Dear Mr. Fink:
Enclosed is the first draft of the 2007 Water System Plan Update for Belfair Water District No.
1. It is being sent to you at this time in compliance with Washington State Municipal Water Law
requirements. It is sent in order for you to determine that the document is, or is not, consistent
with Mason County's planning efforts. To that end, I have also enclosed the necessary form to
be completed and signed by an official of Mason County .

I am writing in response to your letter of June 12, 2006, and your request for a water
system consistency review. In order for the county to be able to complete the review, you
need to submit an application and$115 fee to the Mason County Permit Assistance
Center, PO Box 186, Shelton WA 98584 or in person to 426 W Cedar St. in Shelton.
You have already submitted an "Attachment 5" and a system plan, so you will only need
to submit the completed application form and fee. You might include a copy of this letter
so that the Permit Assistance Center does not return the application as incomplete.
I have attached a water system review form for your use. Please let me know if you have
additional questions.

Program Consistency Statement Checklist
This checklist is intended to ensure consistency of water system planning documents with
adopted local comprehensive plans and development regulations. Each local planning
jurisdiction in which the water utility provides service will review the relevant water
system planning information and provide a signed consistency statement to the utility for
submittal to the Department of Health. If the local planning agency will not respond, the
highest authority within the utility (chair of governing body, executive director of private
companies, etc.) must sign to verify consistency of the plan information.

Hi Dave, oC
Karen and I reviewed the Ironhorse Crossing project paperwork that was
given a mitigated DNS in its SEPA review back in 2001. Unfortunately C
that approval date is too far in the past to apply to, or use for, the
Water District's proposed interzone connection project. However, '�►�
relevant information from the past project and its review process can be
used in the new SEPA application for the interzone connection,which may
save the water district some time and effort.
Similar to the Ironhorse Crossing SEPA review, the county would be the
SEPA review agency for the proposed Interzone Connection. Although the
project is pretty straight forward and away from shorelines, that
project triggers SEPA because of the installation and use of 12-inch
pipe. We (ODW)support the interzone connection (ODW Project#08-0404)
because it will provide more reliability and additional fire flow
capacity to the Belfair WD#1's water system. That project is also
included in the most recently approved Water System Plan and in the
existing draft Water System Plan for the water system.
