The property address is 50 & 60 East North Bay Road, Allyn, Washington. The site is found in the NE '/4 of Section 20, Township 22 North, Range 01 West (See Figure 1. Site Vicinity Map). This Restoration Plan addresses the vegetation removal within a portion of a Category III Wetland, and is in reference to the Wetland Delineation Report for this parcel completed by The Wetland Corps in 2008. The disturbance entails the removal of vegetation, the placement of one to three inches of top soil overlaying the wetland, and the placement of sod over the nonnative soil within the wetland. Based on our observations, the total area of wetland that has been affected by the completed work occupies approximately 8,000 square feet. The extent of the wetland boundary within the disturbed area is indicated by wetland hydric soil indicators below three inches in test pits, the presence of facultative vegetation such as skunk cabbage (Lysichiton americanum, OBL), within the lawn area,and subtle topography patterns. The purpose of this restoration plan is to restore the modified portion of the wetland to vegetative conditions representative of a non-disturbed site. The goal of this plan is native plant restoration within the disturbed area, and the prevention of any invasive species. The area will be monitored annually to insure restoration success. The following restoration plan is being provided to be used by Mason County staff, the client, and/or a landscaping professional for implementation purposes. The client will ultimately be responsible for the implementation and the overall success of this plan in conjunction with any additional comments or suggestions received from Mason County staff. 2.0 PROPERTY DESCRIPTION The subject parcel is accessed via an easement off of North Bay Road, which enters the parcel at the southeast portion of the property. North Bay Road makes up the western property boundary. The shoreline of Case Inlet borders the eastern portion of the parcel, and residential parcels of similar size and shape border the parcel to the north and south. Currently the parcel contains a small cabin near the shoreline, occupying approximately 900 square feet. The area maintained as residential lawn extends approximately 8,000 square feet into the delineated wetland boundary. Three curtain drains features are situated within the wetland, which converge into a single culvert which, extends approximately 275 feet under the lawn area and drains into the shoreline of Case Inlet. This site has a history of drainage modification and the point of time when the most recent modifications occurred is unknown. Despite the maintenance of the drainage features, the wetland continues to support conditions of soil hydrology and vegetation. Therefore, no modifications to this drainage system are proposed in this plan. 3.0 APPLICABLE SETBACKS The project site is within the jurisdiction of Mason County. Ordinance 17.01.110 identifies Wetlands adopted by Mason County. Assuming High Impact Land Use and the applicability of the buffer reduction outlined in Section 17.01.070.E.5 of the Mason County Resource Ordinance, the applicable setback for this project is as follows: Habitat Type Buffer Building Setback from Buffer Category III Wetland 150' reduced to 110' 15' 4.0 ANALYSIS OF EFFECTS The completed project lies within the regulated buffer of a Category III Wetland. Project scale in the protected area is as follows: Develo ment Type Habitat Type Project scale Vegetation removal Category III Wetland 8,000 square feet 4.1 Wetland Disturbance Vegetation disturbance within the wetland entails the removal of native vegetation, the placement of topsoil on top of the existing soil, and the establishment of open lawn area over the nonnative soil. The disturbed area occupies area of approximately 8,000 square feet within the wetland. Based on surrounding vegetation, the species removed from within the wetland consists of primarily shrub and herbaceous species with scattered overstory vegetation. These species include salmonberry, nootka rose, stinging nettle, water horsetail, slough sedge and skunk cabbage. With recommended planting of native vegetation described in Section 5.0, vegetation abundance and diversity will be restored within the wetland. PO Box 2854, Belfair,WA 98528 cell:360-620-0618, Office: 360-372-2421 e-mail: wetlandcorps@hotmail.com Parcel 122205015003 Restoration Plan June, 2009 Page 3 5.0 RESTORATION MEASURES 5.1 Wetland Restoration To adequately restore the vegetative characteristics of the wetland within the property, it is recommended that the modified portion of the wetland be replanted with native vegetation. The overall planting objective is to restore and maintain a moderately dense structurally diverse vegetative community. The area to be restored within the wetland will be identified as the Restoration Zone, and will occupy an area of 8,000 square feet within the wetland. A one to three inch layer of nonnative soil has been laid over the wetland where the plantings are proposed. During the field visit, native wetland vegetation such as skunk cabbage (Lysichiton americanum, OBL) and other facultative wetland vegetation was observed to be volunteering throughout the modified area, persisting in the added topsoil. Given that obligate wetland vegetation is already persisting within the portion of the wetland overlain by the topsoil, removal of the added topsoil should not be necessary. The plants to be reintroduced to the site will most likely survive. A monitoring program will be in place to address corrective measures if necessary. The restoration of a moderately dense structurally diverse forest and shrub community within the disturbed portion of the wetland will improve wildlife utilization and habitat function of the site. The following is a list of suggested species to be used for replanting. The species have been chosen based on their presence within surrounding undisturbed wetland areas, tolerance to saturated soil, and light requirements. It is recommended that potted plants be used as opposed to bare root seedlings. Comments associated with each species from the Species Selection Guide from the Sound Native Plants website (www.soundnativeplants.com) are provided. To fulfill the above mentioned planting density recommendation, the mitigation zone will be planted with 80 trees and 240 shrubs. It is recommended that installation be done as single trees and or clusters of three shrubs, on approximate 10-foot centers. Typically, planting should occur during winter dormancy. The optimum time for planting is during February and March, however, the need to complete the project in a timely manner may call for planting to occur outside optimum time periods. No machinery earthwork will be necessary to implement this restoration plan; planting holes for specified vegetation installation will be hand dug. No additional clearing or grading should be necessary for site restoration. All installed vegetation shall be marked with colored flagging to facilitate monitoring inspections. The monitoring program is recommended to ins ure project effectiveness. Invasive species such as Himalayan blackberry, reed canary grass, Japanese knotweed, and English Ivy may invade the restoration zone. These species are stubborn competitors for light and nutrients and limit success of native plants. Invasive species should be removed from the restoration zone should they invade. Herbicides should not be used to achieve this due to the proximity to the wetland. Persistent cutting during the growing season is sufficient to offset the rhizomes of invasive species if they become a problem. Vegetative Screen To protect the wetland from adverse impacts from noise and light associated with future residential use of the parcel, it is recommended that a 10-foot wide vegetative screen be planted adjacent to the east side of the Restoration Zone. The vegetated buffer should be planted with trees and shrubs at an adequate density to minimize noise or light and glare associated with future development proposed on the eastern side of the parcel. In addition, the screen will provide a visible boundary between the wetland and any future residential use. Invasive species should be removed from the Vegetative Screen should they invade. 6.0 MONITORING Monitoring of the site will begin the first fall following planting and maintained on a seasonal basis. The information gathered will provide the following: 1) condition of reintroduced plant species; 2) the use of the site by wildlife species; 3) any unforeseen disturbances and its effect on the protected zone and associated aquatic habitat; 4) any occurrence of exotic species within the restoration zone or vegetative screen; 5) condition of vegetative screen; 6) any corrective PO Box 2854, Belfair,WA 98528 cell:360-620-0618, Office: 360-372-2421 e-mail: wetlandcorps@hotmail.com Parcel 122205015003 Restoration Plan June, 2009 Page 6 measures that may be deemed necessary to provide desired conditions. This monitoring will be in effect for the duration of five years. The performance standard for the restoration will be 80% plant survival and less than 10% cover of invasive species within the restoration zones after completion of the monitoring. The information gathered will be provided in an annual report and submitted to the Director of Mason County Department of Community Development. 7.0 SUMMARY This report addresses restoration for the modification of approximately 8000 square feet within a Category III Wetland. Restoration for the disturbance within the wetland entails replanting the entire disturbed area with native vegetation, and planting a 10-foot wide vegetative screen adjacent to the wetland. Best Management Practices are recommended to avoid negative impacts to the wetland duringP J m project implementation. A monitoring program is recommended P P to insure restoration effectiveness. They have developed in Vashon glacial drift, under rainfall that ranges from 45 to 60 inches a year. The vegetation consists of deciduous trees and shrubs, sedges, reeds, spirea, and wild rose, with occasional thickets of quaking aspen and Oregon-oak. McKenna soils occur mainly in association with the Alderwood and Everett soils and only rarely with the Grove or Shelton soils. McKenna soils differ from the Norma and Bellingham soils in having very gravelly subsoils and substrata. They are much darker colored than the Koch soils. The Deckerville soils, which closely resemble the McKenna, have developed from more basic parent material. McKenna gravelly loam, 0 to 3 percent slopes (Mc).
