Mason County Building Dept. 426 W, Cedar/P.O. Box 186 Shelton, WA. 98584 I am submitting this Letter Of Hardship because your Permitting process takes a minimum of four weeks. I was forced to put in a community water system at the time my short plat was to be recorded. After 20 months enduring this process now I have to have a well equipment enclosure that is 12 feet wide and 16 feet long. I fully intend to build the enclosure to meet or exceed the U.B.C. I understand that any structure that has in excess of 120 square feet requires a Building Permit. My Well Equipment Enclosure has an area of 192 sq./ft. In addition, it will be attached to an existing pole building type structure. I would greatly appreciate a variance for the 72 sq./ft. This community well system and associated structure is under the authority of Carolyn Jensen of Mason County Environmental Health. I have been transferred to Newport News Virginia, the longer this process takes to finalize my short plat I am putting my career in jeopardy, loss of potential buyers for each lot, I cannot refinance, and I have mounting debt that has well extended me beyond my financial means because of Mason County Requirements that occur when this short plat could have been completed long ago if I knew all of the requirements all at once instead of one surprise and one more financial burden after another. The weather is cumbersome to deal with ground work this time of the year. I have Fybromyalgia, a debilitating form of Arthritis which physically impedes the time factor for I must rest after only a couple of hours of physical exertion. It is a miserable time of the year to be doing this project but I have no choice but to press on by myself until it's completion. I can't pay for any of this mounting debt until I close the sale of one of the lots subject to county approval of the Short Plat. Please don't misunderstand me, I support applying for permits. Randy Neff helped me through the Short Plat process, Pam Denton and Mark Thomkins helped me through a septic repair and Carolyn Jensen has been helping me through the Community Water system process. Northwest Water Systems is providing design and management , Nicholson Well Drilling is installing the equipment. The hardship is in the time that it takes to go back through same departmental process my Short Plat has gone through already for 72 sq./ft. of non-living space. Please consider my request for variance of my well structure. 1:: Patrick E. Mati'Jevich
