Note:A conservative(higher)hydrostatic force was used in analysis than what is anticipated. The
hydrostatic force should be nearly negligible due to acting nearly equally on all sides of each pile, and
there is no concern for material failure (deformation in the form of compression).
Hydrodynamic estimates were also conservative. Maximum allowable velocity was determined based on
the maximum soil resistance for the piles, which was determined conservatively(lower resistance). This
velocity was checked against anticipated velocities.
Velocities resulting from tidal exchange used in the analysis correspond to a greater flow rate than is
anticipated to impact the site. Velocity from the Union River was simply estimated using the distance
from the boardwalk to the for main channel bank, and the minimum depth of water at BFE. Realistically,
the flow cross section will be much greater(resulting in lower velocities)and the actual flow paths are
unlikely to directly act on the structure.

be a surveyor. If it's design w/topo underneath,then an engineer is ok to stamp.

Hi Trish. Another good question. I started questioning myself again on the response but received confirmation from my
fellow co-workers that it is ok for the engineer to stamp the plan set. If there was an EC,then it would only be allowed
to be filled out by a surveyor in WA.

I hope this finds you well. I have another question.On the project for restoration of wetland in a Flood Zone,the
topography pages are stamped by the engineer of record (WDFW Engineer), not a surveyor.
The following information has been provided to me and therefore I am asking, does this restoration project have
different rules?
The laws aren't specific to ECs, but only licensed surveyors are allowed to practice surveying in Washington. Chapter
18.43 RCW.• ENGINEERS AND LAND SURVEYORS (wa.gov). Also, the FEMA EC states that a person must be a licensed
engineer, surveyor, or architect to certify Section C of the EC. Washington state law further clarifies that it must be a
surveyor.
RCW 18.43.010
General provisions.
In order to safeguard life, health, and property, and to promote the public welfare, any person in either public or private
capacity practicing or offering to practice engineering or land surveying, shall hereafter be required to submit evidence

that he or she is qualified so to practice and shall be registered as hereinafter provided;and it shall be unlawful for any
person to practice or to offer to practice in this state, engineering or land surveying, as defined in the provisions of this
chapter, or to use in connection with his or her name or otherwise assume, use, or advertise any title or description
tending to convey the impression that he or she is a professional engineer or a land surveyor, unless such a person has
been duly registered under the provisions of this chapter.

Definitions.
(9) "Practice of land surveying"means assuming responsible charge of the surveying of land for the establishment of
corners, lines, boundaries, and monuments, the laying out and subdivision of land, the defining and locating of corners,
lines, boundaries, and monuments of land after they have been established, the survey of land areas for the purpose of
determining the topography thereof, the making of topographical delineations and the preparing of maps and accurate
records thereof, when the proper performance of such services requires technical knowledge and skill.

I am sorry to bother you again. I have a Flood Development Permit and I am very uncertain I am properly
addressing.
The applicant is a nonprofit working to restore a wetland tidal area.Years ago they built up berms that are also as a
walking trail.The proposal is for the following:
1. Remove the berms
2. Build a raised boardwalk for the trail system.
3. Raise the Mason County road and install a new culvert,this will be Roessel Rd on the map.The road will
act as a berm to protect the Manuf.Home park on the other side of the road.
4. It appears channels will be altered.They appear to be tidal channels.
This project is permitted by the Washington State Department of Fish and Wildlife, all environmental permitting is
done by State agencies. I spoke with our Public Works director and she indicated they are only assisting in the
project as it is effecting the road owned by Mason Conty.She had reached out some on behalf of the project and I
have included her correspondence.
I have identified the following to be addressed:
1. The boardwalk does not show details for elevation, no permits have been applied for at this time. However,
I would expect the details to include elevation.
2. The culvert and details do not showthe elevation requirements.
3. A road plan profile.
4. A narrative for the project addressing scope of work.
5. A elevation certificate for boardwalk
What I do not know is regarding the channel work and the mapping. Do you think any revised mapping is required?
Do you think I missed anything or I am making an incorrect call?
