ENF2002-00279 & SPI2004-00279 Kristen, The restoration plan prepared for the Steve Wiltz/Juan Garcia property located at 110 NE Ponderosa Road. Belfair, has been received and reviewed by Public Works. The "restoration assessment letter"provides little information other than expressing the geologist's opinion that the vegetation already naturally established "is likely sufficient for erosion control". As a geotechnical document, it provides no information regarding the character or severity of the cut slope(s), or other slopes on the property. As a restoration report, it may be accepted as a notice that the current condition of the property is acceptable to the geologist, but I do not consider the instrument adequate for any activity which would normally require either a geotechnical assessment, or geotechnical report, as may be appropriate for the site. To summarize, the reviewed materials appear acceptable, and their recommendations may be accepted, but the report should not be considered adequate for any additional work proposed on the subject property. The Mason County requirements for a restoration plan as outlined in the County I-oo Resource Ordinance, Section 17.01.210 were also reviewed in preparation for our assessment. On February 10, 2005, an Alkai representative performed a reconnaissance of the area we understand to be the area of concern for restoration on the slope directly ahead of the termination of Ponderosa Road. A cut slope was examined and found to be mostly vegetated by grass. The top of the cut area had some minor overhangs that appeared to be consistent with those associated with shallow root systems. The natural slope behind the cut slope (where Douglas-fir trees had been previously removed) was also examined and found to be vegetated by a substantial ground cover of shrubs such as Salal and Oregon-grape. A few minor bare areas were observed, possibly the result of foot traffic or wildlife. Based on our initial investigation, it is our opinion that the existing vegetation in the area of concern is likely sufficient for erosion control. If significant spreading is observed in the future, Alkai may be consulted to make recommendations for corrective measures. As we believe the area in its current condition is likely adequate, we do not believe replanting is necessary. We are not specifying species of plants to plant in general, but will leave this to the property owner to suit availability of plants and individual preferences. If you have plans for development activity on the site that will trigger the Geotechnical Report(see section 17.01.100)requirement,you can simply have your consultant evaluate the hillside clearing in conjunction with the Report. If you do not plan development that will trigger the Geotechnical Report requirement, our p q ,y consultant will only need to prepare a Restoration Plan(see section 17.01.210) for the hillside that meets the requirements of the Restoration Plan section. If corrective action is required,then you will need to complete the bond form in an amount based on a reasonable, formal estimate for the costs associated with implementation of the plan.
