Project Description:
Rock wall 6 ft. high, 50 ft. long using 3 man rock to stabilize Union River bank, 105
feet in front of existing residence; riparian vegetation enhancement area (10 ft. deep
by 50 ft. long) adjacent to proposed bank protection.

This permit, with conditions, is granted pursuant to the Mason County Resource Ordinance
(Chapter 17.01 MCC.) Nothing in this permit shall excuse the applicant from compliance with
any other federal, state, or local statutes, ordinances, or regulations applicable to this project.
This permit may be rescinded if the permitee fails to complete the project as proposed or fails
to comply with the standards of this ordinance.

Conditions:
1.) Approved per dimensions and setbacks on the site plan submitted by The Wetland Corps
(August 2011).

2.) Temporary erosion control measures must be implemented to prevent water quality
degradation of adjacent waters or wetlands. Silt fencing or jute matting must be installed
and maintained until upland vegetation has become established.

3.) All construction and demolition debris must be removed from the site after project
completion. Proper disposal of construction debris must be on land in such a manner that
debris cannot enter or cause water quality degradation of State waters.

4.) The applicant acknowledges that the project will be completed as proposed, so that the
project will be consistent with all applicable standards of the Mason County Resource
Ordinance.
5.) As noted in the Habitat Management Plan prepared by The Wetland Corps (Aug. 2011):
To address the impact of vegetation clearing, the placement of 50 feet of rock along bank,
and new plantings in the stream buffer:
A)The buffer restoration area should be planted with native plant species to occupy a total
enhancement area of 50 feet wide and 10 feet deep (500 sq. ft.) in the stream buffer.
B) Plantings in accordance with the plant list stated in the restoration plan:
1) Trees planted 10 feet on center and shrubs planted at 5 feet on center in associated
clusters in buffer enhancement area; 5 trees and 10 shrubs are to be planted.
2) Each tree planted in the stream area shall be flagged to aid in monitoring the
restoration effort.
C) Bank protection rocks may be placed with equipment; planting area to be covered with
filter fabric; planting holes dug by hand; and silt fencing or straw/jute matting erosion
control installed following site preparation and prior to replanting.
D) Equipment checked for leaks and careful control and storage of fuels, lubricants, and
other substances.

6.2 Minimization Mitigation
The project minimises impacts to the stream buffer by armoring only the portion of the channel
is directly relevant and nearest to the SFR. This is limited to a 50-foot reach of the outer
hick

bend of the channel.
6.3 Enhancement Recommendations
The portion of the stream buffer that is proposed for bank armoring is occupied by exposed soil,
with little native vegetation. To compensate for the proposed bank armoring within the stream
buffer, it is recommended that a ten-foot wide strip of the buffer, adjacent to the stream bank be
enhanced with native vegetation. The ten-foot wide strip extends the entire length of the stream
buffer adjacent to the bank armoring addressed in this plan (approximately 50 feet), and will be
identified as the Enhancement Zone. The Enhancement Zone is currently occupied by flat, open
grass area. A moderately dense forested and shrub community within this specified open area is
likely to improve upland stabilization, and riparian habitat. The area selected as the Enhancement
Zone occupies approximately 500 square feet of the stream buffer.
