submitted and a phone call with Mr. Cleaver
Access:
Contact Washington State Department of Transportation for access requirementss to State Route 3.
Stormwater:
Title 14 Chapter 14.48 of the Mason County Code shall be met for stormwater requirements.The county
currently uses the 1992 Department of Ecology Stormwater Manual for the Puget Sound Basin.The
2005 Manual has been adopted in the Belfair UGA and may soon be used in that UGA once an
ordinance is passed.

The proposal involves the construction/placement of a portable hot mix asphalt plant and will also
include the storage of both sand and gravel.The proposal also includes the placement of a portable

building that will serve as the office. The proposed location of the project is NE Peninsula, Belfair UGA,
and the parcel#is 1232142-00090.The working staff of the asphalt plant is listed as two people in the
applicant's notes. The applicant's also notes that a portable toilet will be placed on site for both customer
and employees'use. During this meeting I gave the applicant a copy of the Belfair UGA Zoning Code
(17.24.200"Bi"Business Industrial District)that would apply to the use of the proposed parcel and a
copy of the Landscaping Requirements(17.31.020)for the proposed site.
SEPA:The applicant will need to submit a SEPA checklist for the proposed development. The County
will act as the lead agency but applicant will also have to apply for a separate air permit from ORCAA
once the SEPA permit is given.
ZONING:The parcel(12321-42-00090)lies in the Belfair UGA area and is zoned(GC-BI)General
Commercial-Business Industrial and the proposed land use fits with the land use profile as stated in the
Business Industrial section(17.24.200).
SETBACKS: Section 17.24.250 addresses both the Bulk and Dimensional Standards that requires a
front yard setback of 30 feet along SR-3 and 15 feet on all other streets.
HEIGHT: MCRD 1.03.032 C. Maximum height restrictions shall not apply to storage silos, antennas,
transmission towers,water tanks on lands in all zones and on Resource lands; and shall not apply to
incineration facilities, boilers, electrical or generating plants,or industrial facilities on lands zoned as
industrial areas. In addition.
BUFFERS: Vegetated buffers are required for the proposed project under chapter 17.31.020.G.
CRITICAL RECHARGE ACQUIFER AREAS:The parcel does not lie within any critical recharge areas.
CRITICAL AREAS: No other apparent critical areas affect this parcel this includes both wetlands,
streams;this includes any types of slopes that would require a Geo Technical Assessment,There are
two streams in the vicinity. One is on the west side of the property and is approximately 300 ft from the
property line,the other runs parallel to the southeast border of the property line and is approximately 400
ft from the nearest property line.

I just heard from the building department that they are not requiring that your proposal include running
water and restrooms in your office structure. Environmental Health will accept a portable restroom but it
must incldue hand washing facilities.

Fire Marshal Review 01/10/2008 01/30/2008 DONE LAW
A fire apparatus access road needs to be installed to Ordinance#31-04 title 14 chapter 14.17 of the
Mason County Code. Fire flow is provided on site, note than the hydrant needs to be within 400 feet of
the furthest point along the perimeter of the building or equipement. Fire extinguishers will need to be
installed per the 2006 IFC chapter 9.The diesal tank used to fuel the asphalt plan will need to be a UL
certified tank and meet the set backs per chapter 34 of the 2006 IFC.A knox box installed per chapter 5
of the 2006 IFC will need to be installed.The asphalt storage tank if part of a trailer as stated during the
meeting will need to be a DOT approved tanker and meet the set backs as set in chapter 34 of the 2006
IFC.

Applicant proposes a portable asphalt plant and possibly a 2000 gallon fuel tank.The question of
whether a portable structure will require a permit was discussed.The applicant and his representative,
Steve Johnson,was asked to prepare a proposal detailing specific information about set-up of the
portable unit including how the structure(s)will remain portable,licensing,info,etc.It was
recommended that they include photos and manufacturer specifications showing how the unit(s)would
be supported during operations.
A 2000 gallon fuel tank may be required for the operation.A building permit will be required, including a
specific site plan showing location of all property lines,id all structures,driveways,and all other
information specified in the Mason County Site Plan application form.
The Washington State amendments to Uniform Building Code,chapter 29,specify that plumbing fixtures
shall be provided as listed in table 29-A.The code also specifies that the plumbing fixtures shall be
conveniently located in a building adjacent thereto on the same property.The applicant wished to install
a portable toilet facility. I recommended that the proposal be included in the same proposal discussed
above.
When the proposal is received building staff,including the Fire Marshal will meet to discuss,and
determine,building permit requirements. It was suggested that representatives from the Planning Dept.
and Environmental Health Dept.also participate in the staff review.
