He has had an engineer verify the specifications of the attachment of the line to the downstream side of the bridge and the protection of the line from leakage and the weather. This proposal fits in with his plans to develop a primary residence and garage in an area adjacent to Coulter Creek and a storage building away from the creek. Since this proposal is part of site development, the proposed transport line is exempt from State Environmental Policy Act review and, with the minimal anticipated impact of the pipe placement on the bridge, no SEPA checklist is needed for the line placement as proposed. Since the proposal involves work valued at less than $2500 value but is within the shoreline management area of 200 feet from the Ordinary High Water Mark, this work would be exempt from the requirement of a shoreline substantial development permit prior to the start of work. Box 699 Tracyton, Washington 98393-0699 (360) 377-1026 January 11, 2000 4a 11 `... ;s` North Bay Land Development PO Box 34 Allyn, WA 98624 RE: Casing on Pressure Sewer On Private Bridge for Reynolds Residence _ At your request we have provided the following notes and sketches to construct the casing and pressure sewer attached to the private bridge crossing Coulter Creek. This casing provides the protection to the surface water as outlined in WAS 246-272 09501 A. In accordance with this the requirement to maintain a minimum 10 feet separation from surface water may be waived if a casing pipe Is provided along with freeze protection, leakage protection, and similar measures to reduce the surface water contamination risk to well below that provided by the 10 foot separation. The existing single lane bridge is already designed for HS-20 truck loading, with the bridge being about 9 foot x 68 feet in length. This bridge has deck support braces at a maximum 10-foot spacing. It has also been reported to us that the proposed pipe location on the bridge is several feel above the maximum flood plain, with nearly 10 feet in elevation from normal creek levels to the pressure sewer. The following notes pertain to this work: 1. Locate the pressure sewer under the bridge deck structure between the brace angles and the deck. The sewer is to be installed as high as possible. Also, install the sewer on the downstream side of the bridge, so the bridge structure shields the line from debris damage. 2. The 1.5 inch PVC Schedule 40 solvent welded pressure sewer shall be protected with electrical heat trace cable, ''A inch minimum closed cell insulation, and a pressure tested casing across the full 68-foot width of the bridge. The casing shall extend a minimum of 30 feet beyond the bridge on both sides and be constructed as follows. 3. The casing on the bridge shall be schedule 40 steel pipe with 150 PSI pressure rated joint connections such as grooved joint flexible couplings (Vlotaulic or equal). Provide a minimum 80- foot length of the steel casing, extending at least 6 feet beyond the ends of the bridge before the transition to the PVC casing. Provide U-bolt style pipe hangers attached to the brace angles by welding at a maximum 10-foot spacing in accordance with the attached sketch. The casing shall be either pre-galvanized or coated for corrosion protection. 4. At both ends of the steel casing provide a PVC casing with a pressure rating no less than 120% of the force main that extends a minimum 30 feet from the bridge. Join the PVC to steel with a pressure rated coupling. All PVC casing is to be buried. At the power supply end provide the indicated monitor station beyond the road shoulder. This station is to have a containment moisture sensor and is used to supply the power to the heat trace cable. At the other end, provide a PVC tee and riser with a threaded clean out plug to allow for manual inspection. 5. Extend the pipe insulation the full length of the casing including the underground portions. The closed cell insulation fills the casing sufficiently to serve as skids and laterally brace the line. Provide insulation at all elbows and fittings. �./ 8. Heat trace the line from the monitor station across the bridge to the end of the steel line. The balance of the line will have sufficient bury to not freeze. The heat tracing shall be rated at 5 wafts per foot, be suitable for wet environments, and be of the self limiting type compatible with plastic pipe. Control as noted. 7. The pressure sewer shall be tested in accordance with Mason County requirements. Bury all underground casing except for the joints to suitably support the casing during testing. The casing shall be leak tested under 5 psi air pressure for 15 minutes without perceptible drop. Prior to testing preload the pressure and let the system stabilize at a given temperature. 8. At the monitor station provide a water alarm in a low point of the casing, Upon activation of the float switch, an 80 dB audible alarm and warning light shall remain on until the alarm situation is corrected. Also in the control panel provide a line voltage thermostat to activate the heat trace cable whenever the ambient temperature is below 35F.
