West Tacoma, Washington 98467 RE: Parcel R2220-50-15006 Town of Allyn, Block 15 Dear Mrs. Van Arnum: I have made a site visit to your property at E 60 North Bay Road in Allyn and made some observations and measurements to determine the dimensions of the property in regard to possible division of the property. In researching what permits may have been applied for in the past, I came across a letter written in late July 1995 by Grace Miller of this office. Her observations about wet areas and runoff on the property agree with what I saw on the property; but I noted that much of the property suffers from saturated soil conditions. Putting in a curtain drain near North Bay Road and the drainfield site(s) would help to alleviate the saturation. The seepage captured in the curtain drain can be directed to the drainage creek and would help to maintain the function of this drainage. I have made an illustration of the dimensions that I measured on December 18th. The width of the property at the rear of the cabin is nearly 220 feet, and the center point of the property (at 110 feet) would be 6 feet into the roof of the deck and cabin. The location of the well seems to be near this center line as well. The cabin is set forward to the general shoreline of North Bay; both adjacent houses to the north and south are well behind the cabin. The driveway accessing the property appears to be on the parcel just to the south. This property is located on the Urban designation portion of North Bay - Case Inlet. You could have several options to either dividing the property into two parcels or locating a second residence on the property: a) Lots created on an Urban shoreline must have a 50 foot shoreline width. You have the flexibility to create 2 lots with the cabin on the north lot and a 5 foot setback between the cabin roofline and the new property line; the south lot could be as narrow as 50 feet and must have a total area of 12,500 sq. ft. To make two lots of equal area, a new lot line would have to angle around the cabin and include the location of the well, but may not have the equal shoreline frontage. b) You could move, demolish or alter the cabin to create two lots with the same shoreline frontage and 5 foot sideyard setback, using a straight line from the road to the shoreline. If the cabin is moved or demolished, the new location or new structure would have to meet current shoreline setback standards. c) You may choose to apply for a shoreline substantial development permit to request an accessory living quarters on the property. Application is made to the Community Development and approval of this permit by the County Commissioners allows the owner to build a second residence of a certain size (1000 sq. ft.) and meet county health code standards. A second residential structure must meet siting standards (setbacks, size, and height) and could be located in the southern half of the property. I hope this general information can help you. Mr. Crawford: Department of Community .Development staff -conducted. -a shoreline site inspection of the VanArnum property on July 21, 1995 . The purpose of the site inspection was to . determine if the property could be.developed for a residence in relation to meeting;the'Mason County Shoreline Master Program setback requirements. There appears to be -enough upland property to locate a residence, structure or. remodel of the existing cabin on the .lot. Staff also inspected to determine if the Department of Community Development would have a concern regarding wetlands should a curtain drain be installed above the proposed septic system. --There - is a small drainage creek running through the property that originates from the County road and flows through the property to Case Inlet, crossing just south of the existing cabin' s porch. The remainder of the property appears to be uplands and would not be . considered as biological wetlands . There appears to be a lot of ground water on the site but the vegetation indicates that it does not meet the definition of jurisdictional biological wetlands. Care should be taken to retain the small creek drainage through the property in conjunction with the installation of the curtain drain. There does not appear to be other jurisdictional biological wetlands on this property other than the drainage creek which contains flowing water at this time. No other biological wetlands should be impacted by the new drain. There are wetlands on the adjacent property to the south located near the road and driveway that may be impacted by the drain. The installation of the curtain drain on the VanArnum property appears to be consistent with the Shoreline Master Program. The drain and septic system will need to be permitted through the Mason County Environmental Health Department . Please contact John Dennison if you have any further questions regarding the system.
