HomeMy WebLinkAboutWetland Report - MEP Reports - 7/21/2016 �ar6or environmental Keview cjervices 7603 52ND FL Gig harbor, WA 98355 Phone 253-651-9221 Fax: 253-251-3155 July 21,2016 Mr.and Mrs.Bill Root P.O.Box 1959 Silverdale,WA 98383 RE: MASON COUNTY TAX PARCEL NO 12220-50-17003 1 Dear Mr.and Mrs.Root: Thank you for contacting me regarding the above referenced parcel as identified in a report dated October 11,2007 titled Wetland Analysis Report for a 2 Acre Property on East North Bay Road,Allyn Mason County, Washington and prepared by Wiltermood Associates,Inc. Per your request,a site visit was conducted in early July,2016 to compare current site conditions with those present at the time of the report. Since the time of the report,a single family residence(SFR)has replaced an existing trailer in the northerly portion of the original parcel. This area was not observed during my site visit. My visit focused on land southerly of the existing SFR in the vicinity of a recently installed approach and drainage features. As I understand it,the purpose of this visit is to help determine if changes in the wetland as a result of this recent installation appear to have occurred,outside of the direct impacts. The original report prepared by Wiltermood and Associates was comprehensive in describing conditions identified in 2007 and mapped the extent of wetland area. I found no change to plant communities,hydrology or soils in the area between and surrounding the newly installed features across the site to the shoreline. At the time of the report,one perineal non fish bearing stream was identified that appears to match the location you directed the water course that was more recently shown to intersect this original channel(N.L.Olson&Associates,Inc). The palustrine wetland was described as a forested sloped wetland dominated by Red Alder,Western Red Cedar with an understory of Salmonberry and Red Twig Dogwood(Wiltermood Associates, Inc.),all present under today's conditions and thriving. Soils were saturated near the surface,and hydric soils are present. An exact comparison of hydrology cannot be made due to work being performed at different times of the year and changes in climate,however,the presence of hydrology during the growing season which I was able to document is a good indicator that no dewatering of the wetland appears to have occurred. W7 TLANDCONSULTING E-N AIL:kar6orenvironmental@gmail.com Root Pg 2 The wetland rating system was revised since 2007 and implemented last year. I did not re-rate the wetland under the new system. The wetland category determines buffers and ratios for replacement in the case where wetland will be filled and replaced as mitigation. These items do not appear to be applicable and the new rating system is time consuming to complete,so I have not provided an update to that information. I reviewed the rating provided in the report and find improvements to vegetation cover noted but no changes to responses that would result in a different category determination under the system applied. At the time the wetland met the criteria for a category III wetland which is considered a lower category than a category I or 11 wetland and higher than a category IV wetland.
