The Planning Department / Mason County has started an investigation with regards to the
complaint described above and assigned a case number. At this time, the County has not
substantiated if the complaint is valid, but has a responsibility to investigate the matter.

Dear Ms Anderson,
This letter is in regards to the short subdivision application that your company submitted
on behalf of your clien the above referenced parcel in Lake Land
Village, Division 10. Last week I performed a site inspection of the property and my
comments are as follows:
Slopes
I measured the slope on site at about 28%which means that a geo-technical assessment
(meeting the requirements of section 17.01.100.E of the Mason County Critical Areas
Ordinance) is required. An additional complication to the site is that the property was
recently logged without a required Mason Environmental Permit(MEP). Cutting trees on
slopes over 15%requires a geo-technical report(as opposed to a cheaper assessment—
see section 17.01.100.D.2.b). I have forward;"d
vations about the tree cutting to
our Code Enforcement Office C. you client should expect that
ultimately a geo-technical report or[this site will be required.
Your geo-assessment and/or report should be delivered to my attention. Once it is here, it
will be forwarded to a private sector engineer for review and approval. These contractors
charge an hourly rate,which your client will be responsible for.
Survey Map
As mentioned in my letter of 3/6/08,the information provided on your plat map sheets
needs to be consolidated on to a single sheet. Much of what you included is not required
and some of what is required,wasn't included(i.e. the Water Rights Exemption and
Allocation statement and your new survey pins). I am returning a marked up plat map set
to you to help with the consolidation.

Please let me know when your crew has set their survey pins to that I can re-inspect for
them.
Stormwater Plan
Just a reminder that Public Works is expecting you to provide a stormwater plan for this
site consistent with the 1992 WSDOE Manual. Their approval of this proposal depends
on an acceptable plan being provided.
Pending Sub-Reviews:
Currently I am waiting for the following departments to sign off on their portions of the
review of this proposal. Mason County Environmental Health, Mason County Fire
Marshal, Mason County Public Works and Mason County Waste and Utilities.

Dear Ms Anderson,
In the course of reviewing older files for pending subdivisions, I noticed that there has been no recent
activity for the proposal of your client Kevin Boyd to subdivide his E Allyn View Drive property on the
above referenced tax parcel.The last activity that I am aware of was in December 2008 when I
forwarded to you some comments from Fred Perryman of Public Works regarding changes that

needed to be made on the plat map(copy enclosed). I also do not have any record of having ever
received a geotechnical assessment for this site, as I requested in a letter dated March 6, 2008,
Please find enclosed a submittal checklist as we have changed the review procedure on geo-reviews
since my original request. In order to keep this case from expiring due to inactivity, some significant
activity needs to occur in order to restart this project. Please find out how your client wishes to
proceed and reply to me with in 180-days of today's date. If no activity occurs on this case during
next 180-days, per the requirements of Mason County Title 15,the case will expire. I certainly hope it
doesn't come to that.
If your client wishes to formally withdraw his application, he would probably be eligible for a partial
refund for some of his application fees.

The access from Allynview appears adequate providing the residential structures are sited with
respect to Mason County Code chapter 14.17.110. If the distance is greater than 150 feet and more
than 14%, a residential sprinkler system will be required.A hydrant from the Lakeland water system
is located on Allynview.The flow information is not known at this time.
Several existing water systems are immediately adjacent to this short subdivision, is connection to an
existing system possible?

I've reviewed the information you've sent me regarding this short plat.The fact that these properties
border an existing sewer line means that connection to the sewer is mandatory and since there will

be no common line construction as part of the plat development, our review of any sewer
construction will be on a lot by lot basis at the time of the individual construction. If you have any

Letter of Incompleteness
Dear Ms Anderson,
This letter is to acknowledge that the Mason County Planning Department has received the
application for the Kevin Boyde short subdivision on the above referenced parcel. I know that you
worked hard to insure that your initial application was complete, however there are problems with this
application that prevent me from accepting it as it is currently presented. Please find below a list of
items that are need to make a determination of complete application and a second(preliminary) list
of items that will eventually be needed, but are not required for a determination of complete
application.
Items needed to make a Determination of Completeness:
You submitted one copy of the survey map, but Title 16 requires that a minimum of three be
submitted at the time of application. In this instance we could actually use a total of six, so please
provide me with five more copies of sheets 1 and 2. Eventually I will want you to concentrate all of
the required information onto a single sheet(which is possible, as much of what you have provided
here is extraneous). But just to get the review started you can provide maps in their"as is"format.
Related to the survey map, Public Works requires closures for the survey. Please provide a set of
closures to me and I will forward them to Public Works for review.
The notice requirements for adjacent property owners includes all lots within 300 feet of the subject
parcel. I appreciate that you provided mailing labels for those properties closest to the subject parcel
but 1 will need addresses for all of the property owners within 300 feet. I am enclosing a marked up
and scaled map to help you with this.
Preliminary list of items that will eventually be needed prior to approval:
I happen to know that slopes on this property exceed 15%and that a geotechnical assessment for
this project will be required. So you and/or your client should consider hiring a qualified person to
prepare such a document.
I expect that Public Works will want a stormwater plan for this site, consistent with the requirements
of the 1992 WSDOE Stormwater manual.
I expect that Mason County Waste&Utilities will want you to meet all of the conditions of Tom
Moore's letter of 10/5/07.
The County can not begin the formal review of this short subdivision application until the application
is considered complete.When the above items(from the first list) have been submitted I can make a
Finding of Completeness,which will start a 120-day review clock(though it will not necessarily take

that long)as, specified under Mason County Title 15 (15.09.100).The review clock does not start
until the application is deemed complete. This letter should not be construed to mean that no other
information will be required prior to approval. This is just what we need to accept this as a complete
application.Also,for your information, per 15.05.040.C, you have up to 180 days to provide the items
requested in this letter. Failure to provide the required material with in 180 days will result in the
closing of this case.
