TAHJA, P/W County Hydraulic Engineer SUBJ: - JOHNSON GRADING PERMIT STRMWTR REVIEW GRD95-0033 SEP95-0200 Public Works review of the proposed permanent stormwater control facilities and temporary Sediment and Erosion Control features for the proposed Jack & Steve Johnson Grading activities, also referred to as the Corbit site, complies with stormwater control requirements for commercial development under Mason County's Parking Ordinance (Ord. No. 815) . The Engineer, Mr. Michael F. Wnek, P.E. , has developed a plan that addresses approximately 75% of the commercial property site to be covered with impervious surfaces (roofs & paved/gravel parking & roads) . Future development of the property will need to be reviewed, and if the capacity of the proposed stormwater facilities is fully utilized, additional design/engineering may be necessary at that time. Large Parcel Permanent Stormwater Control facilities are required by Ecology to be covered by an Operation and Maintenance Covenant (0&M Covenant) . Attached please find a copy of the form Mason County has accepted for similar projects to satisfy this need. Custom O&M Covenants prepared by the proponent are typically created to carry out the 0&M work on mutually beneficial facilities (plats - business parks) , but Public Works will still required that the attached form be completed to provide the County the authority to step in should the private maintenance prove inadequate, untimely, or unavailable. A permanent stormwater facility plan has been reviewed by Public Works, and was found acceptable, but since that acceptance, Mr. Johnson and his engineer has met with Public Works to discuss possible changes they may make to their approved design. Though the Johnson's have indicated that they may change their designs, they currently have submitted a permanent stormwater control plan and an Operation and Maintenance Covenant to cover it, and I would recommend that they be allowed to commence with construction. Project Description & Existing Conditions: Location: T 23 N, R 1 W, W.M., SECTION 21 Developer: Jack & Steve Johnson Parcel Acreage: 43 acres Develo mn ent Type: Commercial, to be developed in phases: Phase-I Land Clearing Phase-II Grading/Drainage Phase-III Building/Paving The project is located in northeast Mason County. The access point is from State Highway 3 northeast of the railroad overpass; approximately 1 mile from Belfair. The subject parcel is bounded to the east by State Highway 3, and to the west by the Burlington Northern Railroad. The site vegetation is second growth timber with moderate amounts of brush and ground cover. The property was logged in the spring of 1995. The general topography of the vicinity is irregular and is characterized by many closed depressions. General drainage in the vicinity is from south to north; however there is no positive drainage outlet to the area. All storm runoff is eventually trapped within low lying areas within Section 21. Three existing drainage basins have been delineated for the project site, labeled Basin-A through Basin-C, and shown on the attached Existing Conditions Plan (Exhibit E, Tab-2). The USGS topographic map for the area appears to portray a substantial upstream basin, southeast of SR-3, draining to the subject project. Field investigation of this area found most of this area is characterized by closed depressions, similar to the project site. The upstream drainage area directly flowing to the project site, as measured in the field, is included in the drainage analysis for each basin. Upstream areas which flow to closed depressions are not included in the engineering calculations for this project. 2. Downstream Conditions: If the water depth from storm runoff obtained a substantial height, drainage would eventually flow to the Union River and Lynch Cove of Hood Canal via routes to the north, south or west. There is no indication that this has ever occurred. Existing Condition Basins: Basin-A: This basin encompasses the southern-most portion of the project site, and includes an upstream area southeast of SR-3 that flows onto the project site via one culvert under the highway. This basin is a closed depression, with the lowest elevation located within the project property. Basin-B: This basin, the northern-most portion of the project site, also includes an upstream area southeast of SR-3 that flows onto the project site via four culverts under the highway. This basin is a closed depression; and although the lowest elevation is located downstream to the north (outside the project property) the engineering calculations will assume that all storm drainage will be retained on-site for this basin. Ba i - : This basin comprises the central portion of the project site. This area is characterized by many small closed depressions. It should be noted that the upstream area in-between Basin-A and Basin-B, southeast of SR-3, flows directly to a closed depression; it does not reach the highway and there are no culverts under the highway that could transport the runoff to the project parcel. Flow calculations for the existing conditions are not necessary, since all run-off for the developed condition will be infiltrated. 4. Soils: The soil type within the project site is almost entirely of the Everett Gravely Loamy Sand series. Everett soils fall within Hydrologic Soil Group "A" for runoff calculations. Four preliminary hand-dug holes were dug at locations within possible infiltration areas to classify soils types; two of the holes at the south end of the property, and two holes at the north end. Hand-holes 1 through 3 (HH#1, HH#2, HH#3) were in the low areas, and are characterized by surface layers of loam or loamy-sand overlying clean, coarse, sands. The fourth hand-hole (HH#4) was at an elevation slightly above the lowest adjacent elevation and was clean gravel. No evidence of a hardpan layer, or a perched water table, was found at any of the hand-holes. Three machine-dug holes (MH#1, MH#2, MH#3) were dug after initial designs had estimated the approximate location and size of the pond. All machine holes were dug in the vicinity of retention pond #1. Soils were very consistent between the holes. One of the holes was dug to a 10 foot depth to verify that the soils did not change with additional depth. The machine holes displayed the same loamy sand in the top 2 feet. They also showed that the lower material was coarse sand and gravel; not"sand" as classified by the hand-holes. From the soils investigation it appears that the native soils in the low-lying areas of the project site are clean, poorly-graded coarse sands and gravels, in which a layer of finer sand and silt has settled upon these areas through sedimentation over the years. 2 o bii Srt ."`::. At machine hole #2 (MH#2) a field percolation test was performed. The test produced very responsive percolation rates of over 1,000 inches per hour. Locations of the exploration holes are shown on Exhibit-E, Tab-2. Copies of the field investigation notes are attached in Tab-3. 5. Drainage Concept & Development Conditions: The best management practices required for this site are streambank erosion control and water quality. Initially the site will be cleared and grubbed (Phase 1). A separate Drainage Report dated 06/13/95 was produced for Phase I, to determine sediment pond sizing. The initial Phase II Drainage Report dated 07/17/95 was based on preliminary infiltration rate estimates, and required two retention ponds. This report revises the 07/17/95 report with more realistic infiltration rates and reduces the number of ponds required to one. This report also takes into account additional property purchased by the owners since the 07/17/95 report that has been annexed to the total development area. This report provides for the retention pond calculations for Phase III (final build-out) so that they can be constructed in Phase II. Since conceptual plans for Phase III have not been created, practical estimates of percent impervious area and time of concentration were used to size the ponds. Retention ponds are designed for up to 75% of impervious area within the project parcel, for the eventual development of Phase 111. Storm water runoff will, for all phases of work, be retained in open storage ponds and infiltrated via the ponds. Retention ponds will be sized for the 100-Year, 24-Hour event, and shall retain the volume of this storm and infiltrate it within 48 hours. One retention pond is proposed for the final project; located at the south end of the project. Basin delineation for the developed condition is shown on Exhibit-F, Tab-2. Infiltration calculations follow methodology presented in the Stormwater Management Manual for the Puget Sound Basin of the Washington State Department of Ecology (DOE.) This methodology uses design infiltration rates based on the Soil Conservation Service Textural Classification; not field permeability tests. Standard infiltration calculations listed in the DOE manual recommend reducing the infiltration rates provided (according to textural classification) by 50% of the theoretical rates, resulting in a safety factor of 2. The theoretical infiltration rate for "coarse sand" listed in the DOE manual is 20 inches per hour. The actual field percolation test produced infiltration rates of over 1,000 inches per hour. The design provided by this report uses the 20 inches per hour rate listed in the DOE manual; but does not apply the safety factor, since the field value is so much larger than the theoretical value. 3 _. _ __ + orb#Sine : .. ........ Hydrographs were calculated separately for the project basin (Basin-X) and the two upstream basins (Basin-A & Basin-B.) The hydrographs were then combined to create the runoff hydrograph entering the pond; Basin-B was shifted 20 minutes to compensate for its travel time through Basin-X to the pond. The designed pond does not have an emergency spillway. Flows greater than the 100-year design flow will continue to rise until approximately elevation 83.0 (3' above the dike) at which point the flow will outlet to the south via a culvert under the railroad grade. The retention pond does not overflow towards the State Highway until approximately elevation 86.0 6. Water Quality: Water quality will be provided by elongated interceptor ditches (bioswales) upstream of the retention pond. Phase III development may require additional water quality or source control best management practices (BMP) depending on the type of development proposed. 7. Recommendations: In light of the disparity between the DOE theoretical infiltration value, and the percolation rate measured in the field; further downsizing of the retention pond may be warranted. Since the existing soils are so porous, a more accurate percolation test should be undertaken with a larger supply of water. This could be accomplished after wells are available, or could be based on actual rainfall infiltration in the pond after it is constructed. The revised plans provide for retention of storm events through a 100 year 24 hour event, with provisions for emergency overflow if needed. The current stormwater control plan provides stormwater control for up to 75% site imperviousness. The percolation rates, determined from field percolation tests, were found to be uncommonly high. The engineer used a standard percolation rate available from PSWQA references, which provided a much higher factor of safety than is typically required for design use. At this time the proponent is offering the revised retention pond as available for 75% development of the property to impermeable surfaces, but may have capacity for additional imperviousness. We our pleased to review a proposal where the appropriate design criteria have been referred to, and that reflects the Design Manual recommendations. It appears that right- turn requirements were considered more important than left-turn requirements. This may have come about because the right-turn volume exceeds the graph limits of figure 910-10 and reference was made to the deceleration needs of right-turning vehicles. We agree that a right-turn lane is necessary for the development but, in light of an undefined project use and lower traffic volumes than left-turn access, would prefer that only 300 feet of right- turn storage be provided. The proposal shows 150 feet of left-turn storage. Due to the AM peak of 164 vehicles, we proposed that 200 feet of left-turn storage be provided. File No. 95143-$ M We have received and reviewed the subject channelization plan and have the following comments: 1. We previously said that 500 feet was unnecessary for the right-turn lane, but instead to use 300 feet. However, as the proposal will have an undefined type of light-industrial land use, we can accept a 500 foot right-turn/ deceleration lane. 2. We have requested additional storage for left-turns and maintain this position. Your request to use a 1:50 taper to achieve the requested left-turn storage is acceptable. 3. Sight distance for the proposed access was also reviewed. Per the Design Manual, approximately 1250 feet of sight distance is required for the turning movements exiting the site. This distance appears to be available to the North, but is limited by the vertical curve and railroad bridge to the South. However, the Design Manual does not provide distance reductions due to an acceleration lane. Therefore, the location of the proposed access appears to have the best overall sight distance. 4. As this is a National Highway System route full design standards, as in 12 foot lanes and 8 foot shoulders, are required. Please show the lane and shoulder widths on the plan. Also, show taper rates and lengths for the left and right-turn lanes, acceleration lane, and right-turn corners at the access (see Figure 910-9 for our standards on right-turn corners, use design vehicle WB-40). 5. The Stop Bar on the left-turn lane should be deleted. Please revise the acceleration lane to show Type 1 arrows (straight, not curved) at a 45 degree angle, and remove the additional striping shown from STA 379+60 (where one of the arrows is located) to its intersection with the tapered stripe. Olympic Engineering January 17, 1996 Page 2 of 2 6. An approval/ signature block will be needed on the channelization plan. Please see the attached example. 7. We have not yet received a signed JC Account letter from the proponent. This account will need to be set up to continue review of this proposal. 8. Standard Plans for Traffic Control are no longer used by the Department. These were replaced by a requirement that Traffic Control Plans be site specific. This requirement can be satisfied by either use of the appropriate approved Traffic Control Plan or incorporation of these guidelines (see attached plans) into the Channelization Plan (or other suitable site plan). Retention Pond#1: According to our Materials office, the proposed slopes of 2:1 or flatter, and depth of 5 to 7 feet, should be stable. If these slopes should change, or the depth increased, our Materials Lab will need to be notified. 2. Traffic Control Plans for this project have been approved by the Traffic Design office and are attached for your information. 3 Drainage: According to our Environmental /Hydraulics office the drainage calculations are acceptable. They recommend using an overflow channel from the pond to the railroad culvert. This should prevent the SR 3 culvert from becoming the overflow channel in case the pond doesn't function as planned. 4. Our Maintenance office raised some questions about the combination of pipe distances and amount of catch basins. The proposed catch basins, when spaced 300 feet apart, will present problems for our maintenance crews should they become plugged. The Maintenance office recommends using open ditches instead. Illumination: On sheet C2-1, revise the illumination schedule, Mast Length/Arm Type to Type 1 for all 3 luminaires. Also, specify the IES Distribution pattern for these luminaires. The Junction Box Schedule shows 230 foot and 380 foot spacing. These need to have a maximum of 200 foot spacing. Intermediates will be required if not otherwise changed. Conduit/ Wire Note # 2 needs to be revised as shown on the attached sheet. Conduit/Wire Note # 6 is missing and needs to be shown on the plans or removed as necessary. Olympic Engineering,Inc. 3472 NW Byron Street,Suite 202 Silverdale,.WA 98383 RE: Corbit Site, Proposed Large On-Site Sewage System,Belfair WA-Mason County Dear Mr..'Wright: It was a pleasure meeting with you during the pre-site inspection completed on September 4, 1996 for the purpose of determining site suitability and maximum effluent loading rate for the installation of a large on-site sewage system. Forty-eight(48)test holes were inspected during the inspection. The predominant soil type for this site appears to be Type 1A. There was some variability in the holes especially in the vicinity of holes#16,24,36, and 42 with soil types varying from Type 3 to 4 soils in these areas. As discussed during the site inspection the only unsuitable hole found,was in the vicinity of##26 due to very dense,loam to silt loam soil condition. This area shall be avoided. Generally,the site appears to be suitable for the installation of an on-site sewage system PROVIDED: 1. An engineering report,plans and specifications stamped by a licensed engineer shall be submitted to this department for approval prior to construction. The design documents shall show that the system meet all the requirements as stipulated in WAC 246-272-08001 "Large On-Site Sewage Systems"and further described in"Design Standards for Large On-Site Sewage Systems". A system meeting the requirements of Treatment Standard 2 must be installed. Sand lined beds or trenches with a minimum of 24"of sand fill meeting the specification requirements of ASTM C-33 would be an acceptable application to meet the treatment standard. Maximum loading rate for Type 1A soil conditions is 1.2 Gal/SF/day. Please refer to"Guidelines for Sand Filters". Pressure distribution will be required. 2. Although the soils in the vicinity of holes#16,24,36 and 42 appeared to be suitable for the installation of a large on-site sewage system the soils were much finer in texture than the predominantly Type IA soils found on the remainder of the site. For ease of design it may be desirable to avoid these areas. In the event these areas are utilized maximum effluent loading rates in these areas shall be 0.8 Gal/SF/Day in the vicinity of holes#16,36,and 42 and 0.6 Gal/SF/Day in the vicinity of hole#24. 3. The engineering report shall include those items specified in WAC 246-272-08001 and further explained in the design standards. The report shall show that the development meets the minimum land area requirements per WAC 246-272-20501 for Type IA soil conditions. 4. Please note that as stipulated in WAC 246-272 the engineering report shall include a discussion and analysis on the site's capacity to treat and dispose of the proposed sewage as well as public health impact on ground and surface water quality. This can be of more concern in predominantly gravely soils such as those present on this site. All wells and surface waters within 1,000 feet of the proposed drainfield areas shall be located on a map and enclosed in the design submittal. It appeared that there may be some wells located close to the property of the proposed drainfield area. It may be necessary to provide some type of hydrogeologic assessment in the engineering report which addresses groundwater movement,direction, quality,etc. ow L1 Mr. Bob Wright,P.E. October 29, 1996 Page 2 5. I've some concerns with the site in that the topography on the site is quite variable and slopes are quite steep in some areas. Please verify that the slopes are less than 30 percent in the areas that the drainfields are to be installed. In the event grading is proposed to remove some on the existing soils for the purpose of leveling, additional soil inspections may be required to verify soil conditions within 3 feet of the bottom of the finished grade elevation beneath the drainrock in the trenches. 6. The project shall comply with all local zoning,platting,and building requirements as they relate to sewer utilities. 7. Verification shall be provided in the engineering report that the project is in compliance with Growth Management mandates. 8. 'The engineering report shall include copies of all legal easements needed including those necessary for crossing the railroad right-of-way. 9. The engineering report shall identify the source of domestic water to serve the facility. Feel free to call if you have any questions. Grantee hereby authorizes the Department to enter upon their lands where necessary to construct or reconstruct the permitted access connection and/or construct and maintain traffic control devices and appurtenances. 6. On completion of said work herein contemplated,all rubbish and debris shall be immediately removed and the roadway and roadside shall be left neat and presentable and satisfactory to the Department. 8. The cost of construction or modification of a connection shall be the responsibility of the Grantee,including the cost of modification of any connection required as a result of changes on property site use in accordance with WAC 468-51-110. 9. The Department hereby reserves the right to order the change of location or the removal of any structure or structures authorized by this permit at any time,said change or removal to be made at the sole expense of the party or parties to whom this permit is issued,or their successors and assigns. 10. Existing permitted connections impacted by the Department's work program and which,in the consideration of the Department,necessitate modification,relocation,or replacement in order to meet current Department connection location,quantity,spacing,and design standards, shall be modified,relocated,or replaced in kind by the Department at no cost to the Grantee.The cost of further enhancements or modification to the altered, relocated,or replaced connections desired by the Grantee shall be the responsibility of the Grantee. 11. If any changes are made or proposed in the land use,intensity of development,type of traffic,or traffic flow of the property served by this connection permit,the Grantee is required to contact the Department to determine if further analysis is needed to determine if the change is significant and would require a new permit and modifications to the connection. 12. All such changes,reconstruction,or relocation by the Grantee shall be done in such manner as will cause the least interference with any of the Department's work,and the Department shall in no wise be held liable for any damage to the Grantee by reason of any such work by the Department,its agents or representatives,or by the exercise of any rights by the Department upon roads, streets,public places,or structures in question. 13. This permit or privilege shall not be deemed or held to be an exclusive one and shall not prohibit the Department from granting other permits or franchise rights of like or other nature to other public or private companies or individuals,nor shall it prevent the Department from using any of its roads,streets,or public places,or affect its right to full supervision and control over all or any part of them,none of which is hereby surrendered. 14. The Department may revoke,amend,or cancel this permit or any of the provisions thereof at any time by giving written notice to the Grantee. The access connection shall be sufficiently surfaced back an adequate distance from the edge of the pavement to prevent any tracking of material onto the highway.Any tracking of material onto the highway shall be subject to enforcement of Chapter 46.61.655 RCW and shall be immediately cleaned up by the Grantee or the Grantee's agent. ❑ 15. Standard highway warning signs designated as"Truck Crossing"sign,plate W11-6,shall be placed and maintained at Grantee's expense on each side of the access connection.Signs shall be in evidence only when access is actually being used.If necessary,flagmen shall be provided.Sufficient parking space shall be provided by the Grantee outside Department right of way so no vehicles will be parked on said right of way. ® 16. All manholes,valve covers,and like appurtenances shall be constructed at such an elevation to conform to the shoulder slope from the edge of pavement or as directed by the Department. ® 17. All slopes,slope treatment,top soil,ditches,pipes,etc.,disturbed by this operation shall be restored to their original cross section and condition.All hazards shall be marked by warning signs,barricades,and lights.If necessary,flagmen shall be employed for the purpose of protecting the traveling public. Roadside operations shall be specified by the Department's representative. ® 18. During the construction and/or maintenance of this facility,the Grantee shall comply with the Manual on Uniform Traffic Control Devices for Streets an Highways. If determined necessary by the Department,the Grantee shall submit a signing and traffic control plan to the Department's representative fo approval prior to construction or maintenance operations. ❑ 19. You've indicated that the intent of the report is to act as a"Master Wastewater Design Document(Master Plan)" for development of the 40 acre commercial project. The report is not specific as to the actual quantity of flows,businesses expected to occupy the commercial space,or the number of residential units. Although the plans include several design details,the plans appear to be generic. For example, a detail of the number of laterals in a drainfield area is shown but the actual location and layout of the drainfield laterals in each zone have not been shown. Therefore,the comments,questions, and concerns provided below are a result of a general review of the proposed concept and project rather than comments to the specific system design plans and details as shown. Once the following issues are resolved to my satisfaction, I will provide comments to the specific design details and plans. The design must be complete with all details, lateral layouts,collection system, and appurtenances shown and specified. 1. The collection system was not shown, however it's implied in the report that several on-site systems may combine at a common point at a control manhole. It was also referenced in the report that the total design flows for this project may exceed 38,000 GPD. In accordance with WAC 246-272-03001 the Department of Health(DOH)has authority for on-site sewage systems with design flows between 3,500 GPD and 14,500 GPD through any common point. Systems greater than 14,500 GPD(at a common point)fall under the authority of Department of Ecology(DOE). It would appear by the report(although not clear on the plans)that the systems combine at the control manhole. This would place the system under DOE jurisdiction. 2. In the event separate sewage systems are proposed with each having flows less than 14,500 GPD, each system would fall under DOH jurisdiction. However, due to the total flows generated at the site it is typically DOH policy to discuss projects such as this one with DOE for their comments and concerns. I will be forwarding a copy of the engineering report as well as a copy of this letter to DOE for their review. 3. The first paragraph of the report in"Introduction" references that the report is prepared in accordance with the LOSS design standards. The report must also include any provisions and requirements per WAC 246-272-08001(2) in the event individual systems are proposed with each one falling under DOH jurisdiction. 4. The report has indicated anticipated sewage design flows for this site at approximately 38,000 GPD which appear to be based on site constraints, minimum land, etc. rather than actual calculations of expected sewage flows from proposed facilities. As I indicated in my letter of 10/29/96 the engineering report needs to address several issues which includes a discussion of the site's capacity to adequately treat and dispose of the proposed quantity and quality of sewage as well as public health impacts on ground and surface water quality including any impacts to wells in the close proximity to the site. In my opinion, the report you've submitted has not adequately addressed these issues. This is especially of concern to me with the proposed quantity of sewage,the extremely gravelly soils seen at the site and the number of wells identified within 1,000' of the disposal site. An independent hydrogeologic assessment may be required by a consultant with experience in the hydrogeology of the area to assist in this part of the engineering report. There are statements in the report"owners of individual lots" indicating that lots associated with this development may have individual owners in lieu of one owner for the entire development. Please clarify this. Systems serving lots that are individually owned will require a public management entity(municipal corporation). 6. I've some strong concerns with the phased approach as proposed as far as actual implementation from the regulatory agencies. You've indicated that designs must be submitted and approved for each lot connection. This approach and concept must be discussed for concurrence between myself and the local agencies(health and building departments). 7. The section of the report"Compliance with Other Local/State Regulations"does not address SEPA compliance. It is my understanding per a recent phone conversation with a representative from the local health jurisdiction that this project is in the very early stages of SEPA review. An approval for the large on-site sewage system(s) serving this development will not be issued by this department until the development project has received SEPA approval. 8.
