DCD WO# 999915 SUBJ: Grading Plan Review NAME: Jack Johnson GRD2000-00001 A new erosion and sediment control plan for the proposed development of Jack Johnson's Belfair property associated with the above referenced grading permit has been received and reviewed by Public Works. Attached please find a copy of the new information. On March 8`h, I delivered a recommendation to the building department to approve a grading permit under the same grading permit number, but the proposal at that time was only to grade and construct the access road to the subject parcels. The attached plan appears acceptable as the erosion and sediment control element of the Large Parcel Stormwater Site Plan for the bulk of the proposed clearing, but I feel the potential for damaging neighboring properties is too great to allow the clearing of the property without additional stormwater control planning. The SEPA determination on the development of the subject property required a Stormwater Site Plan (SSP)to be prepared prior to any land disturbing activities. Since it appears that it is the applicant's intention to log and clear the property at the same time, a stormwater plan needs to be developed and possibly implemented at the same time as the logging/clearing operation. With already existing stormwater runoff problems being experienced along the Boad Road and downstream to the Union River, application of Ecology's downstream erosion control discharge rates will probably be necessary for runoff mitigation. I contacted Einar Gunderson, P.E., on March 23`d to discuss the plan before me, and explained that I felt that permanent stormwater control features needed to be designed for the site before site work proceeded beyond grading the access. The remaining steps for installing a straw bale barrier for sheet flow applications apply here, with the following addition. 3. The barrier shall be extended to such a length that the bottoms of the end bales are higher in elevation than the tap of the lowest middle bale (Figure II-5.20) to assure that sediment-laden runoff will flow either through or over the barrier but not around it. Maintenance • Straw bale barriers shall be inspected immediately after each runoff-prcducing rainfall and at least daily during prolonged rainfall. • Close attention shall be paid to the repair of damaged bales, end runs, and undercutting beneath bales. • Necessary repairs to barriers or replacement of bales shall be accomplished promptly. • Sediment deposits should be removed after each runoff-producing rainfall. They must be removed when the level of deposition reaches approximately one-half the height of the barrier. • Any sediment deposits remaining in place after the straw bale barrier is no longer required shall be dressed to conform to the existing grade, prepared and seeded. •• All temporary and permanent erosion and sediment control practices shall be maintained and repaired as needed to assure continued performance of their intended function. All maintenance and repair shall be conducted in accordance with an approved manual. • All temporary erosion and sediment control measures shall be removed within 30 days after final site stabilization is achieved or after the temporary BMPs are no longer needed. In that letter, you state the following: 1. To date, you have imported 3000 cubic yards of fill from a job site at the "S" corners on Highway 3, in Belfair, and; 2. About 2000 yards of miscellaneous import. 3. The balance of the fill has been form material moved from on site to different areas on the same site. You are requesting the following: 1. To import 40,000 cubic yards from a project at a WDOT job site near Port Orchard. 2. Approximately 10,000 to 25,000 cubic yards of the total 40,000 cubic yards will be "stock-piled" at the Corbet site, for eventual transfer to another site, for which you have a separate grading permit. That will result in a net quantity of fill from the WDOT site to the Corbet site of between 15,000 and 30,000 cubic yards. Your request is approved, with the following conditions(s): 1. At the completion of the import of the fill from the WDOT site to the Corbet site, we are requesting that you arrange for a site inspection by the Mason County Planning Department and the Mason County Public Works Department, for the purpose of assessing the total fill brought to the site under Grading Permit GRD95-0033. 2. When that inspection has been completed, you will be approved to continue the import of fill to the Corbet site, up to the limits of the permit.
