RE: Shoreline Substantial Development Permit
STAFF REPORT
I. Introduction. This reports evaluates the placement of a drainage culvert directing flows
into the Union River adjacent to an existing surface drainage ditch.
II. Applicant. Mason County Department of Public Works
III. Property Location. At 2400 NE Old Belfair Highway, 2.4 miles north of Belfair;
project on both sides of road; in Range 1W, Township 23N, Section 16.
IV. Project Description. Place a catch basin in the existing drainage ditch along the west
side of Old Belfair Highway; install plastic culvert beneath this road and beneath an existing
surface drainage ditch (280 foot length) to convey runoff from the west side of the highway
and adjacent areas towards the Union River. The outlet portion of pipe at the river would
have a tidegate to control back flow into the culvert and aid in energy dissipation of the flow.
V. Evaluations.
A. Characteristics of the site. The existing drainage alignment follows along each side of
Old Belfair Highway. A road cross culvert can convey only a portion of the flows from west
to east beneath the county road. Each winter there is an accumulation of runoff in the
vicinity at this low area that cause a hazardous overflow across this county road. This
situation has lead to the current proposal as a solution to alleviate this safety problem. The
area now supports wetland vegetation (identified as a small type 3 wetland), although the
county road crews have maintained the ditch at the edge of the wetland. The proposed catch
basin and culvert are planned in this ditch. The road ditch on the east side of the highway
turns and heads east to the Union River; the plastic culvert is proposed beneath this surface
drainage channel, so that at the Union River both the surface and buried drainages would
flow into the Union River.
B. Characteristics of the area. The adjacent properties have various-sized single family
residences (mobiles and site-built structures) and include the Belfair Sand and Gravel
operation to the north and west. The proposal site is the lowest point in the vicinity towards
which surface runoff have continued to flow; as more land is developed in the area, surface
runoff will continue to be a problem. The proposed culvert and catch basins will aid in

controlling surface water runoff in the vicinity of Old Belfair Highway and residential
properties.
C. Shoreline Desi ng ation. The shoreline designation of the site at the Union River is Rural
Shoreline Environment.
D. Comprehensive Plan. The Mason County Comprehensive Plan designation for this
location is Rural.
VI. SEPA Compliance. A Determination of Nonsignificance (DNS) was issued on July 20,
1998, and no comments have been received from Washington Departments of Ecology or
Fish and Wildlife, or from the Corps of Engineers. The Washington Department of Fish and
Wildlife habitat specialist will require certain placement and erosion control specifications in
the Hydraulic Project Approval for this proposal.
VII. Other Permits. The culvert placement and outfall at the river will require a Hydraulic
Project Approval and Army Corps of Engineers review; these maintenance activities along a
county road do not require a Mason County building permit.
VIH. Analysis. This proposal requires a Shoreline Substantial Development Permit due to
the value in excess of $2500 (fair market value). Mason County Shoreline Master Program
Chapter 7.16.160 (Transportation Facilities) provides the guidance for project review.
Applicable Policies are:
9. All debris, overburden, and waste materials from construction shall be disposed of in
such a way as to prevent their entry by erosion from drainage, high water, or other means
into any surface waterbody. Public Works will follow this best management practice,
especially along the wetland and Union River.
10. Waterway crossings should be designed and constructed to maintain normal geohydraulic
processes, as well as to minimize interruption of flood water flows. The proposed culvert
will follow the alignment of the existing surface drainage system that has failed to
adequately carry surface runofffrom the highway and adjacent properties.
11. The number of waterway crossings should be minimized. The culvert proposed to be
repaired does not currently convey surface runoff.
Applicable Use Regulations are:
5. Requirements for culvert installation for streams used by anadromous fish are defined by
the Washington Department of Fish (and Wildlife), and culvert installation may require a
hydraulic permit. The project does not cross a stream but it will provide capacity to
conveying surface runoff safely to the Union River. Public Works shall secure a

Hydraulic Project Approval from Washington Dept. of Fish and Wildlife for the
culvert and tidegate along the Union River.
6. Excess construction materials shall be removed from the shoreline area. Materials
excavated for the culvert and catch basin alignment shall be hauled to county-
approved upland disposal sites for road maintenance activities.
10. Stormwater runoff shall be controlled to reduce suspended solids and other pollutants
before entering any surface waterbody. On-site temporary erosion control measures (the use
of silt fencing and straw in exposed areas) shall be implemented during site
preparation and installation of the proposed culvert and catch basin alignment.
Road Culvert and Outfall Analysis: Based upon these policies and regulations, the
proposed culverts and catch basins placement, with the tidegate along the river, will resolve
the past property damage by the inadequate culvert system and help to carry the high runoff
flows via the improved culvert and catch basin installed along this county right-of-way.
Temporary erosion control measures during construction will reduce the threat of sediment
pollution to the waters of the Union River.
IX. Conclusions. The proposal does require a Shoreline Substantial Development Permit.
As designed, the proposed road culvert placement is consistent with the policies and
standards of Chapter 7.16.160 (Mason County Shoreline Master Program). Staff
recommends approval of the proposal, subject to the following conditions:
1. The applicant shall follow all construction specifications authorized in the Washington
Department of Fish and Wildlife Hydraulic Project Approval for the proposed catch basin,
culvert and outfall to the Union River (i.e. tidegate).
2. The applicant shall implement temporary erosion control measures (silt fencing and straw
bales) during site preparation and culvert pipe and catch basin placement.
3. Construction debris materials shall be removed from the work site and hauled to county-
approved upland disposal sites for road maintenance activities.

1. Approve the SDP request.
2. Deny the SDP request.
3. Conditionally approve the SDP request.
4. Postpone decision for further information.

compliance with any other federal , state or local statutes, ordinances
or regulations applicable to this project,but not inconsistent with the
Shoreline Management Act (Chapter 90 . 58 RCW) .
This permit may be rescinded pursuant to RCW 90 . 58 . 140 (7) in the event
the permittee fails to comply with the terms of conditions hereof .
CONSTRUCTION PURSUANT TO THIS PERMIT WILL NOT BEGIN OR IS NOT
AUTHORIZED UNTIL THIRTY (30) DAYS FROM THE DATE OF FILING THE FINAL
ORDER OF THE LOCAL GOVERNMENT WITH THE REGIONAL OFFICE OF THE
DEPARTMENT OF ECOLOGY AND THE ATTORNEY GENERAL, OR UNTIL ALL REVIEW

No permit authorizing construction shall extend for a term of more
than five (5) years. If actual construction of a development for which

FINDINGS OF FACT: Mason Co. Dept. of Public Works. (SHR98-0026)
1. Under consideration is the location of a catch basin and road culvert directing flows to
the Union River north of Belfair. The shoreline designation of the Union River is Rural
Environment.
2. The proposed land use is guided by the Transportation Facilities policies and regulations
in the Mason County Shoreline Master Program Chapter 17.16.160.
3. The use requires review as a Substantial Development Permit because the fair market
value exceeds $2500 and the project is not exempt from permit requirements.
4. No agency comment and one public written comments were received prior to the public
hearing for the proposed project. Oral comments were heard at the public hearing stating
that the design of the project needed to be carefully reviewed and worked out in cooperation
with the surrounding property owners.
5. Based upon the Shoreline Master Program policies and use regulations, the proposed
culvert pipe and catch basin project is beneficial to protecting the private property owners
and the county road by providing proper drainage facilities that convey runoff from the.
county road and adjacent areas to a safe location along the river and will not affect fish and
wildlife and recreational values of the Union River.
FROM THE PRECEDING FACTS, the proposed road culvert placement is consistent with
the policies and use regulations of Chapter 7.16.160 (Mason County Shoreline Master
Program), subject to the following conditions:
1. The applicant shall follow all construction specifications authorized in the Washington
Department of Fish and Wildlife Hydraulic Project Approval for the proposed culvert and
outfall placement on the beach.
2. The applicant shall implement temporary erosion control measures (silt fencing and straw

Dear Alan,
This letter is being prepared for the Old Belfair Highway culvert replacement proposed by the
Mason County Department of Public Works. This project is being conducted in Section 16,
Township 23,Range 1 West. The onsite soils have been mapped as Belfast sandy loam,0 to 3
percent slopes(Ba), according to the NRCS Soil Survey for Mason Co., 1960. This soil does
have unnamed hydric inclusions. The particular wetland is not mapped on the National wetland
inventory map.
This wetland is determined to be a category III. These wetlands provide important functions
and values. They are important for a variety of wildlife species and occur more commonly
throughout the state than either category I or II wetlands. Generally these wetlands will be
smaller, less diverse,and/or more isolated in the landscape than Category II wetlands. The
hydrology of this wetland can be lowered, 12-16 inches and still maintain hydrophytic
vegetation. If the hydrology is lowered, the wetland may loose some of the emergent species and
pools and, in time,may become a scrub/shrub forested system. If I or the District can be of any

The proiect consists of the installation of a WSDOT Type 1 catch basin at the edge of a category III wetland
situated adjacent to the County Road along with the burying of a smooth bore high capacity plastic culvert
beneath the road, and the installation of approximately 280 lineal feet of plastic culvert pipe to an
outfall location to be constructed at the ordinary high water elevation of the Union River. The end of the
outfall pie I s to be fitted with a tide gate to help disperse discharge velocities, and avoid or reduce
the potential for Union River flood waters to flow landward through the proposed drainage system.

Use (identify current use of property with existing improvements: The proiect is proposed to be installed
on County owned right-of-way (The Old Belfair Highway - County Road No. 9825) or within a driveway utility
easement that runs between the Old Belfair Highway and the Union River.
Reason for requesting development: To increase and improve the drainage capacity of the existing drainage
system to eliminate flooding of the Old Belfair Highway by stormwater runoff during storm events.
