The following system of addressing and street ki tifcation is accepted for t reas of ttte citylba Center for which said city is responsible for the issuance of addresses:
(1)The city shall be divided into quadran blishing a north-south base i nd an east-waseline.The north-south baseline is tat Street and the east-west baseline is Aspen Avenue extended.The resulting quadrants(north,south,east and west)shall be prefixed to named or

12.20.020 Streets designated by number—Starting lines.
Wherever possible,the streets and avenues hereafter shall be designated by a number.The starting line for the numbering of avenues shall be Aspen Avenue extended.The baseline for the numbering of streets shall be 1st Street.[Ord.96-9§2,1996.1
12.20.030 House numbers.
Numbers shall be assigned to each house based on the point of entry to the property.[Ord.96-9§3,1996.]

^iftds section shall govem the numbering of units and buildings within all multiple tenant commercial and residential developments in the city.An address number shall be assigned to each primary building except for situations where public safety or consistent numbering is better
achieved by single addresses for complexes of multiple buildings.All numbering systems shall be subject to review and approval by public works staff prior to construction.
(1)Multiple Dwellings in a Single Building.Where there are multiple dwelling units in a single building,as with a duplex,triplex and so forth,unit numbering shall depend upon whether the individual units have separate entrances that face the street,or whether the primary entrance(s)to
the building or units face an off-street parking lot.The following subsections are intended to provide guidance and the public works director,in consultation with emergency service providers,shall have the ultimate authority to review and possibly modify the final addressing system.
(a)Single Entrance or Units Face OffStreet Parking Lot.Where the individual units share a single entrance,or if the entrance(s)to the building or units face an off-street parking lot,then the building shall have a single street address,and each unit shall be numbered as described
in subsection(2)of this section.
(b)Units with Separate Entrances that Face the Street.Where the individual units have separate entrances and the entrances face the street,each unit shall have a separate street address number,and the numbering shall be consistent with the regular numbering along the street.
If the building is multi-storied and individual unit numbers do not present a clear and easy-to-find addressing system for emergency service providers,then the public works director may require a single street address with separate unit numbers as provided in subsection(1)(a)of
this section.

Per Mason County Code,Title 14,Chapter 14.48 a stormwater site plan is required whenever a building application is
made for residential development,or redevelopment',with more than 2,000 square feet of impervious surface'.
'Redevelopment means,on an already developed site,the creation or addition of impervious surfaces,structural development
including construction,installation or expansion of a building or other structure,and/or replacement of impervious surface that is not
part of a routine maintenance activity,and land disturbing activities associated with structural or impervious redevelopment.
'Common impervious surfaces include,but are not limited to,rooftops,walkways,patios,driveways,parking lots or storage areas,
concrete or asphalt paving,gravel roads,packed earthen materials,and oiled,macadam or other surfaces which similarly impede the
natural infiltration of stormwater.Open,uncovered retention/detention facilities shall not be considered as impervious surfaces.

Regulated activities shall be conducted only after Mason County Public Works approves a Stormwater site plan

you in preparing the necessary information and plans for Public Works to review and approve. Per Department of
Public Works this document will constitute an approved plan if all of the relevant details* are to be installed in
their entirety AND no part of the stormwater system adversely affects any septic system(see Environmental Health
information below). If an alternative system is to be used a plan will need to be submitted to Public Works for approval.
A design by a registered professional may be required for more complex sites.

Dear Ms. Mullen,
Mason County Community Services has made an Administrative Determination to approve BLD2018-
00827 for a duplex in the Village Commercial (VC) district in Allyn Urban Growth Area (UGA).Although
the VC district does not allow duplexes at this time*, it is our understanding the subject parcel was
purchased based on information relied upon by the former Planning Manager.
As the new property owner,you provided evidence that the former Manager assured you through
emails, phone conversations, in-person conversations and an "Administrative Determination" letter that
duplexes are an allowed use under the current zoning. After review of the provided emails and
Administrative Determination letter,it is our conclusion to approve a duplex on parcel number 12220-
50-62001 exclusively.

RE: Request for Administrative Determination of Village Commercial Zoning in Allyn, WA under
Mason County's Code.
Dear Ms. Mullen—
This administrative determination letter is in response to your letter received by Mason County
on December 21, 2017, related to whether a duplex is an allowable land use within the Village
Commercial Zone in Allyn, WA, under Mason County Code Sections 17.10 to 17.17.
We find that a duplex is an allowable use for parcel #: 12220-50-62001 under the current code
requirements for Village Commercial Zoning in Allyn with approval of a variance. We also
believe the duplex you propose is consistent with the purpose and goals of the Village
Commercial Zone. This determination does not take other factors into consideration like
required setbacks, easements and parking or other considerations that will be addressed in site
planning and building permitting.
Related to zoning only, Mason County Code Section 17.12.120, includes as a permitted use,
"(29) Multi-family dwelling units (minimum four units)". By addressing the criteria outlined in
Mason County Code Section 15.09.057, variances from the bulk and dimension requirements of
zoning regulations can be allowed. Mason County Planning staff are available to provide
technical assistance. We are also currently reviewing our multi-family definitions contained in
the Mason County Code. We hope to revise them over the next two months to make these
sections clearer.
If you would like to appeal this determination letter to the County's Hearings Examiner, our
code provides for this in MCC Title 15.11. Please feel free to follow up with me, at 360-427-
