Per MCC,park and rides lots are permitted by right. Front yard building setback: Street frontage setbacks shall be 10 ft and landscaped. Landscaping: Parking lots are required to have perimeter landscaping in pursuant to the zoning setback standards mentioned above and the landscaping ordinance-MCC 17.31. Additionally,parking lots are required to incorporate interior landscaping pursuant to MCC 17.31 matrix. Furthermore,the minimum landscaped area between all other streets and a parking,service,or outdoor storage area shall be at least ten feet and include the following plantings: 1.An average of one tree per thirty linear feet of required landscaped area; 2.An average of one shrub per twenty square feet of planting area.Shrubs shall be at least sixteen inches tall at planting and have a mature height between three and four feet; 3.Ground cover per 17.31.020(d)(5)standards. Furthermore,parking lots in excess of 100 parking stalls,shall provide 35 sq.ft.of interior parking lot landscaping for every parking stall provided. Please have the landscaping plan clearly quantify this interior parking lot landscaping requirement. Grading: Any earthwork involving 200 cubic yards or more,requires a land modification permit. Light Standards: All lighting fixtures shall be shielded downward in order to prevent light pollution on to the adjoining street and neighboring parcels. See lighting performance standards in MCC 17.32. Bicycle Parking: One bicycle parking stall is required for every 12vehicular parking stall,unless the proponent can demonstrate that the use does not necessitate bicycle parking. Pedestrian Accessibility: Project will need to conform to the pedestrian accessibility outlined in MCC 17.25,including internal pedestrian pathways connecting the parking lot to the bus terminal and public spaces. If the proposed development is going to be located at least 165 ft.from the subject stream and 315 ft. from wetland(s),a stream/wetland study will not be necessary,as both buffer/setbacks mentioned above would be the most restrictive application of the environmental regulations regardless of actual classification type,otherwise,a stream-wetland report is required to classify and delineate both critical areas and their associated buffer/setbacks.
