CHANGE IN TENANT APPLICATION
Complete the Change in Tenant Application and return with a floor plan, site plan, septic pumper's report, septic records and
fee to the Mason County Permit Center, P.O. Box 186, Shelton,WA 98584. Evaluation of the Change in Tenant Application will involve
staff members from the Building, Fire Marshal, Environmental Health, Planning and Public Works offices who will identify compliance
requirements. This application is intended for tenant change only. If construction or remodeling is proposed or required a building
permit will be necessary. Upon approval the permit will be issued to the applicant/tenant. After the permit is issued, schedule an
inspection by calling(360)427-7262. Upon satisfactory inspection a Certificate of Occupancy will be issued and must be posted in a
conspicuous place on the premises.

Inspection for Jill&Larry Seymour on May 10,2007:
The purpose of the pre-inspection was to evaluate issues related to replacing an existing home(a 25-foot wide by 41-foot long home and carport-storage structure to the south)on a 135-foot wide lot along
the Case Inlet shoreline with an existing concrete bulkhead and access easement from State Route 3 to the west.The 5-foot high bulkhead runs along the length of the shoreline on the property which ties into
a bulkhead on the adjacent properties to the south and north. The property is located on the waterward(east)side of State Route 3 in the Allyn Urban Growth Area.
The property is within the Allyn Village Commercial zone. Development standards are detailed in Mason County Code Chapter 17.12 [Allyn Urban Growth Area Zoning Code],and building setbacks for
this zone area 10-foot front yard setback from the road easement,and 5-foot side and rear yard setbacks. Proposed development is reviewed for allowed uses,possible land uses needing special use permit
review,and other standards. These setbacks are measured from structures 30 inches above grade such as roof overhangs,decks,balconies,stairs, fuel tanks,heat pumps etc.
Shoreline standards:The Mason County Shoreline Master Program and the Resource Ordinance guide development proposed within 200 feet of the ordinary high watermark along North Bay Case Inlet.
The shoreline designation for this area is Urban Residential and Conunercial Environment. The property to the south is the Port of Allyn waterfront park;the property to the north is a single family
residence. The default setback for commercial development is set forth by the Resource ordinance,as a 100-foot shore setback.
The applicants propose replacing the existing residence(also non-conforming)that is located 25 ft.4 in.from the face of the concrete bulkhead. The Mason County Resource Ordinance does provide for
such replacement,as long as the new structure occupies no more than the square footage of the existing footprint of the existing structure(s)in the buffer(and,a ten percent increase in footprint is allowed in
addition)and does not intrude into the shoreline buffer any closer than the existing structure(s). A second floor area may be proposed within the existing footprint area.
Staff measured the footprint area(inside the roof eaves)of the residence,garage,carport and covered patio area;the total area adds to 2,844.75 sq.ft.[roughly shown on drawing]. If proposed replacement
includes commercial development,a shoreline commercial development permit must be requested to review the extent of the project. Old road easements will need to be evaluated for vacation,as new
development is proposed. Consult the zoning code for the spectrum of uses allowed,and note that non-transient residential must be on the second-floor level of development.
Slope or landslide hazards:The slope on site does not exceed 10 percent on the east side of State Route 3. No geologic study is needed for development on Block 11,Gross St.and the east area of Eberh art
St. Proposals farther west maybe close enough to the slopes on west side of State Route 3 to merit Geotechnical Assessment review.
Wetland critical area: Planning staff confirmed the parcel contains certain wetlands,which are regulated under Mason County's Wetlands chapter 17.01.070 of the Mason County Resource Ordinance. The
wetlands are likely Category III wetlands with some plant diversity and extending to areas west on adjacent parcels(alley and in Block 13). As part of the proposal review,you net to have a qualified
biologist prepare a wetland report that delineates the wetland edge,characterizes the wetland category,and determines the proper vegetation buffer using the information from this Wetlands chapter.
Development near the wetlands shall have the determined vegetative buffer,and buildings must be set back an additional 15 feet from the outer edge of that buffer.
A portion of the buffer is currently intact;the northeast and southeast areas have intact vegetation. Some tree limbs in the buffer maybe trimmed on a limited basis in accordance with the Wetland chapter
standards. The biologist must confirm the proposed buffer plus setback distance determined by the tables in the Wetlands Chapter.
When planning the location of all proposed improvements,consider the setback from the easement road and the buffer and setback distances from the wetland edge in that site plan.Depending upon the
wetland category and buffer requirements a Mason Environmental Permit may be required to allow the proposed structure/addition.See section D and E of the enclosed Wetlands chapter of the Mason
County Resource Ordinance regarding permits and buffer requirements.If the proposed structure is within the deternined wetland buffer,it may still be possible to construct it with adequate mitigation,
which may include buffer restoration,etc.

If the proposed project is within or clearing has occurred within the wetland and/or its requisite buffer,restoration and additional environmental permitting may be required. Based on the categorization and
delineation,if there has been or will be encroachment into the buffer,have your consultant prepare a restoration plan or recommended mitigation.It is often more cost effective to have this done while the
consultant is on site.
General process: Future site development must include a site plan,showing all setbacks from property lines,any slopes and other buildings or improvements;this plan will be needed for building permit
application submittal, in addition to the wetland report.
