0.45 inches per hour) is nearly identical to the rate (0.4 inches per hour) provided in LAI's July 15, 2019 Geotechnical Engineering Report. The latter was calculated based on the results of grain size analyses. When correction factors from the 2019 SWMMWW are applied,the factored infiltration Pilot Infiltration Test Evaluation Belfair Park-and-Ride 2 September 3,2019 Landau Associates rate from the PIT evaluation (0.90 inches per hour) is twice the rate procured with the 2005 SWMMWW. LAI anticipates that soils at 13 to 15 ft bgs will have an infiltration rate of 1 to 1.5 inches per hour. If the 2005 SWMMWW is selected for stormwater design, LAI recommends using an infiltration rate of 1 inch per hour. If the 2019 SWMMWW is selected, LAI recommends an infiltration rate of 1.5 inches per hour for soils 13 to 15 ft bgs with an effective factor of safety equal to 4. Use of This Technical Memorandum This technical memorandum has been prepared for the exclusive use of SCJ Alliance and Mason Transit Authority for specific application to the Belfair Park-and-Ride Improvements project. No other party is entitled to rely on the information, conclusions,and recommendations included in this document without the express written consent of Landau Associates, Inc. (LAI).
