The applicant has indicated that 70% of the volume will be removed leaving 20 trees per acre. The Growth Management Hearings . "Board order invalidates a portion of the Mason County Comprehensive Plan and portions of the . -Mason County Platting Ordinance and Development Regulations. $OW VPILL ZHIS A.FFECT YOU? All permit and/or development applications submitted to Mason.County after the date of the-Growth Management Hearings Board order(after January-14, 1999) are subject to this order. New applications for development vest to the local ordinance or, resolution-that is determined by the Hearings Board not -to substantially interfere with.the fulfillment of the goals of the Growth Management Act. Until the invalidity is removed, the Legal status of applications cannot be ascertained. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. Instructions for Applicants: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply". Complete answers to the questions now may avoid unnecessary delays later. Some questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions if you can. If you have problems, the governmental agencies can assist you. Give sufficient infonnation for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. See enclosed Development Site Plan and Vicinity Map. B. ENVIRONMENTAL ELEMENTS 1. EARTH: a. General description of the site (circle one): Flat, rolling, hilly, steep slopes, mountainous and other. See the Preliminary Site Plan that includes 2 foot contours prepared by field survey. 3 b. What is the steepest slope on the site(approximate percent slope)? The steepest slope on the property is 5% in the Northwest corner. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. The soils are gravel and sand. Type 1-A for septic. Everett Gravelly Series. d.Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. No. e. No. There is a natural depression on the site that will trap any erodible soil. g.About what percent of the site will be covered with impervious surfaces after project constructions(for example,asphalt or buildings)? Approximately 50% of the entire site will be covered with impervious surfaces when the project is complete. h. Proposed measures to reduce or control erosion,or other impacts to the earth, if any: Runoff will be controlled with the existing local depressions and a new detention basin contructed in the Northwest corner of the site. 2.AIR: a. What types of emissions to the air would result from the proposal(i.e. dust, automobile,odors, industrial wood smoke) during construction and when the project is completed? If any,generally describe and give approximate quantities, if known. Dust will be controlled by spraying with water during dry periods. Construction of the site will occur over an extended period of time which will minimize construction activity. b.Are there any off-site sources of emissions or odor that may affect your proposal? Yes, it is anticipated that the project will use approximately 6 acre feet of ground water .per year. 2)Describe waste material that will be discharged into the ground from septic tanks or other sources, if any(for example, Domestic sewage: industrial,containing the following chemicals. ..;agricultural,etc.). Describe the general size of the system, the number of such systems, the number of houses to be served(if applicable),or the number of animals or humans the system(s)are expected to serve. The septic system will discharge approximately 1000 gallons per day on the week- ends depending on church usage. The system will be a pressure system using sand augmentation to prevent pollution of the ground waters. The soils are Class 1 and 2 soils with an infiltration rate 1.2 GPD. 5 c. Water Runoff(including storm water): 1)Describe the source of runoff(including storm water)and method of collection and disposal, if any(include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. The storm runoff from the site will be collected in piping and delivered to a soil infiltration basin located in the NW corner of the site. There will be very little over- flow from the site with most of the runoff soaking into the ground. The system will be designed to handle a 25 year storm with no overflow. 2)Could waste materials enter ground or surface waters? If so,generally describe. No. d. Describe whether it will be used for heating,manufacturing,etc. The mobile homes on the site will be heated with electricity. There is no natural gas available to the site. b. Would your project affect the potential use of solar energy by adjacent properties? If so,generally describe. No. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: The church will be constructed in accordance with current energy codes. 7. ENVIRONMENTAL HEALTH: a.Are there any environmental health hazards, including exposure to toxic chemicals, risk offire and explosion,spill,or hazardous waste, that could occur as a result of this proposal? If so, describe. No. 1)Describe special emergency services that might be required. Fire protection in the event of a fire on site. 2)Proposed measures to reduce or control environmental health hazards, if any: The project proponents will work with Fire District No. 2 to develop an acceptable emergency fire access plan. The water system will be able to supply 1500 gallons per minute to the sprinkler system in the building. Sand Hill Elementary School and a large county park with soccer and baseball fields are to the East and North. Belfair State Park is located about 5 miles to the West and provides direct access to 9 Hood Canal and many other recreational opportunities. There are 7 golf courses within 30 minutes drive. A 400 acre off road vehicle recreation park is located a 90 minute drive to the West and North. b. Would the proposed project displace any existing recreational uses? If so,describe. NO c. Existing permitted connections impacted by the Department's work program and which, in the consideration of the Department• necessitate modification•relocation,or replacement in order to meet current Department connection location•quantity,spacing,and design standards,shall be modified,relocated,or replaced in kind by the Department at no cost to the Grantee. It any changes are made or proposed in the land use,intensity pf development,type of traffic,or traffic flow of the property served by this connection permit,the grantee is required to contact the Department to determine if further analysis is needed to determine it the change is significant and would require a new permit and modifications to the connection. 10. All buildings and appurtenances shall be so located at a distance from the right of way line of any State Highway that none of the right of way therefore is required for use of the patrons or customers of any such establishment.Grantee shall comply with local building codes.Set-back requirements for the location of buildings in relation to the right of way line are a function of local authorities, and they should be consulted regarding requirements that must be adhered to. The Grantee agrees to schedule the work herein referred to and perform said work in such a manner as not tc delay the Department's contractor in the performance of his contract. 11. Work within the right of way shall be restricted to between the hours of 8:30AM and 4:30PM ,and no work shall be allowed on the right of way Saturday,Sunday,or holidays,unless authorized by the Department.Any lane closures must be submitted for approval in advance of use.The hours of permitted closure may differ from the above noted hours. S 12. The shoulders,where disturbed, shall be surfaced with crushed surfacing top course three -inch minimum compacted depth,or as directed by the Department.The surface of the finished shoulder shall slope down from the edge of pavement at the rate of 1/2 inch per foot unless otherwise directed.The restored shoulder must not have any strips or sections less than 2 feet wide.The restored shoulder shall be surfaced with asphalt concrete Pavement. The Grantee shall be responsible for constructing and maintaining the access connection(s) and appurtenances between the shoulder line of the highway and the right of way line inclusive of surfacing and drainage.The Department has the right to inspect all installations at the time of construction and at any time afterward and to require that necessary changes and repairs be made. Unsatisfactory work will be corrected by the Department, at the Grantee's expense, or access may be removed at the Grantee's expense.Directing of surface water from private property onto Department right of way will not be permitted. ® 14. The access connection shall be sufficiently surfaced back an adequate distance from the edge of the pavement to prevent any tracking of material onto the highway.Any tracking of material onto the highway shall be subjectto enforcement of Chapter 46.61.655 RCW and shall be immediately cleaned up by the Grantee or the Grantee's agent. O 15. Standard highway warning signs designated as "Truck Crossing"sign, plate W11-6, shall be placed and maintained at Grantee's expense on each side of the access connection.Signs shall be in evidence only when access is actually being used. If necessary,flagmen shall be provided.Sufficient parking space shall be provided by the Grantee outside Department right of way so no vehicles will be parked on said right of way. ;Z 16. All manholes,valve covers,and like appurtenances shall be constructed at such an elevation to conform to the shoulder slope from the edge of pavement or as directed by the Department. X) 17. All slopes, slope treatment,top soil, ditches,pipes,etc.,disturbed by this operation shall be restored to their original doss section and condition.All hazards shall be marked by warning signs, barricades, and lights. If necessary,flagmen shall be employed for the purpose of protecting the traveling public. Roadside operations shall be specified by the Department's representative. �Q 18. During the construction and/or maintenance of this facility, the Grantee shall comply with the Manual on Uniform Traffic Control Devices for Streets and Highways.If determined necessary by the Department,the Grantee shall submit a signing and traffic control plan to the Department's representative for approval prior to construction or maintenance operations. Relative to advertising adjacent to all State highways,we wish to call your attention to the Scenic Vistas Act of 1971,Chapter 47.42 RCW and State Transportation Commission ruling Chapter 468-66 WAC.Violation of this section of the statutes will be sufficient cause for cancellation of this permit.On-premise signs are allowed. {� 22. The Grantee shall notify the Department's representative upon completion of the work under this permit so that a final inspection can be made. 9 23. This approach shall be constructed, adjacent to the Northeast property line, to meet the current type "D" road approach standards and aligned 90 degrees to the centerline of highway. The down slope from the edge of pavement, out a minimum of the shoulder width plus a foot shall be constructed at a minus 0.05 feet/foot down and away from the highway. Any problems created by surface water runoff directed toward the state highway must be alleviated at the Grantee's expense. Please review the type "D" templates for details for SU and Less. X 29. Asphalt paving of this access shall be extended from the shoulder line of SR 3 out to the right-of-way line at the Grantee's expense. All materials used within the state right-of-way shall be to WSDOT standards. X 30. The Grantee shall use the approved traffic control plans as provided in Exhibit "C". It is the Grantee's responsibility to provide adequate traffic control and protection to ensure the safety of the traveling public, all personnel, and equipment, working within the state right-of-way. If necessary, the Grantee shall provide certified flaggers for the purpose of protecting the traveling public. X 31. Any proposed landscaping or fencing within the Department's right-of-way must not infringe on the sight distance or the roadside clear zone. The disturbed area within the Department's right-of-way shall be contoured, graded, seeded, fertilized, and mulched at the .-Grantee's expense to reduce erosion and problems with surface drainage. There has been hundreds of hours of volunteer efforts by a steadily growing church body to build a church in the Belfair area. The project has been languishing for over two years due to the lack of adequate fire flow. Church members are very frustrated with the delay of the project and, in hopes of getting the project moving again, have retained Engineering Ser- vices Associates to investigate and recommend a s Elution to the fire flow problem that is within their limited budget. The purpose of this report in to present alternatives for providing domestic water supply and fire flow to the site that are financially feasible. PROJECT HISTORY Approximately one square mile of land along State Route 3 at the "top of the hill" has been designated for industrial land use. Several major businesses have already located in the area. The availability of potable water and fire protection are major impediments to the further development of the area and to the safety of existing businesses. Beginning several years ago the two largest land owners in the area, the Johnson family and the Overton family, requested that the Belfair Water District extend water service into the area. In re- sponse to this request, the water district hired Conser Townsend - Envirodyne, Inc. of Tacoma to design an extension of the district's water system to serve the area. The exten- sion was in compliance with the District's 1994 Comprehensive Water Plan and would strengthen the North end of the existing water system which is in need of additional storage and fire flow capability. To extend water service into the area required the formation of an additional pressure zone with a Hydraulic Grade Line (HGL) of elevation 471. (With the exception of a small booster area the entire Belfair Water District is currently in one pres- sure zone with a HGL of 271) The proposed water system extension included a water booster pump station located at the North tank site with emergency power, approximately 6,700 feet of 12 inch diameter Ductile Iron Pipe, several thousand feet of 8 inch ductile iron pipe and a 1,000,000 gallon, 120 foot high, steel standpipe reservoir located on Overton property behind Cascade Floral. The estimated cost was over $1,000,000. To finance the project the District sought and obtained a Public Works Loan of$1,200,000 at zero interest from the Washington State Public Works Loan Fund. (The loan expires in March of 1999 unless renewal is granted.) The loan was to be repaid with water revenue and service connection fees from the businesses and home built in the new service area. The water system extension was moving along nicely until 1998. The consultants had com- pleted the design to the 50% level and construction was planned for the summer of 1998. During the winter of 1998 it began to become apparent that Mason County and the Growth Management Board were going to be several years ironing out their differences. The effect of this impasse was to place a moratorium on all land development in area. Faced with possibility of not being able to develop the land, the developers and the water district both started to get nervous about committing to such a large investment. Belfair Water District requested that the developers guarantee repayment of the Public Works Loan. The devel- opers could not assume such a large financial risk - thus the current impasse. DESCRIPTION OF THE CHURCH PROJECT AND ATTENDANCE The Methodist Church proposes to build a 7,500 square foot church with a 5,000 square foot upper floor, a 2,500 square foot basement and a kitchen. One service and will be held at the church weekly with 200 people in attendance when the church reaches full strength. Total weekly attendance is estimated to be 400 people. ESTIMATED WATER USE FOR DOMESTIC SUPPLY AND IRRIGATION Water use is related directly to the size and use of the sanctuary and the amount of irriga- tion required. At 5 gallons water use per person, weekly domestic water use is estimated at 2000 gallons. Based on the proposed site plan, shrubs and lawn area is approximately 10,000 square feet. The average growing season water deficit for this area is 9" over 120 day"dry" period. The average daily water used for irrigation will be 500 gallons per day. The average daily water use for irrigation and domestic consumption is estimated to be 785 gallons per day during the dry season. The maximum daily water use is estimated to be 1,500 gallons per day. REQUIRED FIRE FLOW The church structure is Type V structure with 7,500 square feet of floor area - 5,000 S.F. up and 2,500 S.F. down. The structure will be constructed of wood with wood siding. The church occupancy is Type II Light Hazard with a "remote area" of 1500 square feet. It is proposed to install a sprinkler system in the building. The normal fire flow required for this building in Mason County is 1,500 gpm for 1 hour (90,000 gallons of water) with a minimum pressure of 30 p.s.i. Mason County has indicated that NFPA 13 STANDARDS FOR LIMITED WATER SUPPLY SPRINKLER SYSTEMS can be used for this building because there is not currently public water supply to the site. NFPA standards are based on the amount and duration of water required to supply the sprinkler system in the building which is determined by the sprinkler system designer. Since sprinkler system design is a profession all its own, I contacted Margaret Obrien, P.E. or "Margie" of Patriot Fire Protection of Fife, Wa. for help. (Patriot Fire Protection has installed several sprinkler systems under the Limited Water Supply Standards. They installed the sprinkler system in Prince of Peace.) Margie indicated that the flow required for the building would likely be less then 200 gpm. for 30 minutes. This estimate was based on 0.1 GPM over 1200 square feet and 0.2 gpm over 300 square feet (the kitchen area)which equals 180 GPM. The flow was then rounded up to 200 GPM. The Mason County standards call for 0.2 GPM over 1500 square feet which would require a flow of 300 GPM. Margaret does not agree that the NFPA 13 standards require such a high flow for the entire remote area and feels that Mason County will accept a design based on the lesser value. The minimum pressure to the system required by Mason County is 30 p.s.i. Margie recommended a mini- mum pressure of 36 psi. An additional requirement of Mason County for systems where the well pump provides the entire water supply is that the sprinkler system and if the well also provides domestic water supply, then only 50% of the well capacity can be used for the sprinkler system supply. SYSTEM DESIGN CRITERIAAND ALTERNATIVES There are several alternative solutions to providing fire flow to the church. Three alterna- tives will be presented for further considerations. Each of the alternatives has its own dis- tinct advantages. Alternative 1: Use the Overton well on an interim basis until the property owners can con- struct a reservoir for fire protection. Requires the installation of well pump, piping to the site, and controls. It is assumed that the piping and pumps would be installed to fit into the ulti- mate future water supply be it owned by the property owners or the Belfair Water District. Alternate One: Overton Well (Only) System Design Criteria: 1. USGS Building First Floor Elevation = 328 feet. 2. Highest Sprinkler Head Elev. = 340 feet. 2. Required Sprinkler System Flow = 200 GPM or less. 3. Required Sprinkler System Static Head at the Highest Sprinkler Head = 36 p.s.i. Provide: 1. Well Flow of 400 GPM 2. A Minimum System Static Head at the Church of 83 feet 3. Install a 60 HP, 5 stage, 480 Volt, 3 Phase deep well pump capable of 400 GPM at 400 Feet TDH along with a 5 HP Deep Well Pump mounted on top of each other with Wesly Strawn mounting tool so they can mounted in the same casing.A well house will required with 4 pressure tanks and a flow control valve. Use 6 GIP drop pipe and #2 Wire along with a Subtrol motor protection device and controls. Hydrant Elevation = 326 feet, Sprinkler Elevation = 340 feet. 4. Minimum Static Pressure at the Hydrant = 20 p.s.i. = 46 feet. Provide: 1.A 70 foot high steel standpipe reservoir with 164,500 gallons of storage (2350 gallons per foot)with a base elevation of 352 and an overflow elevation of 421. Design Tank so it can be increased in height to 120 feet to an overflow of 471. 2. Reservoir Storage Available for Fire Protection using Hydrants = 421- (326+46)*(2,350)=115,150 gallons plus (400 gpm - 25 gpm)for 60 minutes = 22,500 gal- lons. Total fire storage available = 137,650 gallons. 3. Reservoir Storage Available for Fire Protection using Sprinklers at 35 p.s.i. = 421- (340+83)"(2350)= None at 35 p.s.i. The well pump can provide 400 gallons per minute to the reservoir. The sprinkler system will not draw down the tank with a draw of only 200 gallons per minute on the distribution system.
